Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

 

UN Women Jordan Country Office supports the Government of Jordan to implement global norms and standards on gender equality and women’s empowerment; promotes women’s economic empowerment; and implements a resilience and empowerment model for Syrian refugee women and vulnerable Jordanian women. The country office will soon begin implementation of a new Strategic Note for the period 2018-2022 and will prioritize coherence and interlinkages across its projects and activities under these three pillars. This will require effective capacity development of key national institutional stakeholders.

 

Under the supervision of the Recovery Specialist, the Institutional Capacity Development Specialist will develop and lead ?institutional capacity development initiatives in the area of gender equality and women’s empowerment; gender mainstreaming in policies and programmes; implementation of international norms and standards; ?identify opportunities for knowledge sharing among institutions and other national institutions regionally and globally; provide ongoing technical assistance and monitor progress and provide inputs to donor reports.?

Duties and Responsibilities

1. Lead technical support to institutional capacity development on gender equality and women’s empowerment

  • Develop, implement and monitor institutional capacity strategic plan
  • Design, develop, implement and monitor capacity development assessments
  • Design, implement and monitor comprehensive institutional capacity development programmes
  • Provide technical assistance and support on institutional design for improved gender mainstreaming
  • Ensure quality control in the design of capacity development modules
  • Follow and integrate the latest developments on institutional capacity development

2. Deliver institutional capacity development and monitor results

  • Develop materials for capacity development as needed
  • Lead the development and implementation of ?capacity development programme with relevant internal and external support
  • Ensure activities are implemented according to work plan and in line with budget

3. Identify Opportunities for Knowledge Sharing and South-South Exchange:

  • Identify ongoing capacity development opportunities domestically, regionally, and globally.?
  • Identify conferences, knowledge sharing opportunities with regional organizations, and relevant training programs
  • Coordinate financial and technical assistance to support participation of institutional stakeholders

4. Lead knowledge management efforts

  • Manage the process of identifying and synthesizing of best practices and lessons learned that are directly linked to the implementation of capacity development initiatives and contribute to their global dissemination.
  • Develop knowledge management strategies, products and methodologies on capacity development as needed
  • Develop and review background documents, briefs and presentations related to capacity development
  • Write reports on progress and provide inputs to annual reports, quarterly reports and donor reports
  • Represent UN Women in meetings on capacity development as necessary

  • Capacity development initiatives adhere to UN Women’s Rules, Regulations, policies and procedures, using a results based management approach

  • Regular monitoring of programmes, issues/deviations are raised in a timely manner
  • Timely and quality reporting and regular dissemination and sharing of information, including best practices/ lessons learned

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in Social Sciences, Political Science, Development, Public Administration, Education, Economics, Gender or other relevant field is required.

Experience:

  • At least 5 years of progressively responsible experience in capacity development;
  • At least 2 years of experience in designing and implementing gender related capacity development;
  • Prior experience with national institutions is required.

Language Requirements:

  • Fluency in English and Arabic is required;
