Background

I.Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.  Placing women’s rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

In 2000, the Security Council adopted the ground-breaking resolution 1325 on Women, Peace and Security — the first to link women’s experiences of conflict to the international peace and security agenda. It focused on the disproportionate impact of conflict on women, and called for their engagement in conflict resolution and peacebuilding. The Security Council has passed seven additional resolutions on women, peace and security since the adoption of resolution 1325. Among these, Security Council resolution 2242 (2015) provides one of the most important pronouncements of the linkages between countering terrorism and violent extremism, and women, peace and security. It delivers a roadmap and issues a call to action for ensuring a gender perspective in all efforts, and that an emphasis is placed on prevention.

Building on over fifteen years of experience in the area of women, peace and security (WPS), including conflict prevention and resolution, peacebuilding, security sector reform and access to justice, UN Women Asia Pacific Regional Office has been working to ensure a gender sensitive and gender responsive approach to understanding and preventing violent extremism (PVE). UN Women works at both the country and regional levels on knowledge sharing, research, policy influence, and the empowerment of women and local communities to strengthen social cohesion. UN Women is seeking to further expand these efforts in the area of prevention of violent extremism through empowering women to build resilient communities in the Philippines and Autonomous Region in Muslim Mindanao (ARMM).

Against this background, UN Women is seeking a consultant to support the development of its programmatic approach in the Philippines. Through this consultancy, UN Women Regional Office for Asia and the Pacific seeks to produce a mapping of stakeholders, actors and initiatives in place at both the national level and within the ARMM, in order to prevent violent extremism in the country, with special attention to the extent to which they include women and address issues of gender equality.

Duties and Responsibilities

I.Duties and Responsibilities

Under the supervision and guidance of the Regional Advisor on Governance, Peace and Security, the consultant will undertake the following tasks:

  • A summary of existing trends of violent extremism in the Philippines and ARMM; patterns in terms of population and geography; and links to conflict and transitional justice contexts (desk review);
  • Produce mappings of four (4) issues related to women and PVE:

1)   mapping existing initiatives aiming to prevent violent extremism at both the national and local level in ARMM, including documenting the extent to which gender equality, and women’s and girls’ human rights have been integrated into the existing PVE initiatives;

2) mapping existing initiatives for women’s leadership and economic empowerment in ARMM, including documenting any links to PVE or WPS objectives;

Each of these two mappings should include: identifying organizations involved (in particular international NGOs and national NGOs but also development partners, national government, local government, religious organizations); types of interventions; location and reach (audience) and timelines of interventions; and their institutional profiles (including operational annual budget if available).

             3)   mapping key research publications and focus areas on PVE in the Philippines  

and ARMM, including those related to gender and PVE, documenting leading  

researchers/organisations studying the field; and

       4)   mapping national and local level laws and policies guiding PVE and counter-

              terrorism frameworks in the Philippines and ARMM, noting any references or    

              linkages to gender equality/WPS strategies, and documenting the lead

              Ministries/Government actors involved.

  • For each of these four mappings, produce recommendations on key gaps; strategic priorities and opportunities to strengthen interventions; and recommend potential partners for UN Women.

Competencies

I.Competencies

Essential knowledge and experience:

  • Excellent grasp of substantive gender equality, WPS, conflict, and violent extremism dynamics and frameworks in the Philippines and ARMM.  
  • Experience on supporting gender equality programme development in the Philippines, including in the ARMM. Specific experience working on programmes related to conflict and/or violent extremism is an asset.
  • Excellent writing skills. Experience in writing mappings and reports on issues including gender equality, women, peace and security, and violent extremism to a publishable quality is a distinct advantage.

Required Skills and Experience

VI. Required qualification

  • Master’s degree in conflict, gender issues, economics, public policy, law, international relations or other related field. 
  • Minimum 7 years of relevant experience with a demonstrable ability to undertake research and analytical reviews, support programming, and provide technical expertise in the areas of gender, conflict and violent extremism.
  • Excellent command of Tagalog and English. Other UN languages an asset.
