Background

West African countries are facing an ever growing and adaptive terrorist threat. In response, numerous regional, cross-border and national initiatives have been launched. Despite these critical efforts, terrorist groups such as Al Qaida, Boko Haram and ISIL/Da’esh have consolidated their ideological influence, criminal activities and territorial presence in parts of West Africa. Moreover, violent extremism and terrorism are on the rise.

The resulting transnational threats are amongst the prime sources of conflict and instability in the region. Through its interdependent ties with transnational organised crime, terrorism is also a source of displacement and migration, which it uses for criminal gain.

The GCTF Capacity-Building in the West Africa Region Working Group (WAWG) Co-Chairs - Algeria and Germany as incoming Co-Chair and in close collaboration with the UNODC, will continue the valuable work of the previous Co-Chairs, Canada and Algeria.

In the context of this upcoming alliance, the UNODC will continue to support the implementation of the UN Global Counter-Terrorism Strategy and relevant UN Security Council resolutions, thereby also contributing to achieving the goals outlined in the United Nations Agenda 2030. Moreover, the Office, will oversight the implementing GCTF’s identified good practices in cooperation with all relevant stakeholders in the West Africa region.

Central Africa, the Office is seeking to assist The GCTF Capacity-Building in the West Africa Region Working Group (WAWG) by achieving:

  1. The organisation of the GCTF’s WAWG calendar of meetings in 2020, as per the agenda set out under section IV
  2. Acting as focal point with all partners of the GCT, its co-Chairs, Member States and Admin Unit, the ECOWAS Secretariat, multiple institutional stakeholders and partners in the fight against terrorism, fellow colleagues within UNODC (TPB, HQ, ROSEN) on the follow up decisions and actions;
  3. Delivery of strategic papers (e.g. letters, reports, talking points, briefing notes, agendas, presentations, etc)
  4. Management all aspects related to the implementation of the project.

Duties and Responsibilities

The purpose of this consultancy is to contribute to the launch of this regional project and to assist the Regional Coordinator, Terrorism Prevention (ROSEN TPB) in the management of the various upcoming activities foreseen to be held in ECOWAS countries under the GCTF 2020 agenda for West Africa.

The consultant will work under the direct supervision of the Regional Coordinator, Terrorism Prevention (ROSEN TPB) and the Regional Deputy Director.

Within the framework of this assignment, the consultant will be required to deliver the following outputs:

  1. Organize all aspects of the meetings contained in the GCTF WAWG calendar of events for 2020 including mission travel throughout the region as relevant;
  2. Act as a focal point for the project and liaise with the various partners of GFTC at national, regional and international level;
  3. Provide follow up actions to the meetings above;
  4. Provide substantive management related to the project implementation (e.g. draft of substantial documents, of work plans, budget forecasts, monitoring and evaluation etc.) as well as identify related challenges and provide possible solutions;
  5. Liaise with the substantive section (TPB) in ROSEN and HQ;
  6. Represent the Organization with partners and donors when requested.

At the end of the contract, as determined by specific assignments, the Consultant will have:

  1. Successfully organized meetings and workshops identified in the GCTF’s WAWG calendar of events for 2020;
  2. Provided proper follow up pertaining to the meeting with internal and external counterparts;
  3. Identified experts and have them on board; The team is on board to start implementing foreseen activities.
  4. Organize the priority activities (e.g. experts meeting for workplans validations, consultations with regional and national beneficiary authorities, ECOWAS, and specialized partners, etc.)
  5. Set up the range of activities identified for their implementation
  6. In support of the GCTF deliver substantive requested contributions (e.g. reports, contributions, briefing notes, etc.)

Required Skills and Experience

Academic requirements:

              University Degree (Bachelor’s degree or equivalent education) in communication,  public relations, Business and Administration, or similar academic discipline or another related field.

Experience:    

  -             At least 15 years of relevant professional experience, including at least 10 years in the field of implementation of programmes related to Rule of Law, relationships with MS, Continental and Regional Organizations in West and Central Africa, UN System, donors or others external partners;

-             Experience in Launching, managing, monitoring the implementing of regional projects in Africa in partnership with regional institutions is an asset;

-             Work experience in organizing high level meeting or conferences is an asset;

-             Experience of representativity in Regional and or International Conferences and meeting;

-             Proven experience in the field of fundraising pertaining to Rule of Law projects, relationship with donors preferably with EU, expertise in drafting proposals and ensuring the follow up;

-             Work experience in a United Nations field mission and knowledge of UN procedures is an asset;

Languages

:        English and French are the working languages of the United UN Secretariat. For this position, fluency in French and English with proven drafting and communication skills is required; a very good understanding of Arabic is an asset.

Criteria selection

  • University Degree (Bachelor’s degree or equivalent education) in communication, public relations, Business and Administration, or similar academic discipline or another related field. (15 points)

The evaluation method that will be used is that of the best quality / price ratio (combined score).
Tenders will be evaluated using a methodology that combines several evaluations - training and experience in similar functions will account for 70 percent and the proposed tariff will account for 30 percent of the total evaluation.

The consultant will be paid on the basis of the accepted final proposal and the rules and regulations of the United Nations. Payments will be made after completion and / or satisfactory submission of the expected results.
