Background

Iraq suffers from extremism in its environmental conditions that lead to floods in winter and droughts in summer, and climate change is one of the important causes of this extremism, which needs an urgent response that reduces the negative impacts that may affect local communities and prevent internal displacement and external migrations.Drought episodes are common throughout Iraq and have produced enormous economic, environmental and social impacts, Climate-induced droughts have increasingly affected the marshlands in the South of Iraq and poor water quality is prevalent and is another cause for displacement and migration.

Climate change may well pose an existential threat to returning internal displaced people, men  will continue to be forced to leave the marsh homelands and their traditional occupations to seek employment in urban centers, leading to further fracturing of family and social networks, with rising temperatures and reduced upstream headwater flows, climate change will lead to numerous adverse impacts on returning communities including exacerbation of water pollution/scarcity, intensification of disaster shocks, and threats to public health.

UNDP Regional bureau for Arab states (RBAS)have initiated a new regional project (the SDG-Climate Facility Project)  that aims to enhance the capacity of regional and national institutions to address climate change in a way that brings benefits across multiple development goals, while also reducing the impacts of conflict and crises, Iraq is one of eight Arab  countries to implement a project  that develop initiatives to demonstrate innovation and scalability in achieving a nexus between climate action, SDGs and crisis prevention/recovery.

Duties and Responsibilities

The consultant will carry out certain tasks to assist the project manager in achieving the project outcomes , including assessment studies, data analysis , providing  support and guidance on  Engineering details and designs related to the project facilities, so as equipment’s  specifications and material’s quantities ..etc.

He/She is expected to facilitate and accomplish the following services and tasks:

1-Provide guidance and advise on preparation of Multi criteria assessment survey  for selecting the  villages that will be covered by drinking water and wastewater treatment facilities, adopting Multidimensional Poverty Index (MPI),and draft the final report.

2- Conduct Market assessment of the solar PV water purification system if commercially available in Iraq, as well as the constructed wastewater treatment wetland system.

3- Provide guidance and advise to ensure development of high -quality technical feasibility study that contain all technical requirements for the project facilities Bids preparation, like designs drawings, BOQs, materials and equipment specifications ...etc. with cost estimation (this includes ToR of the feasibility study), preparation of the full package of bids based on UNDP procurement regulations and

4-Technical review and advice on the Environmental impact assessment reports related to the Project facilities .

6- Coordinate with the national consultant and the technical project team to ensure timely preparation of reports as per the requirements of the Donors and UNDP.

Required Skills and Experience

The successful candidate will have a multi-disciplinary and professional background including Development, Environmental science, Engineering, experience in working on Project constructions, and have knowledge on Climate Change, Sustainable Development Goals (SDGs).

The following attributes are essential:

  1. MSc in Development, Master’s degree in engineering science, environmental engineering or another related fields (PHD is an asset)
  2. Technical experience on projects design (related to water& sanitation), on technical feasibility studies, Bids preparation and Projects cost estimation.
  3. previous experience in working with UN agencies or other international organizations responsible on project’s construction.
  4. Have knowledge on Environment, Climate Change, ecotourism, SDGs, humanitarian settlement with knowledge on solar energy.
  5. Experience or Knowledge of contexts of Iraq.
  6. Proven professional skills in developing high quality reports
