Background

The Joint Programme on Rural Women Economic Empowerment (JP RWEE) is a global joint program implemented in seven countries: Ethiopia, Guatemala, Kyrgyzstan, Liberia, Nepal, Niger and Rwanda. The programs seeks to secure rural women’s livelihoods and rights in the context of sustainable development and the post MDGs and has four (4) key components, namely: 1) Improved food and nutrition security; 2) Increased income to secure their livelihoods; 3) Enhanced leadership and participation in rural institutions and in shaping laws, policies and programmes; and 4) gender responsive policy environments for the Economic empowerment of rural women.  In Liberia, the JP RWEE is implemented in six counties: Grand Bassa, Margibi, Maryland, Montserrado. River Gee, and Sinoe.

The Programme was signed in 2014, began operations 2015 and was set to close in end of April 2018. At this point JP RWEE programme continuation is under consideration for funding and an end of programme evaluation was planned at this point.

The JP RWEE National Steering Committee in Liberia is co-chaired by the Minister of Gender, Children and Social Protection (MGCSP) and the UN Resident Coordinator and comprises of Head of Agencies of the UN partners: WFP, FAO, UN Women, and the Minister of Agriculture (MOA) and the Minister of Commerce and Industry (MOCAI). 

The Programme is led by UN Women, with the Ministry of Gender, Children and Social Protection as the lead Ministry responsible for the joint programme coordination and implementation.

Duties and Responsibilities

Responsible for delivering the key evaluation products in consultation with the Team Leader:

  • Participate in preparatory phase of the evaluation, desk review and design, submission and presentation of the Inception Report (outlining the design, methodology, sources of information, list of people to interview, required resources and indicative work plan of the evaluation team with the annexed work plan);
  • Conduct desk review of the programme documents, annual reports, and donor reports, mission and monitoring reports and knowledge products and policy briefs
  • Design and adjust data collection tools, collect and analyse data from different stakeholders and from the field including the online surveys and questionnaires as applicable;
  • Present preliminary results of the evaluation to stakeholders prior to drafting the evaluation report;
  • Participate in the design of the first draft of the evaluation report and compilation and submission of the Final Evaluation Report.  
  • Other duties in relation to the evaluation as required.

Required Skills and Experience

Education:

  • Academic Degree in social sciences, demography, law, management or other relevant field of studies. Relevant experience could be recognized in luau of the academic degree

Experience:

  • Proven working experience of at least 5 years of conducting gender-responsive evaluation of development programmes and applying qualitative and quantitative evaluation methods;
  • Experience in designing evaluations and coordinating/leading evaluation teams;
  • Experience in gender analysis and human-rights based approaches
  • Technical competence in the thematic areas to be evaluated;
  • Excellent communication skills including ability to communicate with different stakeholders such as the country partners, senior management team as well as the  Steering Committee members; knowledge of local language is desirable;
  • Country experience in Liberia desirable
