Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women Country Office has been implementing it’s 2016-2020 Strategic Note (the Country Programme), focusing on three main areas of women’s empowerment (ending violence against women and girls, promoting international women, peace and security agenda, and promoting women’s economic empowerment), as part of the United Nations Partnership for Sustainable Development Programme (UNPSD), signed between the UNCT and the government of Georgia in 2015. 

Since 2015 UN Women Georgia has been systematically promoting effective engagement of private business in the empowerment of women and implementation of the Agenda 2030. In doing so, UN Women has been using the tool developed by UN Women titled “Women’s Empowerment Principles: Equality Means Business” (WEPs). To support the implementation of the WEPs among private companies, UN Women developed a WEPs training manual (2016) and trained, in partnership with CiDA CSO, 80 representatives of 40 companies and 20 representatives of Government Ministries and CSOs. Five of the companies from diverse sectors developed in 2016 the Action Plans for WEPs implementation and in 2017 reported back publicly on results achieved: some companies supported women in technology and engineering; others created internal compliance mechanisms to combat  discrimination and harassment at work place; some set targets for female representation at management levels; several companies partnered with CSOs and provided trainings, internships or jobs for marginalized groups of women, such as domestic violence survivors. A private sector platform for experience sharing and joint initiatives around gender equality and the WEPs has been established in the UN Global Compact Local Network of businesses, supported by UN Women.

There has been increasing interest in the WEPs from private companies, and CSOs working to economically empower women from marginalized communities are requesting UN Women's support to link them with private companies committed to including more women business enterprises in their value chains and to providing decent jobs and training and educational opportunities for women and girls. Hence, UN Women partnered with the government of Norway and on 1 December 2017 launched a project “A Joint Action for Women’s Economic Empowerment” (December 2017-December 2019), that builds on the results from WEPs implementation achieved so far.

The project has been designed to promote corporate sustainability, women's economic empowerment and Georgia nationalized SDGs. In addition to contributing to Georgia’s nationalized SDGs 4, 5 and 8, the project will directly contribute to the implementation of the 2014-2020 National Strategy for the Protection of Human Rights in Georgia and the development of a Comprehensive Action Plan on Business and Human Rights. The project is also responding to CEDAW Concluding Observations for Georgia (2014) and the Agreed Conclusions of the 61st session of the Commission of the Status of Women (2017), among other important human rights and development frameworks.

The project beneficiaries include: private sector; government; and women, vulnerable and marginalized groups of women, as well as women business enterprises.

Reporting to the Country Programme Manager, the Programme Specialist (P3) exercises overall responsibility for planning, implementing, and managing UN Women interventions under his/her portfolio.  She/he works in close collaboration with the UN Women Country Office programme and operations team and the UN Women ECA Regional Office staff as appropriate and requested, Government officials, civil society organizations, the donor, and other project stakeholders ensuring successful UN Women programme implementation under his/her portfolio.  

Duties and Responsibilities

Design and develop inputs in the Country Programme strategies in the area of women’s economic empowerment:

  • Design and formulate proposals and plans to engage private businesses in women’s economic empowerment, with specific focus on the empowerment of marginalized and vulnerable groups of women;
  • Draft inputs to country strategy documents, briefs, policy dialogue and other documents related to the role of the private sector in promoting gender equality and the empowerment of women.

Manage the implementation of the women’s economic empowerment project “A Joint Action for Women’s Economic Empowerment”:

  • Finalize the annual workplan and budget and manage their implementation;
  • Manage the technical implementation of the project; ensure synergies with other teams, including with the project implementing partners/ responsible parties;
  • Manage the submission of implementing partner/responsible party financial and narrative reports as per donor agreement;
  • Provide guidance to staff and partners on Results Based Management tools and performance indicators;
  • Organize Project Steering Committee, project review and/or evaluation meetings, as needed.

Manage technical assistance and capacity development to project partners:

  • Build and manage relationships with national partners to support implementation and expansion of the women’s economic empowerment portfolio of the Country Programme; respond to any potential challenges and effectively address any problems in close collaboration and consultations with relevant teams/ stakeholders;
  • Identify capacity development needs of project partners and lead the coordination of technical assistance, mentoring, training and capacity development initiatives; seek feedback from the partners and adjust technical support to their needs as necessary.

Manage the monitoring and reporting of the project:

  • Manage the monitoring of the project implementation using results based management tools;
  • Prepare project financial reports in close collaboration with the Country Finance Officer and the Operation Manager;
  • Conduct and oversee field missions and prepare and/or review reports on monitoring missions;
  • Draft news from the project implementation for the UN Women Georgia Country website and social media;
  • Provide inputs to the quarterly and annual UN Women reporting system (RMS), draft donor reports in line with agreed timelines and in high quality as per UN Women and donor reporting guidelines.

Manage the people and financial resources of the project:

  • Manage the programme budget in line with the annual work;
  • Manage project staff, prepare individual work plans, and provide regular feedback and support as needed;
  • Supervise Project Analyst and Project Assistant; Mentor and coach staff and conduct performance assessments;
  • Oversee recruitment processes, as necessary.

Build partnerships and support in developing resource mobilization strategies:

  • Develop and implement partnerships and resource mobilization strategies;
  • Finalize relevant documentation on donors and potential opportunities for resource mobilization;
  • Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing.

Contribute to inter-agency coordination on economic empowerment of women to achieve coherence and alignment of UN Women programmes with other partners in Georgia:

  • Provide technical support to the UN Women Country Representative on inter-agency coordination related activities by attending meetings, events, and participating in groups and committees as needed;
  • Coordinate with other UN agencies, government departments, donors and NGOs to ensure the projects’ capacity development programme is harmonized and aligned with other in-country efforts and UNPSD.

Manage advocacy, knowledge building and communication efforts:

  • Develop and review background documents, briefs and presentations related to the women’s economic empowerment;
  • Represent UN Women in meetings and policy dialogues on issues related to the women’s economic empowerment as necessary;
  • Develop advocacy strategies and oversee their implementation;
  • Identify best practices and lessons learned to guide programme improvement and strategy planning;
  • Develop knowledge management strategies, products and methodologies on private business and women’s economic empowerment.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in economics, management, social sciences, human rights, gender/women's studies, international development, or a related field is required.

Experience:

  • At least 5 years of progressively responsible work experience at the national or international level in design, planning, implementation, monitoring and evaluation of development projects;
  • Technical experience in women’s economic empowerment;
  • Experience coordinating and liaising with government agencies and/or donors is an asset;
  • Experience working in the UN System is an asset;
  • Experience in leading/managing a team is an asset.

Languages:

  • Fluency in English is required;
  • Working knowledge of another official UN language is an asset.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
