Background

In the 2017 work plan, the UN Country Team was tasked to update the Disaster Preparedness and Response Plan (DPRP) based on recent in-country learning and regional good practices on contingency planning. With substantial technical and logistical support from the Coordination of Humanitarian Affairs (OCHA), Regional Office for Asia-Pacific (ROAP), UN agencies, together with humanitarian partners, have drafted two key documents that will help strengthen capacities and systems for preparedness, response, recovery and coordination with the Government of Viet Nam and other humanitarian actors moving forward, including (i) a Contingency Plan for a sudden-onset scenario, and (ii) an Early Action and Preparedness Plan for slow-onset scenario. 

 

Duties and Responsibilities

UNDP Vietnam seeks 01 Consultant for Disaster Risk Management (06 months)

 

As a member of the Resident Coordinator Office (RCO), the consultant is expected to support the UN Resident Coordinator (UNRC) and the UN Country Team (UNCT) in the areas of Disaster Risk Management and Disaster Response Coordination, and support the work of the inter-agency UN Disaster Response Management Team (DRMT).

The consultant is expected to make contributions to the implementation of the One Strategic Plan 2017-2021, advancing the UN’s Delivering as One (DaO) agenda, enhancing synergies and impacts of UN support in the areas of disaster preparedness and response coordination. The consultant will work in partnership with all associated UN agencies to support such efforts.

The selection will be on a competitive basis and will comply with UNDP procurement regulations.

Required Skills and Experience

The consultant should have the following qualifications:   

  • Masters in international relations, sustainable development, disaster management, environmental studies, or related field;
  • At least four to six years of experience in project development, and monitoring and evaluation.
  • Working knowledge of the international humanitarian system of the United Nations, including experience with associated UN agencies.
  • Good knowledge and understanding of disaster management in Viet Nam, including the overall national humanitarian architecture.
  • Good communication and interpersonal skills, and the ability to work effectively in an international environment.
  • Good organizational and analytical skills, initiative and sound judgment; and the ability to work with minimum supervision.
  • Good computer skills.
  • Fluency in written and spoken English.
