Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

The UN Trust Fund in Support of Actions to Eliminate Violence against Women (UN Trust Fund) is a leading global, inter-agency grant-making mechanism, established through General Assembly Resolution 50/166 in 1996. It is managed by UN Women on behalf of the UN System to support the work of governments and NGOs. Since 2008, UN Country Teams are also eligible applicants.

The UN Trust Fund is situated within UN Women’s Programme Division (PD). Under the leadership and overall direction of the Director of Programme Division, the PD sets the standards, assures the quality of program design, and provides guidance to country level program work of UN Women, as well as supports the coordination role of UN Women at regional and country level. It supports the effective use of results based management and reporting across the organization. It also manages global Trust funds, and Global programmes, and provides technical capacity to countries on request, including a humanitarian response capacity

The UN Trust Fund focuses on supporting the implementation of national laws, policies and action plans on violence against women and girls, with an emphasis on ensuring human-rights, gender-responsive and interdisciplinary/multi-sectoral approaches rooted in multi-stakeholder partnerships. Promoting evidence-based, results-oriented grant-making is a major focus of the UN Trust Fund operations, with a view to supporting generation of knowledge and effective, innovative solutions and models for adaptation and up scaling.

The UN Trust Fund Chief Advisor, under the supervision of the Deputy Director, Programme Division, leads the UNTF-EVAW team to deliver high quality support to efforts to end violence against women and girls, ensuring both the effectiveness and efficiency of the Trust Fund, working closely with all parts of UN Women, and in consultation with other UN agencies and members of its governance and consultative mechanisms.

Duties and Responsibilities

Leadership and overall management of the UNTF-EVAW:

  • Provide strategic and substantive leadership for the UN Trust Fund to ensure that progress is made in achieving its goals and objectives in line with its Strategic Plan and including the annual grant making process and call for proposals.
  • Establish the UNTF-EVAW annual work plans and set objectives, performance measurements, standards and expected results in collaboration and discussion with the UNTF team, UN Women management and UN partners. 
  • Determine and submit proposals for financial, human and other required resources to ensure the UNTF-EVAW operates efficiently. Decide on the optimum and appropriate allocation and management of resources. 
  • Supervise and assess work in progress to ensure delivery of results according to performance standards, overall objectives and accountability framework.
  • Provide intellectual leadership and technical guidance and take decisions to meet objectives. 
  • Promote teamwork to ensure harmonization, linkages, collaboration and synergy and ensure that staff members are provided sufficient information, guidance and support to perform and deliver results according to organizational, personal and professional standards of efficiency, accountability and integrity. 
  • Ensure coherence between the work of the UNTF-EVAW and the work of UN-Women more broadly, such that the two are mutually supportive, as well as the work of the UN system in this area. 

Management and oversight of the UNTF:

  • Oversee the development, effective management and transparent reporting on the UNTF-EVAW, including establishment of criteria for fund allocation and assuring quality of allocation decision, monitoring and reporting.
  • Prepare guidance for UN Women staff at regional/country level on their interaction with and support to the work of the UNTF-EVAW. 
  • Manage the quality assurance process for project approval. 
  • Undertake technical and monitoring missions to UNTF-EVAW grants recipient projects. 
  • Introduce and support effective results based management and prepare annual reports showing progress against results. 
  • Monitor and follow up on the recommendation from the evaluations and take action to ensure compliance. Ensure leverage of evaluation results to improve project formulation and design, strategic planning and development of relevant guidance notes. 
  • Organize meetings, workshops and other discussion events to establish dialogue on recommendations and/or share lessons learned. 
  • Coordinate and oversee the preparation of reports for presentation to inter-governmental bodies and the donor community ensuring quality and accuracy. 

Resource mobilization and advocacy:

  • Develop and ensure the implementation of annual communications and advocacy plans and identify and seize strategic advocacy opportunities, working closely with UN-Women’s communications team and other relevant parts of the organization. 
  • Lead fundraising efforts towards the target of US$100 million annually by 2015, in the framework of the Secretary-General’s Campaign. Coordinate and supervise the allocation of resources including the selection and recruitment of technical staff and specialized consultants. 
  • Play a convener role, including convening and organizing global meetings of programme stakeholders. 
  • Represent the UNTF-EVAW with UN Member States, the donor community and inter-agency fora and through press engagements. 
  • Maintain active relationships/partnerships with Member States, the UN System and agency partners, intergovernmental and non-governmental organizations, regional commissions, institutes and academia on the UNTF-EVAW’s work and mandate to enhance collaboration, resource mobilization and/or share ideas in ending violence against women. 
  • Actively promote coordination and synergies with UN inter-agency groups and share lessons learned in ending violence against women, including the assessment of joint programmes, in collaboration with the relevant thematic areas of UN Women. 

Knowledge management and capacity building:

  • Ensure the production and dissemination of high-quality UNTF-EVAW knowledge products, based on grantee findings, lessons learnt and evaluations.
  • Ensure UNTF-EVAW advisory services, products and publications reflect lead technical expertise in the field of gender-based violence programming. 
  • Maintain partnerships with UN system and agencies to keep abreast of/share ideas on best practices and lessons learned and to collaborate on the development of knowledge management products and tools. 
  • Promote the appropriate use of programming standards, quality assurance and control through advisory guidance and oversight. 
  • Provide advice and technical assistance to UN-Women sub-regional offices and grantees to improve UNTF-EVAW project design, implementation and monitoring. 

Impact of Results:

The ability of the Chief, UNTF-EVAW to effectively plan, implement, manage in a transparent manner and oversee the UNTF-EVAW projects and activities impact on the overall success and sustainability of the UNTF-EVAW and its programmes and projects to promote gender equality and women’s rights.

Required Skills and Experience

Education:

  • Master's degree (or equivalent) in international relations, social sciences, human rights, or related field.

Experience:

  • Ten years of relevant national and international experience in international development, including work on gender equality and gender based violence.
  • Experience in project/programme and results based management at the international level, preferably in developing countries within the UN system, Agencies, Funds or Programs.

Language Requirements:

  • Fluency in English is required. Proficiency in another UN working language is desirable.
Note:

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
