Current national climate targets under the Paris Agreement - known as Nationally Determined Contributions, or NDCs – may need more support to put countries on a safe and sustainable path to climate neutrality by 2050. And greenhouse gas (GHG) emissions that cause climate change have been on the rise since the landmark decision was reached in 2015.

The Climate Promise is UNDP commitment to support at least 100 countries enhance their NDCs by 2020. UNDP will work with countries to make their NDCs more technically robust and include new ways governments can step up their climate actions, as well as finance these bold new goals.

UNDP teams will support countries in undertaking an inclusive and transparent process to revise their NDCs that engages government at all levels, as well as citizens, private sector, and other key stakeholders and partners – bringing all voices to the table to agree ways to curb GHG emissions while also creating more resilient communities and protecting natural spaces.

Duties and Responsibilities

The consultant will report to the UNDP and Department of Environment (DoE) while consulting with NDC technical committee and will undertake the following activities:

Coordinate the implementation of the project in the following areas:

Build societal ownership at national and sub-national levels
Review, align, and update existing targets, policies and measures
Incorporate Additional Sectors &/or GHGs
Assess Costs & Investment Opportunities
Monitor progress & strengthen transparency
Communications and learning

Prepare required document for project implementation including Terms of Reference and Request for Proposals
Monitor the project’s technical and financial progress and project timeframe in the areas set-out above, including delivery of tasks and reports assigned to the national and international consultants, contractors, reviewing their reports and provide feedbacks.
Prepare on-demand reports on project’s progress for UNDP CO and DOE.
Coordinate meetings with DOE, national and international consultants, contractors and stakeholders.

Required Skills and Experience

Education:

• Postgraduate degree in relevant engineering/environment management and climate change management fields.

• Master’s / higher degree preferred

Experience:

At least 4 years of experience in project management/coordination or working as researcher in relevant fields
Expertise in the field of development project implementation/coordination.
Expertise/knowledge or proven experience in Climate change, environment, Climate natural disasters, etc.
Familiarity with UNDP and DOE projects and procedures is highly desirable.
Knowledge of Climate change in the specific Iranian context is highly desirable.
Strategic management capacity and technical leadership skills are highly desirable.
Familiarity with, and updated on, various national stakeholders in the field of Climate change and environment is highly desirable.

Competencies:

Very good command of oral and written English.
