Background

UNDP has administered the Law and Order Trust Fund for Afghanistan (LOTFA), and supported the payment of salaries of the police officers, institutional development of the Ministry of Interior Affairs (MOIA) and police professionalization of the Afghan National Police (ANP) since 2002. Based on consultations conducted in 2017, a growing view emerged that the scope of LOTFA should be expanded to include the entire justice chain (police, courts and corrections) and cover all institutions across the entire Rule of Law sector, with an increased focus on anti-corruption.  Accordingly, the following three Thematic Windows have been identified for the Trust Fund: 1) Security; 2) Justice; 3) Anti-Corruption; and 4) MOIA Payroll.

The Transitional Support to MoIA (TSM) is a Project Initiation Plan (PIP) under UNDP’s Rule of Law & Human Security Unit (ROLHSU). The TSM PIP is intended to act as a “programmatic bridge” between the closing of UNDP’s MoIA and Police Development (MPD) Project, which concluded in June 2018, and the new projects currently being developed under the new LOTFA Multi-Partnership Trust Fund (MPTF). In this manner, the TSM PIP will function as an intermediary arrangement to provide the human and financial resources required to 1) complete pre-existing activities that were carried over from the previous MPD project, 2) undertake assessments, baselines and feasibility studies in support of new programme development, and 3) incubate and pilot new initiatives utilizing evidence-based planning, programming and impact measurement concerning MoIA priorities.

Under the TSM PIP, UNDP has established a dedicated initiative to improve the 119 Emergency Call Centre in Kabul City. The initiative, programmed under Output 6 of the TSM PIP, aims to a) conduct an assessment of the current 119-system, b) develop and recommend options for a complete end-to-end solution, and c) provide support to pilot the solution in Kabul City. UNDP, with support from the LOTFA partners, is keen to support MoIA to stage a wider rollout of the PERS solutions across all 34 provinces in Afghanistan. However, it is important that this initiative under the TSM PIP can first demonstrate a ‘proof of concept’, where all stakeholders can learn from, improve on and then rollout across nationally. Therefore, this pilot will be limited to Kabul City including Kabul PHQ and its 19 Police District Stations (PDs).

The solution, known as the Police Emergency Response System (PERS), will be implemented under the management structure of the TSM PIP. A dedicated PERS team will be constituted based on the project requirements outlined in this report and will operate under the overall management and leadership of the TSM PIP Project Manager. Under the overall supervision of the Project Manager and guidance of the Program Management Specialist, the Project Initiation Expert will be required to perform the tasks stipulated in the scope of assignments.

Duties and Responsibilities

Scope of the Assignment:

The National consultant  Project Initiation Expert shall have a direct reporting line to the Programme Management Specialist and will support the overall design, development of project activities related to the institutional development of MOIA. The incumbent may be required to assist in the strategic engagement of relevant stakeholders and support the development of projects and proposals related to the LOTFA Security Window as requested. His/her key functions are as follows:

  • Provide sustentative support to pilot the solution in Kabul City including PHQ and 19 Police Districts (PDs);
  • Assess entry points, feasibility and cost-effective implementation modalities for piloting the PERS support to systems development and infrastructure in 19 PDs;
  • Coordinate with LOTFA partners, the Ministerial Support Team, telecom service providers, international police advisors (Resolute Support/CSTC-A, EU Police Mission) as well as ICT vendors and subject matter experts about the progress and challenges of PERS initiative;
  • Contributed to the development of implementation PERS annual work; 
  • Regularly monitoring the progress of piloting project and developing plan for roll out to 34 provinces;
  • Assisting pilot implementation plan for Kabul City to develop, test, and deploy the PERS system;
  •  Guiding and advising the data center and networking infrastructure; and train PERS call agents as well as police and medical first responders;
  • Contributing to the operationalization PERS activities at the PHQ-level and at the sub-national level;
  • Support in organizing MOIA and stakeholder’s consultation meetings, validation workshops and other consultative processes as part of the PERS project development and implementation;
  • Support programme and project teams in the development of Annual Work Plans, procurement plans, HR plans, communication plans, results and resource frameworks;
  • Support programme/project development teams to identify programme implementation modalities and support in drafting requisite Terms of Reference (TOR), Expressions of Interest (EOIs), Request for Proposals (RFPs) and any documentation to support its operationalization;
  • Other tasks as required by the TSM Project Manager.

