II. Duties and Responsibilities

Under the overall guidance of the Assistant Representative and direct supervision of the Area Manager of NTT Province, the Field Officer (FO) supports the joint programming in NTT with initial area of Belu and the implementation of CP7 in the province.  In specific, the Field Officer is responsible in managing, implementing, monitoring, representing UNFPA in any joint activities, and reporting back to UNFPA Office in Jakarta all activities related to the joint programming in NTT with initial area in Belu focusing on RH and Gender issues.  In addition, the FO provides technical assistance to the PPCU in terms of planning, management, monitoring and following up MTR recommendations. The FO is instrumental in facilitating joint programme and supporting the regular programme implementation, especially mediating the project staff with the Bappeda using appropriate mechanisms and systems as per the established procedures.

The Field Officer maintains collaborative relationship both with the UNFPA Office in Jakarta and other UN agencies and the local partners in Belu, specifically:

  • Facilitates the continuation of the joint programme initiatives in Belu on behalf of UNFPA CO in Jakarta.
  • Manages and Monitors programme implementation: conducting field visits, participating in review meetings and evaluation missions and prepare regular inputs to status and progress reports.  Analyzes basic factors affecting the achievement of results, recommends corrective actions and follows up on recommendations focusing on Gender and RH issues in the district.
  • Identifies the technical support needs from the field in the field of RH and Gender through attending meetings with partners, reviewing the planning documents, and close consultation with partners, conveys and obtains feedback from the Country Office, and delivers it to the partners. 
  • Delivers advocacy to local Government of Belu to maintain commitments on the Population Development, RH and Gender issues as well as partnership with UNFPA.
  • Provides technical assistance to the implementation of CP7 in NTT, especially to PPCU ensuring good cooperation within the unit. Additionally, monitors the implementation of the programme to ensure it is in line with the MTR recommendations.
  • Provides regular reports (at least biweekly) to UNFPA on the progress of joint programming in NTT.

Required Skills and Experience

IV. Recruitment Qualifications:

Academic Requirements:

  • Master’s degree in public health, social, anthropology, economics (development study), administration and/or other related social science field is preferable. 

Experience:

  • 5 years relevant experience in the areas of reproductive health, gender or population development including programme management.
  • Knowledge and/or experience of UN working system are preferable.

Languages:

  • Fluency in oral and written English.

Computer skills:

  • Proficiency in current office software applications.
