Background

In 2013, the Government of Eswatini adopted the implementation of the e-Government transformation to improve public service delivery leveraging on the use of Information and Communication Technologies.  An e-Government Strategy which span from 2013 to 2017 was developed, approved and Implemented and some core areas of the e-Government Strategy have been implemented to date, However, there are still key priority actions contained in the referenced Strategy that needs to be pursued.  The e-Government programme is anchored on the key national policies, which is the National Development Strategy (NDS), National Information and Communication Infrastructure (NICI) and the recently developed Strategy for Sustainable development and inclusive growth: the reviewed NDS.  The Eswatini Government has found it appropriate to revise the Strategy following that its life span has elapsed and with the emerging issues in the ICT sector and socio economic landscape of the country.

The objective of the assignment is to develop a 5 years e-Government Strategy including the development of an e-Government Policy for Eswatini.

Duties and Responsibilities

  • To undertake a literature review of the existing foundational reports that supports the formulation of the e-Government Strategy and identify the priority actions for the implementation of the e-Government programme in the next coming five years.
  • Review the adequacy of the key legislation and Bills supporting e-Government and make recommendations if required.
  • To align the new e-Government Strategy with the existing Operational Framework 2014/2019 including the incorporation of areas that have not implemented from the current Strategy in order to have a unified and comprehensive e-Government Strategy.
  • To incorporate the e services catalogue in the new e-Government Strategy.
  • To develop a concise e-Government policy which will define among other issues, the roles of the key e-Government implementing agents, the implementation mechanisms inter alia, funding, methodology, organisational structures especially, the institutional structure of the e-Government transformation national machinery and monitoring and evaluation instruments to gauge implementation rate.
  •  To develop a 5 year Action Plan for the e-Government Strategy and determine prioritisation and phasing approach.
  • To recommend immediate and short term gains and credibility successes.
  • To determine service delivery transformation and process reengineering strategy and initiatives.
  • To review the ICT governance aspects and e/m Government framework as contained in the current e-Government Strategy
  • To evaluate the state of the Government portal www.gov.sz for the delivery of e services and make recommendations.
  • Carryout consultations and strategy review workshops including a validation workshop with key stakeholders
  • To further advise the Government of Eswatini on the transformation agenda of the citizens to an information society and knowledge economy by the year 2022.  

The Consultant will report to the Executive Secretary e-Government on a day to day basis on technical matters and the Secretary to Cabinet and the Head of Public Service on policy direction issues during the course of the assignment.

Required Skills and Experience

Education:

  • Must have a Masters Degree in Business Management/Process Systems Management/Economics or any other related field.

Experience:

  • The consultancy/Service Provider should have vast knowledge on e-Government Strategy development and ICT policy, e/m frameworks and knowledge on cyber related legislations especially privacy, protection of data, electronic commerce and transaction law ill be an added advantage.
  • Must have strong analytical skills and must have worked on similar initiatives/ projects.
  • A minimum of 10 years’ experience in a sector relevant to the assignment.
  • At least 6 years of progressive experience in managing functions and departments, one or more years of direct management of a major IT operation is preferred.
  • Experience in providing IT planning support to achieve strategic business goals.
  • Practical experience of Business principles and techniques of administration, organisation, and management to include an in-depth understanding of the key business issues that exist in the public service.
  • Experience advising and coaching on Change Management.

Language:

  • Excellent written and spoken English.
  • Exceptional communication skills - both written and verbal.
