7) Evaluation Process and Criteria

Individual consultants will be evaluated based on the following methodology:

Preliminary Evaluation - Step I: Screening;

Technical Evaluation Weight - 70% = Step II: Shortlisting (100 points) and Step III: Desk Review; Financial Evaluation Weight - 30% = Step IV.

Scoring evaluation – Step V: Selection

Step I: Screening:

Applications will be screened and only applicants meeting the following minimum criteria (listed under education and experience) will progress to the pool for shortlisting.

Step II: Shortlisting by Desk Review:

UNCDF will conduct a desk review to produce a shortlist of candidates and technically evaluate them.

As applicable, only the first top 3 ranked applicants achieving 70% of the points at this stage shall be considered for a desk review.

Step III: Desk Review Technical Evaluation:

The top 3 shortlisted candidates will be considered by the evaluation panel.

The technical qualification of the individual is evaluated based on the following technical qualification evaluation criteria:

Myanmar National with a postgraduate degree in a relevant social science (or relevant sufficient work experience in lieu of educational requirement). (15 points)

At least 7 years of professional working experience in development projects’ coordination/ management with UN system organizations and/or NGOs (20 points)

At least 3 years of professional experience in the field of human trafficking/ migration/exploitation; understanding of current national anti-human trafficking mechanisms is an asset (10 points)

Literacy in Window-based computer applications (5 points)

Experience in budget management is an advantage (10 points)

Knowledge of gender and human-rights issues an advantage (5 points)

Excellent command of written and spoken English and national language (5 points)

Step IV: Financial Proposal Evaluation:

The following formula will be used to evaluate financial proposal: Lowest Financial proposal/price of the proposal being evaluated X 30%. Lowest Financial Proposal refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.

Step V: Selection

The contract shall be awarded to the best applicant whose offer have been evaluated and determined as: responsive/compliant/acceptable and having received the highest combined weight technical proposal 70% + financial 30%= 100%.

The consultant will report directly to UN-ACT Regional Project Manager

If the assignment requires full time presence on UNDP premises, a sound justification on why a full time presence is required.

The consultant will be working on day-to-day basis with UN-ACT colleagues and counterparts, and therefore needs to be based at UNDP premises.

10) PAYMENT TERMS

Payment shall be based on daily rate of USD 138 per day paid in MMK currency and the rate of exchange shall be the United Nations Operational Rate of Exchange on the contracting date, all-inclusive 1. Payment will be made on the submission of timesheet to the National Project Coordinator for review and approval.

  The term “All inclusive” implies that all costs (professional fees, travel costs, living allowances, communications, consumables,  etc.) that could possibly be incurred by the Contractor are already factored into the daily rate

Interested individual Consultant must submit the following documents/information to demonstrate their qualifications:

Cover letter: Explaining why the consultant the most suitable for the work; Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;

Personal CV or P11, indicating the past experience relevant to the assignment, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;

Brief description of why the individual considers him/herself as the most suitable for the assignment, and a methodology, if applicable, on how he/she will approach and complete the assignment.

** Consultant/Contractor whose assignment require travel and who are over 62 years of age are required, at their own expense, to undergo a full medical examination, including x-rays after they are selected.

Procurement Unit will respond in writing or by standard electronic mail and will send written copies of the response, including an explanation of the query without identifying the source of inquiry, to all consultants.

1) GENERAL BACKGROUND

The United Nations Action for Cooperation against Trafficking in Persons (UN-ACT) is a regional, UNDP-managed project on human trafficking in Southeast Asia, supporting a more coordinated response to trafficking in persons and prioritizing capacity building amongst key stakeholders.  UN-ACT is Secretariat to the sub-regional inter-governmental Co-ordinated Mekong Ministerial Initiative against Trafficking in Persons (COMMIT) Process, supporting the six governments of the Mekong Sub-region in collaboration against trafficking in persons.

The National Project Coordinator (NPC) for the UN Action for Cooperation against Trafficking in Persons (UN-ACT) will report to the Regional Project Manager (RPM) at the Regional Management Office (RMO) located in Bangkok. The NPC for Myanmar will support the government and other stakeholders in implementing and coordinating counter-trafficking initiatives within Myanmar, and with other partners in the region.

4) DURATION OF ASSIGNMENT, DUTY STATION AND EXPECTED PLACES OF TRAVEL

Duration of Assignment:  100 days, from 1 April 2019 to 31 July 2019

Duty Station and Expected Place of Travel: Yangon, Myanmar, with some travel to Naypyidaw

5) FINAL PRODUCTS

The consultant will be required to submit timesheets documenting days worked. The tasks will be overseen by the UN-ACT Regional Project Manager from the Regional Management Office.
