Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women supports the Government of Jordan in its efforts to strengthen national capacity on gender mainstreaming and the promotion of gender equality and women’s empowerment in line with its international and national commitments. In 2015 the government established the Inter-Ministerial Committee (IMC) on women’s empowerment to provide leadership and accountability for action across government on achieving commitments related to women’s human rights within the Vision 2025 and other national priorities and planning documents. The IMC is responsible for political momentum on gender equality and women’s empowerment issues and coordinates with 1) the Jordanian National Commission for Women in its role as the technical gender equality mechanism of government, and 2) the network of gender focal points in ministries and other government institutions.

The government has recognized challenges exist to efforts to strengthen systems and structures for gender equality and women’s empowerment. In particular in promoting the consistency and sustainability of efforts and outcomes. The Chair of the Inter-ministerial Committee has thus requested technical assistance in the provision of a secretariat function and coordination of the IMC with the other national gender equality mechanisms of the Government of Jordan.

Under the overall guidance of the Country Representative and the direct supervision of the Head of Programme Unit, the national consultant will be supporting the IMC and through coordination and secretariat functions.  This will include working closely with the Members of the IMC, its technical working group, the Jordanian National Commission for Women, and the gender focal points network in line ministries. The consultant will also support efforts to build strong partnerships with key stakeholders while enhancing knowledge management and capacity development.

Objectives of the assignment

The key objective of the assignment is to provide the Inter-Ministerial Committee for Women’s Empowerment with coordination and secretariat functions.

Duties and Responsibilities

Under overall guidance of the UN Women Country Representative and direct supervision of the UN Women Head of Programme Unit, the consultant will perform the following tasks:

  • Task 1: Serve as the Secretariat to the Inter-ministerial committee on women’s empowerment, including the preparation of documents for meetings such as background material, meeting minutes, follow-up on decisions, advise on alignment to the IMC Terms of Reference and working mechanisms, ensure proper documentation and filing, translate materials as required, facilitate communications with members and Prime Ministry Office and other administrative tasks as required by IMC Chair. Work closely with the Strategic Advisor to the IMC Chair in the preparation of IMC workplans, agendas, strategies, and other documents.
  • Task 2: Serve as Coordinator between IMC and other government gender equality mechanisms including the Jordanian National Commission for Women, the gender focal points, and other ministry/institutional gender equality mechanisms.
  • Task 3: Support the functioning of the IMC technical working group including supporting convening of regular meetings, preparation of background documents, meeting minutes, tracking follow-up actions, and other tasks as requested by technical working group chair and members.

Upon receipt of the report and prior to the payment the related report and any supporting documents will be reviewed and approved by UN Women within one week of submission.

  Inputs:

The consultant is expected to work at the office of the IMC Chair, but may access the UN Women Office for printing of relevant documents or should he/she be required to work on-site at any point during the assignment.

Performance evaluation:

Contractor’s performance will be evaluated based on: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.

Required Skills and Experience

Education

  • Bachelor’s degree in Gender Studies, law, social science or other related fields

Experience and skills

  • At least five years of relevant experience in human rights, gender, development or another relevant field
  • Proven experience in multi-stakeholder coordination, including with senior national government officials              
  • Proven experience in developing and supporting coordination mechanisms for gender equality and women’s empowerment
  • Good knowledge and understanding of gender issues in Jordan
  • Good knowledge of and familiarity with government planning and decision-making processes

Language and other skills

  • Fluency in written and spoken English and Arabic is required

Evaluation

Applications will be evaluated based on the Cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]

A two-stage procedure is utilized in evaluating the proposals, with an evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Only the candidates who have attained a minimum of 70% of total points will be considered as a technically qualified candidate.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technically qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
