Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
 
UN Women is seeking to hire a Programme Specialist to support the organizations efforts in the areas of gender equality, health, and HIV/AIDS. The Programme Specialist is responsible for undertaking research and analysis; monitoring and reporting; advocacy and communications and knowledge management.

The Programme Specialist will report to the Policy Advisor, Gender Equality and HIV/AIDS and work in close consultation with UN Women’s policy and programme sections, regional and country offices.

Duties and Responsibilities

Research and analysis:
  • Undertake research and analysis of global and regional trends, gaps, challenges in addressing gender equality issues related to women’s health including to identify strategic entry points for new initiatives or strengthening existing work to ensure gender equality is integrated into the HIV response;
  • Support the development of guidance and tools for integrating gender equality and women’s empowerment in HIV/AIDS strategies, programming and planning; monitoring and evaluation; as well as costing and budgeting towards influencing implementation of gender equality commitments;
  • Undertake research and analysis to review successful strategies for community mobilization, networking, and advocacy of women living with HIV and the organizations that support them; as well as networks of women caregivers and organizations that support them, to capture evidence of what works/best practices/successful strategies for women’s leadership and partnership in the HIV response;
  • Provide support to UN Women country and regional offices as needed and requested in the areas of research and technical analysis for programme development and implementation on gender equality dimensions of HIV/AIDS and health.
Monitoring and reporting:
  • Coordinate timely delivery of high quality programme and financial reporting to donors, inter-governmental processes, and inter-agency partnerships including reporting on UN Women’s progress and achievements in implementing UNAIDS Unified Budget, Results and Accountability Framework at global and regional level and support a consolidation of results;
  • Ensure adequate monitoring and reporting of implementation of UN Women’s efforts in the area of health, including supporting development of monitoring mechanisms, undertaking mid-term reviews, evaluations, within key priority areas.
  • Monitor trends and issues related to gender equality and HIV/AIDS and support the development of strategic responses to opportunities and challenges;
  • Provide substantive and technical inputs for internal reporting exercises and products relating to UN Women’s work on HIV/AIDS and health.
 Advocacy, communications and partnerships:
  • Participate and represent UN Women in key inter-agency working groups in relation to HIV/AIDS and health;
  • Support the development of effective implementation of advocacy/communications strategies particularly related to a) women’s health and b) gender equality dimensions of HIV/AIDS;
  • Develop key messages; thematic fact sheets, compilation of relevant data and evidence in simple formats for use in communications and advocacy materials.
Knowledge management and learning:
  • Synthesize lessons learned, best practices and knowledge related to addressing gender equality in the context of HIV/AIDS, and women’s health;
  • Support the development of knowledge products and advocacy tools for cross-regional sharing amongst UN Women staff and with other relevant partners;
  • Establish and facilitate an electronic community of practice on gender equality and HIV/AIDS within UN Women to support exchange of knowledge and learning;
  • Undertake regular updating and editorial management of the UN Women Gender Equality and HIV/AIDS Web Portal.

Required Skills and Experience

Education:
  • Advanced university degree social sciences, international development, or international relations, studies, communications, with specializations in gender.

Experience:

  • 5 years of relevant experience in development work and particularly on issues of women's empowerment and gender equality, with a particular focus on HIV/AIDS, and/or health. In particular understanding of women’s health; gender equality dimensions of HIV; and governance of the health and HIV responses is preferred;
  • Experience in monitoring and reporting including extensive knowledge and use of results-based management; strong writing skills, particularly in documenting lessons learned, case studies, and good practices and experience with innovative use of communication tools (i.e. communities of practice, web seminars, etc.) and dissemination of key knowledge products is preferred.

Language:

  • Excellent written and spoken English;
  • Working ability in another UN language is an asset.

In July 2010, the United nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women’s empowerment.
