Background

UNDP partners with the Global Fund to support and strengthen national responses to HIV, Tuberculosis and malaria. The objective is to ensure access to quality health services for all and enable all those living or affected by the diseases to live healthy, productive lives. The partnership leverages UNDP’s mandate to strengthened institutions to deliver universal access to basic services and rebuilding resilient health services in crisis and post-crisis settings.

 UNDP supports the implementation of Global Fund programmes on an interim basis in countries facing significant capacity constraints, complex emergencies, donor sanctions, or other difficult circumstances;

Develops national capacity and strengthens national systems to gradually reduce the need for UNDP implementation support and to transfer the role of Principal Recipient to national entities when circumstances permit;

And transforms national responses to the 3 diseases by providing policy and technical support in areas of UNDP expertise and mandate, such as human rights and gender equality, sustainable financing and environmental sustainability, and reaching key populations at higher risk

In South Sudan, UNDP has been the Principal Recipient (PR) of the Global Fund grants on behalf of the Government of South Sudan since 2004. Since then, working in partnership the Ministry of Health, UNDP has been managing the Global Fund HIV, TB and Health Systems Strengthening grants in South Sudan. The grants are aimed at providing TB and HIV services and strengthening the country’s overall health system.

The procurement of health products represents a major portion of expenditure of the Global Fund Programme. The National Consultant for Supply Chain Management will play an important part in managing the Riverside Pharmaceutical Warehouse and the supply chain management function of pharmaceutical and health products under the Global Fund grants managed by UNDP.

One of the key activities under the South Sudan grants is to strengthen the national pharmaceutical procurement and supply chain management system to ensure the safe and effective use of medicine for improved health standards. A review of the pharmaceutical sector revealed serious capacity gaps in medicine procurement, storage, distribution and utilization in South Sudan. In view of the projected scale up of health services by the government of South Sudan, these gaps pose a major risk to the HIV and TB Programme outcomes without sufficient procurement and supply chain management capacity within the Programme Management Unit. To address some of the gaps, the PMU intends to recruit a National Consultant for Supply Chain Management to manage the UNDP supply chain system, develop and monitor the distribution plan and ensure timely and effective procurement of goods and services, supply and management of pharmaceuticals and health products to all distribution points;

Purpose of the Assignment:

The purpose of the assignment is to manage the Riverside Pharmaceutical Warehouse and the supply chain management function of pharmaceutical and health products under the Global Fund grants managed by UNDP on an interim basis. The National Consultant for Supply Chain Management will manage the UNDP supply chain system, develop and monitor the receipt, inventory management and distribution according to the distribution plan, supply and management of pharmaceuticals and health products to all distribution points;

The assignment will be conducted with the following specific objectives: Ensures efficient management of supply chain management processes including the management of the Riverside Warehouse for the Global Fund project;

Duties and Responsibilities

The Consultant will:

  • Be responsible for all aspects and the overall management of the Riverside Warehouse and the stocks of pharmaceutical and health products, including storage, stock management and distribution of commodities;
  • Have the overall responsibility for quality assurance and management of the stored products;
  • Be responsible for managing the integration of stocks from PSI, PEPFAR and other partners into the warehouse  
  • Provide leadership and supervision of the Supply Chain Management team at the Riverside Warehouse, and develop work plans and priorities, monitor achievements and evaluate performance of staff, including providing capacity building support to the warehouse staff;
  • Oversee the existing pharmaceutical and health products supply and distribution systems and LMIS software and recommend improvements to these systems;
  • Oversee the use of  the LMIS system for ordering, delivery, receipt, stock level and inventory control including expiry tracking at all levels and for the Global Fund programme
  • Identify, analyze, and recommend feasible options to strengthen the health supply chain and logistics management information systems for medicines and health commodities (i.e. based on the South Sudan country context, identify pharmaceuticals and health products that are suitable for distribution through the push system versus those that should be distributed through the pull system;
  • • Ensure timely processing of orders from health facilities and partners in line with FEFO/FIFO; and provide proper feedback where commodities cannot be supplied as requested; 
  • Ensure that products are distributed in a timely manner, as per requests and distribution plans;
  • Provide monthly stock status reports to programs and for insurance purposes, and on an as-needed basis 
  • Provide a bi-weekly or monthly analysis of pharmaceutical and health products in the warehouse, pipeline, and at facilities to provide a full picture of commodities and minimize stock-outs and overstocks;
  • Ensure timely processing of receipts of supplies and submission of invoices for payment 
  • Provide the list of pharmaceuticals and health products not being ordered by facilities so that the programme team to visit health facilities determine the reasons for not ordering the products;
  • Perform any other duties as assigned by the Global Fund Coordination Advisor and Management Team;

Deliverables:

  • Suggest replacing 2 and 3 below with “Submit a monthly report for submission of a monthly work plan for the management of the Riverside Warehouse for pharmaceutical and health products;
  • Submission of a monthly work plan for managing the integration of PSI, PEPFAR and other partners into the warehouse;  
  • Development of work plans and priorities for the Supply Chain Management Team at the Riverside Warehouse 
  • Submit monthly reports, including storage, stock management and distribution of commodities (goods received, status of payment of goods received, facilities orders received, facility orders processed, lead times for processing orders, challenges, etc;
  •  Based on the South Sudan country context, identify pharmaceuticals and health products that should be distributed through the push system (test kits, lab reagents and consumables, etc.) versus those that should be distributed through the pull system. In consultation with ICAP and the NPHL/NBTS, develop distribution plans for products to be distributed through the push system and ensure distribution of these products as soon as they have been received at the Warehouse;
  • Provide a monthly analysis of pharmaceutical and health products in the warehouse, pipeline, and at facilities to provide a full picture of commodities and minimize stock-outs, overstocks, and expiries, including Identifying the products that are not moving from the warehouse due to lack of orders from facilities;
  • Provide the list of pharmaceuticals and health products not being ordered by facilities so that the programme team can visit health facilities and determine the reasons for not ordering the products
  • Produce a final report on the overall achievements, challenges and recommendations for improvements to pharmaceuticals and health products supply and distribution systems and LMIS software;

Required Skills and Experience

Education:

  • A Bachelor’s degree in in Supply Chain management, Pharmacy, Public health; or other health related field with 5 years of experience in Supply Chain Management / Management of Medical Stores or Pharmacy; 

Experience:

  • At least 5 years of progressive work experience in supply chain management, and logistics management information system;
  • Demonstrated ability to write sound technical reports;
  • Proficiency in common computer applications; Word, Excel; etc; and experience with an LMIS software

Language:

  • English and Desirable Arabic language.

Institutional arrangements:

Global Fund Coordination Advisor, who will review progress and will certify delivery of outputs.
