In accordance with the Comprehensive Peace Agreement (CPA) and Security Council resolution SC 1590 of March 24, 2005, the United Nations Mission in Sudan (UNMIS) has been mandated to provide support and assistance to the Government of National Unity (GONU) and Government of South Sudan (GOSS) in planning, developing and implementing the national Disarmament, Demobilization and Reintegration programme. To this end, an integrated UN Disarmament, Demobilization and Reintegration (DDR) unit has been established with Headquarters in Khartoum and field offices in South Sudan (in Juba, Malakal, Wau). In line with the Integrated DDR Standards, while DPKO is providing guidance for the DDR process as a whole and leading the planning and implementation of the D & D components, UNDP, through voluntary contributions, acts as the planning and implementation agency for the reintegration component.
 
DDR in Sudan is meant to enhance short-term security through capitalizing on peace dividends through reintegrating individual ex-combatants (XCs) and SNGs, while also contributing to longer-term peace and stability through affecting the rightsizing of both the SAF and SPLA.  Doing so will positively impact security in a three pronged approach by increasing trust and confidence between the two formerly opposing forces, facilitate conditions for domestic security, as well as address directly XCs and SNGs as a human security threat.
 
Guided by the National DDR Strategic Plan (adopted in August 2007), and National Reintegration Policy and the UN Development Assistance Framework, the DDR Programme also aims at contributing to the Northern Sudan’s Strategic Five Year Plan (2008 – 2011) and South Sudan’s Three Year Strategic Plan for recovery and development, which emphasize the effective and sustainable reintegration of ex-combatants, while recognizing the need to support Millennium Development Goals in all recovery and developmental spheres.
 
The SDDRP aims at contributing to the implementation of the CPA by creating an enabling environment to enhance security through the provision of technical and material support to the national authorities charged with the design and implantation of a comprehensive DDR programme. Specifically, the objective of the DDR Programme is to provide direct support to the eligible participants of 180,000 to facilitate their reintegration into civilian communities. Due consideration is given to promoting community security and social cohesion through capacity development at local and national levels to ensure the sustainability of the reintegration effort by close monitoring of individual projects and the promotion of close linkages with other governmental and internationally-supported programmes.
 
The organizational structure of UNDP/DDR reflects the needs of this worldwide biggest DDR programme with a single headquarters in Khartoum, a North and a South Coordination Office in Juba and Khartoum respectively, as well as 20 State Offices. Under the overall guidance of DDR Programme Director, and the direct supervision of the DDR Deputy Head of Operations based in Juba, the Procurement Specialist is responsible for management of the Procurement Unit in the UNDP/DDR Regional Office in Juba, effective delivery of procurement services in order to obtain the best value for money in UNDP/DDR Programme which, indeed, has an enormously large procurement volume. The Procurement Specialist manages the procurement portfolio of the DDR Regional Office in South/Sudan including assets and contracts of the DDR Programme being implemented in 10 Southern States of Sudan.  The Procurement Specialist supervises and leads the support and professional staff of the Procurement Unit in the DDR Regional Office in Juba. The incumbent will also interact with senior governmental officials to effectively manage procurement activities, mobilize resources and build/maintain strategic partnerships.

Ensures elaboration and implementation of operational strategies focusing on achievement of the following results:

  • Full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies; elaboration of the effective internal control, proper design and functioning of a client-oriented procurement management system.
  • UNDP DDR Programme Procurement business processes mapping and elaboration/establishment of internal Standard Operating Procedures (SOPs) in Procurement, control of the workflows in the Procurement Unit of the UNDP/DDR Regional Office in South Sudan, harmonization of the workflows in the regional office.
  • Elaboration and implementation of cost saving and reduction strategies.
  • Conceptualization, elaboration and implementation of contract strategy in the UNDP DDR Programme including tendering processes and evaluation, contractor appraisal, evaluation and negotiation of offers, management of the contract and contractor, legal considerations and payment conditions, risk assessment.
  • Conceptualization, elaboration and implementation of strategic procurement in the UNDP DDR Regional Office in Juba including sourcing strategy,  supplier selection and evaluation, quality management, customer relationship management, e-procurement introduction and promotion, performance measurement. 

Ensures efficient management of  procurement processes for UNDP DDR Programme and its sub-projects  focusing on achievement of the following results:

  • Timely and proper preparation of procurement plans for the office and projects, establishment of the deadlines and monitoring of their implementation.
  • Establishment and implementation of proper monitoring system and control of procurement processes including organization of RFQ, ITB or RFP, receipt and evaluation of quotations, bids or proposals, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulation.
  • Certification of submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP).
  • Management of procurement contracts and, upon delegation of responsibility, performance of the functions of
  • Manager Level 2 in Atlas for Purchase orders approval.
  • Elaboration and implementation of the internal control system which ensures that Purchase Orders (PO) are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems.
  • Management of the implementation of the procurement processes monitoring system and mechanisms to eliminate deficiencies in procurement.
  • Supervision of preparation of cost-recovery bills in Atlas for procurement services provided by UNDP to other Agencies.

Ensures elaboration, introduction and implementation of sourcing strategy and e-procurement tools focusing on achievement of the following results:

  • Development and management of the rosters of suppliers, elaboration of supplier selection and evaluation, quality and performance measurement mechanisms.
  • Management of the e-procurement system 

Ensures facilitation of knowledge building and knowledge sharing in UNDP DDR Regional Office in South Sudan focusing on achievement of the following results:

  • Organization of training for the operations/ projects staff on Procurement.
  • Organization of trainings for Govt. staff on Procurement as required.
  • Synthesis of lessons learned and best practices in Procurement.
  • Sound contributions to knowledge networks and communities of practice.

Qualifications et expériences requises

Education:
  • Masters’s Degree or equivalent in Business Administration, Public Administration, Finance, or Procurement is required.
  • UN/UNDP Procurement Certification will be a distinct advantage(if not acquired, the selected candidate should obtain such certification within 2 months of appointment).  

Experience:

  • 5 years of relevant experience at the national or international level in procurement management is required.
  • Experience in the UNDP's ERP platform would be beneficial
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of web based management systems
  • UNDP procurement experience in post-conflict/crisis countries would be a distinct advantage.
Language and other requirements:
  •   Fluency in English required. Knowledge of Arabic would be useful.
