Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Regional Office for West and Central Africa developed its Strategic Note as a means to operationalize the All Africa Strategy based on the specificities and priorities for the Region. In order to fulfil its role as interface between headquarters and country offices, the Regional Office will act as a Regional Hub for the provision of high-end policy advisory services, technical support, management oversight to the country offices, as well as be a Centre of Knowledge for the region.

UN-Women WCARO’s Strategic Note (SN) 2018-21 was approved by the Program Director of UN Women in December 2017. The WCARO SN is a forward-looking programmatic document that translates the UN-Women Strategic Plan 2018-2021 to the regional level and adapts it to the country/ regional context and priorities. Key priorities identified in the region are :  i) Women's Economic Empowerment.  ii) Peace, Security and Humanitarian Action.  iii) Political participation, leadership and gender-sensitive governance; and iv) Ending Gender based violence.

The Regional Office’s core functions to achieve results on GEWE are:

  • Core function I: Oversight and quality assurance processes to enhance the country programme’s effectiveness.
  • Core function II: Policy advice and technical support for the successful implementation of the Africa Strategy in WCA.
  • Core function III: build a Knowledge Management System based on accurate data and Gender-Responsive Research and Evaluation.

Under the supervision of the Deputy Regional Director, the Reporting and Partnerships Specialist will provide technical support for internal and external reporting, participate in the development and management of UN Women’s strategic partnerships and relationships with donors, from proposal drafting for resource mobilization to donors reporting final stage, as well as enhance resource mobilization capacity with research and donor intelligence in the Regional Office (RO) and the region’s Country Offices (CO) and Multi-Country Office (MCO). 

Duties and Responsibilities

Provide technical guidance to the Country Office/ Program Presence in and oversee monitoring and tracking of results against country/ regional level targets and UN Women Strategic Plan:

  • Ensure data collection and analysis from field visits are coordinated and standardized across programmes;
  • Monitor data from COs/PPs on a quarterly basis and draft regular management briefs to inform decision making;
  • Lead the review of financial reports based on contractual obligation;
  • Monitor the spending of donor funds and other programme expenditures and disbursements.

Oversee reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences:

  • Coordinate and provide technical guidance to the country office in meeting internal and external reporting requirements and deadlines, including annual reporting process;
  • Review and ensure quality assurance to donor and programme reports;
  • Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting;
  • Ensure the availability (including collecting and maintaining) of data for country, regional and global corporate reports, mid-term reviews, and final evaluations.

Support the implementation of, regional resource mobilization strategies and initiatives:

  • Support the development and implementation of differentiated, donor fund-raising strategies, aligned and coordinated with country-level activities initiatives and outreach activities;
  • Gather information on project/programmes pipelines and corresponding resource needs through close collaboration with country-based counterparts;
  • Provide technical support to the development of project proposals in line with the UN Women’s strategy and the interest of donors;
  • Undertake ad-hoc donor studies, research, and other activities to identify funding opportunities; update the resources mobilization strategy as needs emerge.

Build trust and maintain effective relationships with donors:

  • Provide technical support to the Regional Director and other senior managers in the preparation of missions, meetings and other consultations with donors, including the preparation of notes, briefs and other materials;
  • Act as a direct entry point for donors, building institutional relationships;
  • Provide regular updates on donor profiles, databases (e.g. contacts management) and donor intelligence;
  • Identify opportunities to secure additional non-core resources;
  • Provide technical support the drafting and review of partner-specific Framework Arrangements and Cost Sharing Agreements; and the preparation of brief funding proposals and concept notes, where appropriate.

Participate in knowledge building and sharing and advocacy efforts:

  • Identify and disseminate good practices, lessons and knowledge; as identified through programme implementation, monitoring and evaluation activities;
  • Develop capacity development tools, including training materials and packages;
  • Share knowledge and enhance organizational learning among UN Women regional and field offices through the development and use of on-line tools, templates, tips, mechanisms and guidelines;
  • Monitor emerging issues that could affect partnerships and resource contributions at the national or regional levels (risk management).

  • Quality monitoring and reporting mechanism to ensure quality of data and limit redundancy in efforts;

Functional Competencies:

Required Skills and Experience

Education:

  • Master’s degree or equivalent in economics, business management, social sciences, public administration, international relations, communications, women's studies, or a related field is required.

Experience:

  • At least 5 years of progressively responsible experience in Monitoring, Reporting, resource mobilization, and/or business development;
  • Experience in gender equality and women's empowerment;
  • Experience working with civil society organizations, international institutions and donors;
  • Experience working in the UN system is an asset.

Languages:

  • Fluency in French and English is required;
  • Knowledge of the other UN official working language is an asset.
