Background

As a follow up to the Country Environment Analysis completed in June 2011, the Ministry of Environment (MoE) and the World Bank have initiated the development of “Lebanon Environmental Pollution Abatement Project (LEPAP)” which aims at reducing pollution generated by point-source/industrial entities, mainly from effluent discharge and air emissions.
LEPAP will be providing technical assistance and financial facilities, through selected commercial banks, to public and private enterprises to bring their effluent discharges or their air emissions towards
compliance with the Environment Protection Law 444. This programme will support enterprises to meet national environmental standards in a cost effective manner, including Decree No. 8471/2012 on “Environmental Compliance for Establishments”.
In order to manage the project implementation, the Ministry of Environment has requested the assistance of UNDP to set-up a project that would support the LEPAP programme and work towards strengthening the management of the Environmental Compliance System at the Ministry. The Support to the LEPAP project will be responsible to coordinate the different components and donors of the LEPAP, liaise with the Ministry of Environment and other national stakeholders and move the financial funds forward.
The Project Management Unit (PMU) will be responsible for the technical and day-to-day management of the project, in close collaboration with UNDP and the Ministry of Environment. The PMU will oversee the implantation of project activities on-the-ground, provide technical support to the establishments and ensure that the project produces the results specified in the project document, to the required standard of quality and within the specified constraints of time and cost.
A junior Environmental Consultant is needed to support the LEPAP team in performing technical tasks in view of reaching the project’s milestones and overall objectives.

Duties and Responsibilities

Under the direct supervision of the Project Manager, the Consultant’s responsibilities are the following:

  • Assist the project team in coordinating with industrial enterprises and conducting field visits as needed;
  • Assist in reviewing environmental studies, technical offers, feasibility studies, or any other relevant documents submitted under the LEPAP project;
  • Assist in the preparation of Compliance Action Plans (CAP) and Executive Summary of environmental studies in order to fulfill the World Bank requirements.
  • Support in monitoring and evaluation related tasks at the level of the LEPAP project as well as at the level of the sub-projects in coordination with the Monitoring and Evaluation Officer;
  • Assist in the analysis and research for the preparation of the technical reports and compile/consolidate missing information with the LEPAP team;
  • Assist in preparing technical-related correspondence to the Ministry and beneficiaries as requested by the Project Manager;
  • Provide overall support in the implementation of the project’s activities to be conducted in accordance with the Results Framework of the Project.

Methodology of work

  • General Issues

The Methodology of work will consist of desk review, data analysis, meetings with stakeholders, as well as field visits to the identified industrial establishments.
The main challenges that will encounter the Consultant will be ensuring compliance of the technical reports/documentation with World Bank guidelines and requirements and submitting the deliverables in a timely manner while coordinating with all the concerned stakeholders.

  • Proposal

The Consultant shall present in their submitted proposal a full understanding of the MoE compliance system for industrial establishments in addition to good knowledge of WB safeguards requirements.

Competencies

Functional Competencies:

  • High proficiency in English languages, Arabic and/or French is an asset
  • Demonstrable analytical and report writing skills,
  • Excellent interpersonal and communication skills,
  • Ability to meet deadlines and prioritize multiple tasks.

Required Skills and Experience

Academic Qualifications:

  • Master degree in environmental science or engineering or related fields.

Years of experience:

  • At least 1 year of relevant experience.

Technical experience:

  • Local experience as a must,
  • Experience in preparation and review of environmental studies,
  • Sound previous experience in similar projects in the required domains,
  • Knowledge of national policies and plans is an asset.
