Background

UNDP Istanbul Regional Hub (IRH) is UNDP’s main knowledge and advisory hub for the countries serviced by UNDP’s Regional Bureau for Europe and CIS (RBEC). Through its regional programme, the IRH provides advisory support and knowledge management services to UNDP Country Offices in Europe and Central Asia.

UNDP’s Strategic Plan (2018-2021) prioritizes governance and peacebuilding as the key to strengthening the social contract between the people and the state in realizing resilient and sustainable development. Sustainable Development Goal 16 frames the promotion of peaceful and inclusive societies for sustainable development, provision of access to justice for all, and the building of effective, accountable, and inclusive institutions at all levels as a priority for the 2030 development agenda. To contribute to this overall goal, the Governance and Peacebuilding Cluster in UNDP IRH works regionally and at country level on, among other things, strengthening human rights and the rule of law, supporting conflict prevention and preventing violent extremism.  

The “Strengthening Human Rights-Based Approaches in Preventing Violent Extremism” project aims to strengthen the linkages and interplay between PVE and respect and protection of human rights. With multiple gaps observed and with evidence emphasizing a negative dynamic between efforts to address terrorism and violent extremism and human rights contexts globally, this project aims to identify gaps and capacity needs convening stakeholders as a first step in promoting and strengthening Human Rights-Based Approaches (HRBA) in Preventing Violent Extremism (PVE). An experts meeting in Istanbul is planned to this end to take place in early 2019, convening a community of experts and potential partner organizations from different regions to: take stock of overall linkages between PVE and respect of rule of law and human rights in different contexts; identify the extent to which UN approaches to PVE are guided by human rights diagnosis, risk analysis, monitoring and follow-up; reflect on how PVE programming can respond more effectively to rule of law and human rights; identify research questions and data collection methodologies to measure the nexus; identify capacity needs of state actors in ensuring human rights-based approaches to PVE; and jointly with stakeholders define next steps in promoting human rights-based approaches and rule of law assistance to PVE.  

With the above in mind, UNDP IRH is looking for a Consultant to support the GPB team to deliver technical support on Human Rights-Based Approaches in PVE.

Duties and Responsibilities

The assignment is home-based. An engaged international consultant within the Terms of Reference will have the following specific area of responsibility:

  • Develop a literature review by analyzing existing academic, programmatic and policy research on human rights-based approaches and rule of law in PVE nexus. The literature review will inform a background paper and include findings and recommendations for improving the knowledge of the nexus as well as guide the programmatic framework going forward. Additionally, the background paper will serve as a background document to an experts’ meeting planned for 2019. 

Deliverables and Timeframe
The International Consultant will work under the direct supervision of the UNDP Istanbul Regional Hub Human Rights and Rule of Law Specialist and the Conflict Prevention and Peacebuilding Programme Specialist.
Deliverables and estimated timeline:

Deliverable 1 (40%) by 1 December 2018:

  • Literature review (approximately 10 pages) of existing academic, programmatic and policy research on human rights-based approaches and rule of law in PVE nexus. 

Deliverable 2 (60%) by 31 December 2018:

  • Background paper (approximately 25 pages) analyzing the nexus between PVE in HRBA and rule of law, typology of priorities linking the discourses, as well as lessons from the CT and CVE sphere
  • Finalize background paper based on feedback and input from UNDP IRH.

The Consultant will report about the progress of activities to the Programme Specialists in a brief written progress report.

Required Skills and Experience

Education:

  • Master’s degree in social sciences, political sciences, law, international development, international relations, economics or other related fields.

Experience:

  • At least seven years’ professional experience in research and analysis of issues related to the protection of human rights and rule of law is required;
  • At least one year’s experience in research on preventing violent extremism (PVE), radicalization and countering terrorism is required;
  • Experience in the nexus of human rights and PVE or in the Human Rights-Based Approaches is an asset;
  • Experience in designing and producing knowledge products in different formats is required;
  • Experience with the UN or international organizations is an asset.

Language skills:

  • Excellent oral and written proficiency in English is required.

Evaluation of Applicants 

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal. The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: responsive/compliant/acceptable, and having received the highest score out of a pre-determined set of weighted technical (P11 desk reviews) and financial criteria specific to the solicitation.  

Only candidates who receive min 70% of points in desk review (Criteria A-D) will be considered for written samples evaluation. Only candidates who receive min 70% of points in technical evaluation (Criteria A-F) will be considered for the financial evaluation. 

Technical Criteria - 70% of total evaluation – max. 35 points: 

  • Criteria A – (desk review) At least seven years’ professional experience in research and analysis of issues related to the protection of human rights and respect to rule of law – max. 10 points;
  • Criteria B – (desk review) At least one year’s experience in research on measures aimed at preventing violent extremism (PVE), radicalization and countering terrorism – max. 8 points; 
  • Criteria C – (desk review) Experience in the nexus of human rights and PVE or in the Human Rights-Based Approaches is an asset – max. 5 points;
  • Criteria D – (desk review) Experience with the UN or international organizations – max. 2 points; 
  • Criteria E – (written samples) – Experience in designing and producing knowledge products in different formats – max. 5 points;  
  • Criteria F – (written samples) – language skills – max. 5 points;  

Financial Criteria - 30% of total evaluation – max. 15 points.
