Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

In partnership with the Swedish International Development Cooperation, UN Women has launched a regional programme; “Women for Women and Men for Women.” This three year regional programme,aims to respond to new challenges and opportunities in the region regarding gender equality and women’s empowerment. It seeks to understand the root causes of gender inequalities and to address them through an innovative bottom-up approach.

With the overall goal to enhance gender equality in the region, the programme intends more specifically to contribute to the following:

* Understand the root causes of gender inequality in order to develop evidence-based advocacy and awareness-raising tools; including on masculinities and working with men and boys                                                                                                                                 * Strengthen the capacities and networks of GEWE civil society organizations, with a particular focus on the sustainability of new and emerging movements;                                                                                          

* Develop community-based solutions to promote gender equality based on innovative approaches and South-South exchanges

The regional project will be implemented in a number of countries, including Morocco, and a Project Coordinator in each programme country will be recruited to manage and oversee the respective project activities in the country. The Project Coordinator (PC) for the Morocco project will be based in Rabat. S/he will be responsible for implementation and achievement of results under the SIDA funded project. In particular, s/he is responsible for the monitoring and evaluation of the “women for women” portfolio, work-plans and budget, for preparing reports as required by donor and the Programme manager. The project coordinator will be required to support the in-country coordination of both the research and programmatic components, including review of research materials, guide partners, and coordinate the civil society capacity building and sub-granting component of the programme.

Under the overall guidance and direct supervision of the “Women for Women” programme manager at the regional office in Cairo, and with the day to day supervision of the country representative, the staff member will have the following responsibilities: 

Exercise overall responsibility for planning, implementation, management, monitoring and evaluation of the programme in country
Document lessons learned and produce knowledge products
Provide day to day guidance to national partners, including capacity building, and create linkages  

1. Implementation of project activities

Exercise overall responsibility for planning, implementation, management, monitoring, coordination and reporting aspects of the “women for women” programme
Manage national network of civil society, including sub-granting, selection of partners, provide trainings, and follow up
Coordination and supervision of the experts and consultants working as part of the programme on any of the components
Be responsible for the timely preparation and quality control of all substantive technical reports, briefs and required documents;
Ensure timely production and submission of all partial and/or progress reports by all project partners
Effective application of RBM tools and monitoring achievement of results on an ongoing basis
Organize PSC, project review and/or evaluation meetings. Prepare background document, briefs, issue papers, progress reports for the PSC meetings and for donor reporting. Follow-up on the implementation of PSC decisions and recommendations;
In collaboration with the programme support team, initiate procurement of goods and services including preparation of equipment specifications, ToRs and RFPs, managing process for the selection of suppliers, contractors and partners;
Conduct field visits to supervise, coordinate and monitor field level activities of the programme in country

2.  Provision of top quality advisory and programme development services:

Thorough analysis and research of the political, social and economic situation in the country, as well as discourse on engaging men and boys, and root causes of gender equality, and preparation of substantive inputs to the UNW country office programme planning;
Identification of areas for support and interventions within the thematic/sectorial areas assigned;
Design and formulation of project initiatives within the area of responsibility, translating UNW’s priorities into local interventions.

3. Facilitation of knowledge building and management:

Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals;
Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners;
Sound contributions to knowledge networks and communities of practice;
Organization of trainings for the civil society partners on project management, RBM, and support to trainings on engaging men and boys
Support to the establishment of a national network of partners

4. Creation of strategic partnerships and implementation of the resource mobilization initiatives: 

Development of partnerships with the UN Agencies, civil society, research institutions and others in country
Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.

Impact of  Results

The key results will have a decisive impact through the achievement of the programme objectives through enhancing the capacities of civil society to provide community based solutions on addressing inequalities; and contributing regional knowledge and experience-sharing on engaging men and boys and the root causes of gender inequalities.

The programme will also have impact on the capacity of the UN system to support country offices in the design and implementation of strategies and activities that contribute to gender equality and women’s empowerment in the region. It will provide a new evidence base in the region, through the first regional men and masculinities surveys, and provide opportunities for knowledge sharing, south-south exchanges and community based solutions.

Required Skills and Experience

Master's Degree in Social Sciences, Gender Studies, Political Sciences, Business Administration, Public Administration, Economics or related field.

Minimum 5 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of women empowerment projects
In-depth knowledge of gender issues in the Arab States region.
Familiarity with the United Nations System and UN Women is an asset.
Previous experience with UN processes, including those related to women’s empowerment and gender equality.
Knowledge on working with small grants, and masculinities as well as research background an asset

Written and oral proficiency in  French, English and Arabic is required.
