Background

In September 2015, world leaders adopted the 2030 Agenda for Sustainable Development – a universal, integrated and transformative vision for a better world. Focusing on an integrated approach to achieve social development, economic growth and environmental protection, the Agenda 2030 aims at eradicating poverty and reducing inequalities.

The Government of India is committed to attaining the Sustainable Development Goals (SDGs) and leaving no one behind. Within the Government of India, NITI Aayog has been entrusted with the role to co-ordinate the roll out and implementation of 2030 Agenda for Sustainable Development.

UNDP has initiated active support to a number of state governments in mainstreaming SDG’s within their schemes and programmes as a part of an overall support to SDG roll out for visioning and planning.

Government of Nagaland has already started the process of integrating the SDGs into the planning and development process of the state. Services of the consultant is required to lead the State Government’s priorities, UNDP’s interventions in SDG visioning and roll-out at the state level.  The consultant is also expected to develop programmes and their implementation strategies to promote state priorities linked to SDGs.

Duties and Responsibilities

1.  Provides support and inputs to strategic planning in line with the priorities and development objectives of Government of Nagaland in support of the SDGs through:

  • Assist in finalizing the SDG Vision Document of Government of Nagaland;
  • Coordinating with departments for strengthening and designing their Strategy Paper and Action Plans (SPAPs) for finalizing their actions, strategies and identify innovations, with timelines and baseline data for selected state level/ department/ programmatic indicators;
  • Develop a monitoring platform for analyzing the progress on SDGs in the state;
  • Strengthening the capacities for planning and implementation at state and district level, to deliver on key development priorities and objectives;
  • Develop and implement customized training manuals and tools for localizing SDGs;
  • Linking key priorities of the state governments to the SDGs and assisting government in the policy reorientation process;
  • Designing strategies for implementation of SDGs in Nagaland aligned with the ongoing projects/programmes of Government of Nagaland;
  • Identifying opportunities for high value addition/high impact projects, testing of innovative development solutions, and scaling up successful initiatives at the state, district level and grassroots;
  • Development and design of programme initiatives and proposal in close collaboration with a wide range for stakeholders in support of the SDG acceleration;
  • Coordinating programme and project design and state-level implementation across programme areas;
  • Preparing background analysis for partner consultations and high-level meetings with government counterparts, donor community, etc;
  • Developing knowledge products/ tool kits for increasing understanding on SDGs at all levels;
  • Engaging other stakeholders for disseminating information and creating SDG centric platforms in collaboration with the government;
  • Creating synergies between various specialized agencies, think tanks and other knowledge hubs for strengthening linkages with Government and UNDP;
  • Conduct policy research for identifying areas which need further input for achieving the SDGs by 2030;
  • Engaging grassroots level functionaries into preparing SDG centric participatory planning exercise.

2. Contribute to implementation of select strategies as agreed by Government of Nagaland

  • Identify the areas of focus with the greatest potential for impact and scale, in collaboration with the government, sectoral colleagues and senior management,
  • Undertake continuous scoping of the development landscape in the state for identifying opportunities for future work.

3. Manage partnership

  • Build and maintain collaborative relationships with counterparts with all departments, UN Agencies, donor agencies, academic institutions and civil society organisations on issues related to UNDP’s work and mandate
  • Identify and document lessons for replication and upscaling if applicable.
  • Undertake any other task assigned by UNDP in consultation with Government of Nagaland

Required Skills and Experience

Education:

Master’s Degree or equivalent in Development, Public and Business Administration, Economics, Political Sciences, Social Sciences or related field.

Experience:

Experience:

  • 3-5 years of relevant experience with government at the national level or sub-national level being responsible for inter-sectoral planning
  • Experience in leading office or sub-offices as part of a larger organisation or entity.
  • Experience in the usage of computers and office software packages, experience in handling of web-based management systems.

Desirable:

  • Significant working experience in Government or relevant multilateral institutions;
  • Sound knowledge of UN/DP rules and regulations, policies, procedures and practices.
  • Experience in implementing large scale development or government programmes.

Language Requirements:

Fluency in English and working language of the duty station.

Salary:

Consolidated Monthly Fee – Rs 1,00,000

Evaluation Method and Criteria: Evaluation and ranking will be done based on the following criteria:

  • Educational Qualification: 30 Marks;
  • Relevant Experience: 40 Marks;
  • Interview: 30 Marks

Candidates obtaining a minimum of 70% (49 marks) of 70 marks will be eligible to appear for the interview. Top scoring candidate (out of total 100 marks) will be sent offer of consultancy in order of ranking.

Interview for the shortlisted candidates would be either conducted face to face in Kohima or by telephone /over skype.