Payment Modality: 

Payments shall be made on number of days worked according to a monthly timesheet (UNDP procurement timesheet format for individual contractors) along the submission of a monthly progressive reports of his/her assignments. The payment shall be made based on the number of days worked within the given month. The Programme Management Specialist, or his/her designate) will review the progress and quality of assignment upon outputs prior to payment issuance.

Working Arrangements:

Institutional Arrangement

The Consultant will be provided with office space in the UNDP country office Governance for Peace  Unit and at the LOTFA MOIA offices as required for the duration of his/her contract with UNDP and will provide internet facility, logistical and other support service including transport and security applicable to UNDP international personnel. The candidate however is expected to bring his/her own laptop and mobile phone (UNDP will provide a local pre-paid sim card).

Monitoring and reporting arrangements:

The Consultant will work under the supervision and guidance of the relevant Programme Management Specialist (and in his/her absence, the Governance for Peace Unit). 

Duration of the Work

The Consultant’s assignments are foreseen for a period of 05 months (with maximum of 110 working days), or dependent on the Consultant’s availability.

Duty Station

The duty station for the candidate is Kabul, Afghanistan and homebased. Very limited field visits outside Kabul are envisaged under the contract. The Consultant will be required to report regularly and be present at Rule of Law (Governance for Peace Unit) while in-country during the working hours, security conditions permitting. The Consultant will follow the working hours and weekends as applicable to UNDP CO staff. Consultant’s movement for meetings and consultations shall be coordinated by the ROLHS Unit. The consultant’s is at all times required to observe UNDP security rules and regulations.

Required Skills and Experience

Academic Qualifications

Master’s degree in Professional Studies, Public Administration, Computer Sciences, or related field. 

Experience

  • Minimum of 7 years of relevant work experience;
  • Experience in project management and design, project planning and project management is a definite advantage;
  • At least two years of experience working in public administration/institutional process reform in Afghanistan’s public sector.
  • Must have demonstrated knowledge of Afghanistan’s civil service system and reform process.
  • Prior experience working in the rule of law or security sector is an advantage;
  • Prior experience with the UNDP programmes/projects is an advantage; and
  • Establishing inter-relationships among international and national organizations and national governments.

Language

  • Excellent writing and oral skills in English is a must; knowledge of local language (Dari/Pashtu) will be a plus.

  1. PRICE PROPOSAL AND SCHEDULE OF PAYMENTS

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.  The consultant shall then submit a price proposal when requested by UNDP, in accordance with the below:

  • Daily Fee – The contractor shall propose a daily fee, which should be inclusive of her/his professional fee, local communication cost and insurance (inclusive of medical health insurance and evacuation). The number of working days for which the daily fee shall be payable under the contract is 5 months with maximum 110 working days.
  • The total professional fee shall be converted into a lump-sum contract and payments under the contract shall be made on submission and acceptance of deliverables under the contract in accordance with the schedule of payment linked with deliverables and at the end of assignment. Payments will be made at the end of the assignment.

UNDP reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs are incomplete, not delivered or there is a failure to meet agreed-to deadlines.

EVALUATION METHOD AND CRITERIA

Individual consultant will be evaluated based on the following methodology:

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Offering the lowest price/cost and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Financial Criteria weight 30%

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

  • Criteria 1:General Qualification ( Relevant Education ) (10 marks).
  • Criteria 2: Experience relevant to the assignment (15 marks).
  • Criteria 3: Interview (45Marks)

Financial Evaluation (30%):

The following formula will be used to evaluate financial proposal:

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated
