Background

UNDP is a key partner to the Global Fund (GF) and when necessary serves as Principal Recipient (PR) in various countries. As such, UNDP currently acts as PR in 26 countries. In 2017, Angola’s Country Coordinating Mechanism (CCM) designated UNDP for the role of PR for the new HIV grant (2018-2021). Such role is exercised by UNDP in support to the Ministry of Health via the Instituto Nacional de luta contra sida (INLS). It is also exercised in coordination with other UN agencies and bilateral aid agencies.

The 2018-2021 HIV Grant aims to support the national response to HIV led by the INLS. The Grant Performance targets include ensuring that Angola’s HIV prevalence rate remains at less than 3% by 2021; and reducing the morbidity and mortality of People living with HIV (PLHIV) by providing access to treatment to 122 193 PLHIV, who represent 38% of PLHIV in the country.

As PR, UNDP accounts for the achievement of the Grant Performance Framework targets. To help attain targets, UNDP contracts implementing partners, called “Sub-Recipients” (SR), which include the INLS, international and national NGOs. As PR, UNDP is also responsible for effective grant implementation, which involves programmatic and financial management; management of Sub-Recipients; and procurement and quality assurance of health products. The implementation of the INLS Capacity-Building Plan, which includes strengthening its monitoring and evaluation systems, will also be pursued during the grant implementation period.

To help UNDP and INLS deliver on the Grant workplan as well as on the INLS Capacity-Building Plan, UNDP is recruiting four (4) Regional Monitoring & Evaluation Supervisors who will be based respectively in the following regions:

  • Region 1: Malange, Moxico, Lunda Sul and Lunda Norte;
  • Region 2: Benguela, Huambo, Bié and Kwanza Sul;
  • Region 3: Huila, Namibe, Cuando Cubango, Cunene;
  • Region 4: Cabinda, Kwanza Norte, Zaire and Uíge.

Rationale

The Global Fund grant supports the national priorities for the AIDS response led by the INLS. These include HIV prevention efforts aimed at adolescent girls and young women and key populations; reducing and eliminating mother-to-child transmission of HIV; increasing antiretroviral treatment coverage and retention, including for TB/HIV co-infection.

In order to achieve the national and Grant targets in these areas, HIV prevention, treatment, care and support services have to be improved significantly. To that end, institutional capacity in the public health system, especially in the monitoring and evaluation of health information and in epidemiological surveillance, must be developed.

To support INLS in improving HIV service delivery, manage HIV-related information, and monitor the HIV epidemic, UNDP is recruiting four (4) Regional Monitoring & Evaluation Supervisors who will be based in the four (4) Regions mentioned above.

Objective of the assignment

The overall objective of the Regional Monitoring & Evaluation Supervisor position is to help strengthen the information management capacity of the National HIV/aids Programme with a view to controlling the HIV epidemic.

Specific objectives include:

  • Support the National HIV/aids Programme in data collection, quality assurance and reporting;
  • Help improve the delivery of HIV treatment, care and support services in health facilities;
  • Contribute to INLS and UNDP capacity development efforts in the area of monitoring and evaluation.

Duties and Responsibilities

Under the overall supervision of the INLS Director General and the UNDP Senior M&E Specialist, and in coordination with the INLS Capacity Development Specialist, the Regional Monitoring & Evaluation Supervisor will be responsible for the following:

Specific objective 1: Support the National HIV/aids Programme in data collection, quality assurance and reporting

  • Support INLS in the dissemination of the new instruments for data collection to health facilities providing HIV services i.e. testing and counselling, treatment, prevention of mother-to-child transmission, treatment, management of HIV/TB co-infection.
  • Support the dissemination of INLS guidelines and methodologies related to the use of the new data collection instruments; monitor, document and report compliance issues
  •  In conjunction with INLS staff and Provincial Focal Points and other relevant partners, carry out monthly routine visits to health facilities aimed at ensuring data quality
  • Ensure adequate follow-up to the recommendations made by the INLS during visits to health facilities
  •  Support the Provincial Health Directorate in organising and archiving the supporting documents related to the National AIDS Programme i.e. cards, patient files, reports, assessment reports and other
  • Support Provincial Focal Points and Provincial Health Directorates in compiling quarterly reports; ensure timeliness and completeness of data submitted to the INLS
  • Produce analytical and diagnostic reports related to the implementation of the National AIDS Programme in the regions
  •  Contribute to the production of HIV programme data required by UNDP and the Global Fund; support monitoring and evaluation visits carried by UNDP and/or the Global Fund

Specific objective 2: Help improve the delivery of HIV treatment, care and support services in health facilities

  • Support the dissemination of INLS -issued treatment protocols and norms at regional level; monitor, document and report compliance issues
  • Support Provincial Health Directorates and INLS in the procurement and supply management of HIV products i.e. rapid tests, antiretroviral drugs and reagents for viral load measurement
  •  Monitor stocks of HIV health products at health facility, municipal and provincial levels; notify risks of stock-outs
  •  Monitor the reception, distribution, and use of HIV health products -– at health facility, municipal and provincial levels; help enforce good warehousing practices

Specific objective 3:  Contribute to INLS and UNDP capacity development efforts in the area of monitoring and evaluation

  • Provide technical assistance for the delivery of training in Monitoring and Evaluation to Health Professionals or civil society organisations involved in the implementation of the UNDP/Global Fund Project (NGO Sub-Recipients)
  • Support NGO Sub-Recipients in developing effective linkages with health facilities and Provincial Health Directorates.

Expected Deliverables:

  • The INLS new data collection instruments are disseminated
  •  INLS guidelines, norms and protocols on treatment and data collection are disseminated
  • Reports from Provincial Health Directorates are complete and submitted on time
  •  Stocks of HIV health products at health facility, municipal and provincial levels are adequately monitored and reported on
  •  Training in monitoring & evaluation is delivered to health facilities
  • UNDP NGO Sub-Recipients receive assistance in monitoring & evaluation and in engaging with health facilities
  •  UNDP and Global Fund requests for programme data are responded to in a timely and adequate manner

Reporting:

The Regional Monitoring & Evaluation Supervisor shall report to the INLS Director General and the UNDP Senior Monitoring & Evaluation Specialist (dual reporting line).

Travel:

Travel outside Luanda is expected for this assignment.

Safety and security:

Consultants are required to comply with the UN security directives as outlined at https://trip.dss.un.org. Individual Consultants are also responsible for ensuring that they have the necessary vaccinations/inoculations when travelling to certain countries and regions, as designated by the UN Medical Director.

Payment:

Payments will be made on quarterly basis based on the Certificate of Payment, monthly reports and timesheets that will be submitted to UNDP at the end of each quarter. Payment will be processed upon performance evaluation by the UNDP Senior Monitoring & Evaluation Specialist, in consultation with the INLS Director General and the INLS Capacity Development Specialist.
