Background

The Government of Malawi developed the Malawi Growth and Development Strategy (MGDS) in 2006 to guide all national planning processes in the country. The introduction of the MGDS meant that all government ministries and departments had the obligation to develop Strategic Plans to contribute to the achievement of the objectives of the MGDS. In this respect, the Ministry developed its first Strategic Plan in 2006 and was implemented up to 2011. As way of ensuring effective implementation of the MGDS, the Government also launched Sector Working Groups in 2008 and the Ministry belongs to the Gender, Youth Development and Sports Sector Working Group. The Sector Working Groups are aimed at providing a forum for negotiation, policy dialogue, and agreement of plans and undertakings among Government, Development Partners, Civil Society Organizations and the Private Sector at the sectoral level.  In order to strengthen coordination for the Gender, Youth Development and Sports Sector Working Group (GYD&S SWG), a Joint Sector Strategic Plan (JSSP) was developed in line with the MGDS II (2011 - 2016). In 2014, the Ministry of Gender, Children, Disability and Social Welfare (MoGCDSW) developed its Strategic Plan (2014-2019) to operationalize the Joint Sector Strategic Plan and contribute towards the aspirations of the MGDS.

Duties and Responsibilities

The main objectives of the exercise are to review the 2014 – 2019 Strategic Plan for the Ministry of Gender, Children, Disability and Social Welfare and lead the process of developing a successor Strategic Plan working with a Task Team.

Main task will include:

  • Review all relevant Strategic documents and policies to ensure clear understanding of the Ministry’s focus and identify gaps. The documents include, but not limited to, the various policies within the Ministry, the JSSP, PC, Reform Agenda, Service Charter, Institutional Strengthening Framework and the Environmental Scan documents which were produced within the Ministry and the Sector;
  • Assess how the Ministry of Gender, Children, Disability and Social Welfare’s Strategic Plan (2014 – 2019) has been implemented by the Ministry and its stakeholders in service delivery and achievement of results;
  • Assess how the Strategic Plan (SP) was disseminated, implemented and monitored to ensure successful implementation by all stakeholders including extent to which SP was used to inform annual operational plans and budgets;
  • Assess the effectiveness and coherence of the coordination mechanisms and partnerships that were instituted to implement the SP;
  • Assess the capacities of the leadership within each strategic outcome to plan within the framework of the SP and implement for results in respect of Outcome and Output targets; and
  • Conduct consultation at national and regional levels to identify what worked well and what did not and draw lessons for future programming and to inform the successor SP
  • Develop the new Strategic Plan for the period 2020 to 2014

Methodology

The Consultant will involve desk review to analyze the MoGCDSW’s Strategic Plan (2014 – 2019), implementation plans and other relevant documents. Consultations with the Task Team and other stakeholders will be required to get more information on implementation experiences and results including program-based budget linked to the Strategic Outcomes and Targets. The Consultant will be expected to produce an inception report within the first two weeks of the assignment which will include a clear work-plan for the whole exercise for 30days. The inception report will be presented to the MoGCDSW, UN Women and the Team members. Once the inception report is approved, the Consultant will go on with the assignment and will complete the assignment within the agreed period. The consultant will be expected to utilize a gender and human rights analytical approach in undertaking this exercise. The Ministry notes that gender and human rights issues have a significant impact on the success of any programme. It is therefore necessary to understand how the current SP addressed issues of gender, equality and human rights in terms of whether the needs of both girls and boys were considered and how the successor SP will seek to improve the status quo.

Deliverables

  • An Inception report (including evaluation design detailing the sampling method the team intends to follow, data collection tools, any interview guides, evaluation forms or other data collection instruments to be used);
  • 2014 – 2019 MoGCDSW SP Review Report;
  • Draft 2020 – 2024 MoGCDSW SP as per agreed outline;
  • Final MoGCDSW SP (2020 – 2024) Report incorporating comments and relevant input from MoGCDSW, UN Women, the Task Team and other stakeholders.
  • A PowerPoint presentation of the new 2020-2024 MoGCDSW SP

Required Skills and Experience

  • Master’s degree in Social Sciences,  Gender and Development Studies, Strategic Planning and Management, or any other relevant field  
  • Minimum 10 years’ experience in developing National Action plans, gender related policies and strategies, and programs aimed at women’s empowerment, eliminating discrimination against women and girls and achieving gender equality
  • Experience in governance and development of accountability frameworks
  • Must have experience working with government agencies, civil society organizations and preferably UN Agencies
  • Ability to work in the multi-cultural team environment and to deliver under pressure/meet deadlines
  • Demonstrable experience in Result Based Management including in depth understanding of Theory of Change;
  • Experience in conducting mixed method research approaches including quantitative and qualitative research and analysis.
  • Track record on successful delivery of high-quality reports and advice to governments and international organizations on Strategic Plans
  • Excellent analytical, research and report writing skills.
