UNDP Libya is seeking to hire a qualified international consultant under “Transitional Justice” Project of UNDP Libya as “Transitional Justice/Judiciary Consultant”. The overall objective of the consultancy will be to support workshop that will assist the Misrata and Tawergha communities and relevant stakeholders to support UNSMIL/ UNDP in facilitating confidence building measures in line with international standards and the rule of law at the local level addressing the backlog of cases of detainees and missing persons through facilitating a peer-to-peer dialogue between prosecutors and judges.

Duties and Responsibilities

The overall objective of the consultancy will be to support workshop that will assist the Misrata and Tawergha communities and relevant stakeholders to support UNSMIL/ UNDP in facilitating confidence building measures in line with international standards and the rule of law at the local level addressing the backlog of cases of detainees and missing persons through facilitating a peer-to-peer dialogue between prosecutors and judges.

Specifically, the consultant will provide for:

Misrata and Tawergha transitional justice process support to one workshop facilitated by UNSMIL/UNDP that will assist the relevant stakeholder of the Misrata/Tawergha Committee by:

  • Provide legal, political and human right adivse and technical inputs and assistance to UNSMIL/UNDP in conceptualizing, planning and carrying out a workshop addressing the backlog of cases of detainees and missing persons through facilitating a peer-to- peer dialogue between prosecutors and judges;
  • Design and lead the process that will enable to identify the challenges of addressing the backlog of detainees and missing persons to reach an agreement on an action plan on backlog reduction or detailed recommendations on the way forward;
  • Accompany, advise, and act as a resource person for the stakeholders in participating in the follow-up of the workshop as well as for UNSMIL/UNDP in providing policy recommendations on the way forward.

Required Skills and Experience

Academic Qualification:

  • University degree (Master’s Degree) in law, political science, sociology, or related field with specialization in transitional justice and human rights.

Experience:

  • At least 5-7 years of combined experience in the areas of transitional justice and Human Rights;
  • Extensive understanding of the issues related to transitional justice and human rights, judiciary including research and preparation of research papers (Submit a minimum of one sample of relevant research paper);
  • Extensive experience working with senior representatives of the authorities, academia including participation in conferences, seminars, presentations in various fora’s;
  • Experience of working in the Arab region or Libya in the area of transitional justice is an asset;
  • Experience in transitional justice processes on community level in particular in the Arab region and leading such transitional justice processes;
  • Knowledge of the Libyan context and the current transition would be a significant advantage;
  • Experience in presenting in public forums including high-level national stakeholders;
  • Excellent drafting skills.

Languages:

  • Fluency in oral and written in English is required;
  • Fluency in Arabic would be significant advantage;
