Background

“Human development is about people, about expanding their choices to live full, creative lives with freedom and dignity. Economic growth, increased trade and investment, technological advance – all are very important, but they are means, not ends. Fundamental to expanding human choices is building human capabilities: the range of things that people can be. The most basic capabilities for human development are living a long and healthy life, being educated, having a decent standard of living and enjoying political and civil freedoms to participate in the life of one’s community.”

For more than a decade, national and regional Human Development Report (HDR) teams have been helping to advance the human development conceptual framework and apply it to the most pressing development challenges of the day. Now published in over 135 countries, these reports, grounded in thorough analytic research, have become dynamic advocacy tools. They are helping to generate lively debates around the policies and actions needed to accelerate human development and achieve the Sustainable Development Goals.

With the recent fluctuations in oil prices leading to the decrease in the Kuwait’s national income, an emphasis on improving the standards of living will need to be addressed. The 2017 Kuwait Human Development Report will be a stepping ground for policy makers to address certain aspects that will lead to development within the country. With education being one of the main pillars of human development, the 2017 report theme will be on education. This theme will give policy makers an insight on education challenges and future outlook as well as policy recommendation for consideration.

Within this this context, the UNDP and the GSSCPD are seeking to recruit a Statistical Analyst to support the development of the Kuwait NHDR by providing statistical analysis. The Statistical Analyst will be under the direct supervision of the UNDP Project Coordinator, GSSCPD, and work closely with the Co-Authors.

Duties and Responsibilities

Summary of key functions:

The objectives of the Statistical Analyst are as follows:

  1. Prepare all statistical data for the NHDR.
  2. Calculate updated Human Development Indicators for Kuwait.
  3. Design Surveys to ensure needed data availability.
  4. Ensure consistency between data reported and analyzed in the various chapters and the overall conclusions

1. Prepare/compile all statistical data on human development indicators in Kuwait

  • Collaborates with the Kuwait Central Statistical Bureau (CSB) on issues of data quality and coverage:
  • Collect and review data relevant to the theme of the NHDR, with due consideration to disaggregation on gender, age and potentially vulnerable groups.
  • Review/ Calculate human development report indicators.
  • Present other available data useful to understand human development trends
  • Conduct a workshop for the NHDR team on how to analyze statistical data.

2. Prepare a statistical annex that includes:

  • A methodological/technical note on the calculation of human development indexes (including challenges and missing or inaccurate data)
  • A presentation of the indexes disaggregated according to age, gender, nationality, governorate & school district, type of school (public/private), level of institution (kindergarten, elementary, secondary, primary, tertiary) and any other relevant category to be requested by the authors.
  • A comparison with previous estimates of human development indexes and an analysis of their trends.
  • A comparison with human development indicators of other countries
  • Present the data through graphs and charts to ensure that it is user friendly and consistent
  • Prepare/extract relevant data from the report for the production of the infographics if needed
  • Liaise with the graphic designer on the presentation of graphs figures and infographics (if needed) to be displayed in the report

3. Design, develop and conduct surveys for collection of data/indicators related to education and Sustainable Development Goal number 4 (SDG4) as well as other related SDGs.

  • Work closely with the authors to assess the available data required for the theme and for calculation of the indices and their disaggregation.
  • Identify trends and dynamics (statistical analysis).
  • Undertake analysis of the survey results

4. To ensure consistency among the data presented in the report by:

  • Review papers and chapters submitted by the various members of the NHDR Team to ensure that data are updated, accurate, and appropriately presented.
  • Prepare tables, charts, statistical boxes, graphs, etc. for the report as requested by the authors.
  • Review the layout of the tables and figures presented in the report
  • During the process of translation of the report into Arabic/English, review the translation to ensure that all statistical data is presented appropriately. 
  • To participate in the launching and other follow up events to answer media and public requests for clarification and additional information about human development indicators and other statistical data

Required Skills and Experience

Education:
  • Bachelor’s degree in Statistics, Analytics or any other related field (Masters’ degree is preferable)

 

Experience:

  • 7 years relevant experience as a Statistical Analyst, with a focus on socio-economic data analysis, composite indices and well-being assessment.
  • Experience on analysis and presentation of complex statistics, Including descriptive statistic and analytical statistics.
  • Experience working with International Organizations and/or working on internationally recognized reports is an asset
  • Experience in Kuwaiti Institutions is an advantage
  • Knowledge of human development issues and data quality is an advantage

Language Requirements:

Excellent oral and written command of English and Arabic languages

Institutional Arrangement

  1. The consultant will work under the supervision of the GSSCPD, UNDP, and the Team Leader with close collaboration with the NHDR Co-Authors.
  2. All reports and findings will be subject to approval by GSSCPD and UNDP. These reports will serve as justifications for the payments.
  3. Attendance of NHDR project meetings is mandatory.
  4. The consultant will be based in GSSCPD, Kuwait. Any travel arrangements during the contract period that are not envisaged under this TOR must be pre-approved by UNDP project team.

Duration of the Work

The expected duration of the work is 4 months and the expected start date of the assignment is January 2018.

Duty Station

The consultant is expected to be in Kuwait for the duration of the assignment and will be based at GSSCPD Office in Kuwait with frequent visits to UNDP Office which will be agreed between him/her and UNDP.

Scope of Price Proposal and Schedule of Payments

The financial proposal submitted shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. The financial proposal will include a breakdown of this lump sum amount (including travel, living allowance, and number of anticipated working days).

Travel: All envisaged travel and other related costs related to join the duty station must be included in the financial proposal. Any other trips outside the scope of work are to be covered from consultant’s expenses.

The selection of candidates will be done in 3 stages:

1st stage: Prior to detailed evaluation, all applications will be thoroughly screened against eligibility criteria (minimum qualification requirements) as set in the TOR to determine whether they are compliant/non-compliant.

3rd stage: Financial evaluation

Cumulative analysis will be used based on the following methodology: All the offers of individual consultants who scored 490 (70% from 700) and more points during the desk review are acceptable for financial evaluation. The lowest financial qualified proposal receives 300 points and all the other technically qualified proposals receive points in inverse proportion per the formula:P=y(µ/z)

The candidate achieving the highest cumulative score for both Technical and Financial evaluations will be recommended by the Evaluation Committee for contracting. The awarding the contract will follow receipt of three reference checks.
