Background
In accordance with the Country Programme Document (2017-2021), UNDP Thailand is supporting the Royal Thai Government to achieve the national sustainability and stability agenda. Under the Sustainability Pillar, focuses will be on assisting the RTG to design and implement policy frameworks a) with incentive (such as tax exemptions and reductions, as well as subsidies) and disincentive structures for private sector investments in SCP, and b) that promote energy efficiency, renewable energy use, and water conservation. Under the Stability Pillar, focuses are on promoting anti-corruption, inclusive engagement, and social cohesion. Underlying these 2 Pillars are the cross-cutting issues of social innovation, gender parities, and south-south exchanges.
In order to move towards this programme direction, communication, advocacy, and knowledge products is key to support UNDP Thailand to develop new and innovative partnership, to advocate for gender mainstreaming, to create opportunities for domestic fund-raising, as well as to showcase development results and lessons-learned to general public, as well as for south-south exchanges.
Duties and Responsibilities
Objectives of The Assignment:
The objective of the assignment is for a consultant on communication and knowledge products to be responsible for developing communication materials, human stories, knowledge management publication, and lessons learned reports.
Scope of work:
The individual contractor will report to UNDP Thailand IGSD Programme Specialist and work closely with project teams as well as the Programme Specialist of the Democratic Governance and Social Advocacy (DGSA) Unit, to complete the following tasks:
- Develop human stories, communication materials, knowledge products, and result report, for “Promoting Energy Efficiency in Commercial Building” (PEECB) Project;
- Provide inputs on communication and advocacy to the events organised under the Promoting Energy Efficiency in Commercial Building” (PEECB) Project;
- Develop brochures, human stories, publications on selected projects/ initiatives under UNDP Thailand
- Work with an international consultant to provide inputs to update UNDP websites and Facebook (during the period of 5 – 16 February 2018);
- Provide advice in relation communications and partnerships for UNDP Thailand

Institutional Arrangement
The consultant will report to the IGSD Programme Specialist, IGSD Unit, UNDP Thailand
Duration of the Assignment
From 5 February – 30 June 2018 with maximum 50 days worked, up to 10 working days per month for 5 months.
Duty Station
Bangkok Based with anticipated travel to the project sites within the country. The travel will be up to 4 days for each trip.
Travels will be authorized by IGSD Unit of UNDP CO as and when required. DSA and other travel costs advanced by IC holder will be reimbursed as per UNDP/IC rules.

Required Skills and Experience
Qualifications:
I. Academic Qualifications:
- Thai national;
- Bachelor’s degree in Mass Communications, Liberal Arts or in relevant field such as environment and natural resources management, development studies, social sciences;
- At least 5 years of experience in the field of communications and journalism;
- Experienced in working on communication related to environmental conservation, climate change and sustainable development in Thailand;
- Experienced in designing communications materials and knowledge products with national or international development agencies;
- Experienced in working with the UN or other international development organisations will be an asset;
- Excellent writing skills (Thai and English);
- Good presentation and facilitation skills.
Price Proposal and Schedule of Payment :
Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if any work is to be done outside the IC´s duty station) and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages:

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources
In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.
Travel costs shall be reimbursed at actual but not exceeding the quotation from UNDP approved travel agent. The provided living allowance will not be exceeding UNDP DSA rates. Repatriation travel cost from home to duty station in Bangkok and return shall not be covered by UNDP.
Criteria for Selection of the Best Offer
Individual consultants will be evaluated based on the following methodology: Cumulative analysis
The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%). and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment.

Only candidates obtaining a minimum of 70% of the total technical points would be considered for the Financial Evaluation.
