In August 2010 the UNDP launched a two year European Union funded Technical Assistance project in Crimea to build the capacity of a newly created Regional Development Agency set up by the Crimean Government. From March 2012, the Project has entered its second phase, according to which it focuses its support on selected Crimean municipalities and districts and help them design development projects and attract development funding to their territories.
The key project’s outputs expected in this second phase are:
- The Crimean Council of Ministers shows clear evidence of effective planning and coordination of regional development actions through the set up and operations of a Crimean Coordination Council
- Local authorities show capacities to plan for sustainable regional development, in cooperation with non- governmental and private sectors.
- 1 pool of no less than 20 local experts at republican level and throughout 5 administrative units and NGOs trained and able to carry out project development, fund attraction and projects' implementation.
- No less than 21 regional and/or local development projects designed and submitted for financing
- 1 clear concept of an effective and viable not-for-profit regional and/or local development institution presented to project’s partners and beneficiaries leading to a possible decision by relevant republican and local stakeholders (municipalities and districts) to set it up
- If set up, institution’s operational and administrative processes and procedures, as well as partnership mechanisms, are in place and used by relevant parties
- National government’s acknowledgement of Crimea’s regional development experience as one of the best in Ukraine and worth disseminating to other regions
- Visibility of both the European Union and the UNDP throughout project’s second phase implementation
The main objective of this assignment is to develop a Conceptual Design of an Industrial Park in a selected Project’s pilot municipality/district (to be determined at start of assignment by the SRDC Project on the basis of previous surveys) and to present it to relevant local and republican government.
Duties and Responsibilities
Under the direct supervision and guidance of the Project’s National Expert on Investment Promotion, and the overall supervision of the Deputy Team Leader of the EU/UNDP Project “Support to the regional development of Crimea”, the Expert will be responsible for:Development of the Conceptual Design of an Industrial Park:
The goal of development of the Conceptual Design is to conduct a pre-feasibility study of the site proposed for the construction of an industrial park in a selected Project’s pilot municipality/district. The study has to provide detailed description of available technical infrastructure on site and legal status of land, propose development vision and spatial development plan, detect potential risks and suggest ways to minimize them, identify infrastructure development needs and provide rough cost estimates, and to provide general conclusion as for the feasibility of constructing an industrial park.
The Conceptual Design should include:
Technical due-diligence report:
- Location of the site;
- Size and visual characteristics of the site;
- Transport infrastructure;
- Infrastructure (gas, electricity, water supply, water sewerage, etc.);
- Other significant findings on site;
- Legal status of the land.
- Development vision (based on global foreign direct investment trends analysis and local development specifics and pre-conditions);
- Development phases;
- Spatial development framework;
- Infrastructure development needs, requirements and assumptions (including gas, electricity, water supply, water sewerage, surface waters, roads, etc.);
- Calculations of development costs;
- Risks analysis;
- Feasibility report.

The detailed structure of the Conceptual Design will be agreed with the Direct Supervisor of the SRDC Project after the start of assignment.
It is important that all design and engineering assumptions and calculations are done in compliance with the State Construction Regulations of Ukraine.
The Conceptual Design should be developed both in English and Ukrainian languages. Translation into Ukrainian or English language should be undertaken by the expert.
The first site inspection visit and meetings with local authorities in the selected Project’s pilot municipality/district including representatives of city land resources department and all major public utilities providers will be arranged with the support of the SRDC Project. Transportation to the site will be also provided by the Project. Any additional meetings with utilities providers or any additional information requests regarding technical specifications of infrastructure on site should be initiated and done by the Expert.
The final report should be transferred in electronic version on DVD-ROM to the Direct Supervisor of the SRDC Project.
Development and delivery of presentation of the Conceptual Design of an Industrial Park to the government of Crimea (Council of Ministers of Crimea) and local authorities:
The event with the presentation of the Conceptual Design will take place in Simferopol at the end of May, 2013 and will be arranged by the SRDC Project. The expert is required to develop a PowerPoint presentation and to deliver it in person. For this reason the expert will have to travel to Simferopol for a second time.
It is also expected that the Expert will prepare 3 hard copies of the Conceptual Design in a high printing quality which will be officially handed over to the Council of Ministers of Crimea, City Council and District State Administration of the selected Project’s pilot.
The structure of the presentation should include the following obligatory parts:
- Description of methodology & activities;
- Structure of the report;
- Development background;
- Development vision;
- Design assumptions;
- Design parameters – technical;
- Design parameters – spatial;
- Feasibility report and risk management.
- Conceptual design of an Industrial Park in English and Ukrainian languages and source files in electronic version on DVD-ROM submitted to SRDC Project’s supervisor;
- PowerPoint presentations of the Conceptual Design developed and delivered to republican and local authorities;
- Three hard copies of the Conceptual Design printed and transferred to the Council of Ministers of Crimea and local authorities.
It is expected that during the first week after the start of assignment the expert will provide a detailed structure of the Conceptual Design report and plan of works which will be agreed with the SRDC Project’s supervisor.
The first site inspection visit has to take place not later than April 30, 2013.
The development of the Conceptual Design has to be done by May 27, 2013.
At least three working days before the delivery of the presentation the Expert will have to provide materials (including PowerPoint presentations, handouts, etc.) to the Direct Supervisor. The presentation of the Conceptual Design of the Industrial Park has to be delivered not later than May 31, 2013.
The Expert will work in close cooperation with the National Expert on Investment Promotion of SRDC Project.

Required Skills and Experience
Education:- Master’s degree in Urban Planning or Civil Engineering or other related fields;
- At least 5 years of professional experience in multi-disciplinary design & engineering, preferably in infrastructure, industrial property or economic development projects;
- Proven ability to develop highly professional conceptual designs as evidenced by portfolio of previous works;
- Good computer skills (MS Office) is a must.

Lump sum contract
The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).
Travel costs
All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.
Evaluation
- Educational background – 10 points max;
- Relevance of the professional experience – 30 points max;
- Quality of previous works – 30 points max.

Cumulative analysis
Contract award shall be made to the incumbent whose offer has been evaluated and determined as:
- responsive/compliant/acceptable, and
- having received the cumulative highest score out of a pre-determined
* Financial Criteria weight: 30%
Only candidates obtaining a minimum 70% from the maximum available technical score would be considered for the Financial Evaluation.
The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:
30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].
The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer and will be awarded a contract.
