Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Regional Office for Europe and Central Asia (ECARO) leads and supports the field offices in cultivating, building and nurturing strategic relationships and alliances that are essential for advancing and successfully achieving the mission of UN Women through partnership development and resource mobilization. These strategic relationships cover a wide range and number of key development partners, existing and prospective donor countries/emerging economic powers, sub-national partners, civil society, multilateral and regional institutions, the private sector, foundations, academia and think tanks, the wider UN system, inter-governmental bodies, as well as the media.

The UN Women ECARO is responsible for non-core fundraising at the regional level and for building capacities of and supporting country offices in resource mobilization. Resource mobilization efforts for gender equality in the ECA region are embedded within a changing paradigm of global partnership for development. As a region with a large number of middle-income countries, resource mobilization presents many context-specific challenges and opportunities. As such, the UN Women ECARO needs to engage in a wide variety of efforts to mobilize resources, working within the reality of the strained financial climate among traditional donors.

Under the supervision of Deputy Regional Director and in close working relationship with the ECARO Programme Division and HQ Strategic Partnerships Division, the Partnerships and Resource Mobilization Specialist will support the establishment and management of strategic partnerships for the region. The Partnerships and Resource Mobilization Specialist will develop and implement partnership-building strategy and provide high-level advisory support to the Regional Office management on partnership development, pipeline management and donor intelligence.

Duties and Responsibilities

Develop and manage UN Women’s strategic partnerships in the ECA region:

  • Manage and coordinate the relationships with key partners and ensure the proactive coordination, monitoring and facilitation of UN Women’s timely response;
  • Provide technical support to senior management’s efforts at country level to develop new and innovative partnerships;
  • Set and monitor annual priorities, goals, and key performance indicators (KPIs) for regional partnerships, in line with the regional and national partnerships and resource mobilization strategies;
  • Coordinate develop and plan of the partnership building work at the regional level;
  • Provide strategic advice to Regional Office and field offices on building and maintaining partnerships, including ECA RO Civil Society Advisory Groups (CSAG), regional organizations and institutions;
  • Coordinate the work of the regional CSAG.

Build trust and maintain effective corporate relationships with Donors:

  • Provide technical support to the Regional Director, Deputy Regional Director and other senior managers in the preparation of missions, meetings and other consultations with donors, including the preparation of notes, briefs and other materials;
  • Act as a single and direct entry point for donors, building institutional relationships;
  • Provide regular updates on donor profiles, databases (e.g. contacts management) and donor intelligence;
  • Identify opportunities to secure additional non-core resources and, where appropriate, liaises with relevant Field Offices for action, including recommendation on positioning with potential donors; timely follow-up and support;
  • Draft and review of partner-specific Framework Arrangements and Cost Sharing Agreements as necessary;
  • In liaison with the UN Women ECARO programme division when relevant, support the preparation of brief funding proposals and concept notes.

Facilitate and monitor the submission of high quality and timely reports to Donors:

  • Build systems to promote compliance with the terms of grants and agreements, across the region;
  • Provide support to programme managers for the preparation of high quality and timely donor reports, including the monitoring, consolidation, editing and revision of all required reports on contributions to ensure the quality and relevance of all products aimed for external audiences, in close cooperation with country offices;
  • Coordinate with the Strategic Planning and Coordination Specialist and Evaluation Specialist for the collection of information and preparation of results-based reports for external constituencies.

 Facilitate the harmonization and standardization of reporting and monitoring mechanisms:

  • Assess the existing UN Women systems for information collection, storage and management - which eventually feed into donor reporting;
  • Propose solutions for the harmonization and standardization of reporting and monitoring mechanisms in order to limit parallel reporting and enhance the quality of data collection;
  • Work with, train and plan regular meetings with Country Offices to ensure awareness and utilization of reporting requirements, a familiarization with contribution processes and facilitate access to key information.

Provide technical support to the implementation of the regional resource mobilization strategies and initiatives:

  • Advise on advocacy strategies and methods to facilitate a proactive and strategic targeting of partners;
  • Provide technical support to the development and implementation of differentiated, donor fund-raising strategies, aligned and coordinated with country-level activities initiatives and outreach activities;
  • Develop targeted products and initiatives to enhance the capacity of UN Women to mobilize programmatic resources and attract additional donors’ funding to the thematic areas related to gender equality and women’s empowerment;
  • Gather information on project/programmes pipelines and corresponding resource needs through close collaboration with country-based counterparts;
  • Provide inputs to the development of project proposals in line with the UN Women’s strategy and the interest of donors;
  • Undertakes ad-hoc donor studies (donor policies, sectoral and geographic preferences, economic and political background, development assistance strategies etc.), research and other activities to identify funding opportunities; updates the resources mobilization strategy as needs emerge.

Provide knowledge management and sharing advice and support to strengthen internal partnership building and resource mobilization capacity:

  • Develop and roll out the required tools and systems as suggested in the partnerships and resources mobilization strategy;
  • In close cooperation with the communication team, advises on the creation of UN Women ECA products, packages and positions to ensure targeted marketing, attract and secure increased resources from Donors; contributes to the development of messages and arguments to strengthen the investment case for UN Women and gender equality in general;
  • Share knowledge and enhances organizational learning among UN Women ECARO and field offices through the development and use of on-line tools, templates, tips, mechanisms and guidelines to support resource mobilization initiatives and campaigns to enhance donor relations;
  • Facilitate partnership and resource mobilization training to programme personnel and managers based in regional and Country Offices including the development of tools and products, as needed.

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in economics, business management, social sciences, public administration, international relations, communications, women's studies, or a related field.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 5 years of proven experience working in the field of resource mobilization and partnership building;
  • Experience in gender equality and women's empowerment, including direct experience with donor relations/resource mobilization;
  • UN experience is an added advantage

Language Requirements:

  • Fluency in English is required
  • Knowledge of the other UN official language is an asset.
