In accordance with the Comprehensive Peace Agreement (CPA) and Security Council resolution SC 1590 of March 24, 2005, the United Nations Mission in Sudan (UNMIS) has been mandated to provide support and assistance to the Government of National Unity (GONU) and Government of South Sudan (GOSS) in planning, developing and implementing the national Disarmament, Demobilization and Reintegration programme. To this end, an integrated UN Disarmament, Demobilization and Reintegration (DDR) unit has been established with Headquarters in Khartoum and field offices in South Sudan (in Juba, Malakal, Wau). In line with the Integrated DDR Standards, while DPKO is providing guidance for the DDR process as a whole and leading the planning and implementation of the D & D components, UNDP, through voluntary contributions, acts as the planning and implementation agency for the reintegration component.
 
DDR in Sudan meant to enhance short-term security through capitalizing on peace dividends through reintegrating individual ex-combatants (XCs) and Special Need Groups (SNG), while also contributing to longer-term peace and stability through affecting the rightsizing of both the SAF and SPLA. Doing so will positively impact security in a three pronged approach by increasing trust and confidence between the two formerly opposing forces, facilitate conditions for domestic security, as well as address directly XCs and SNGs as a human security threat.
 
Guided by the National DDR Strategic Plan (adopted in August 2007), and National Reintegration Policy and the UN Development Assistance Framework, the DDR Programme also aims at contributing to the Northern Sudan’s Strategic Five Year Plan (2008 – 2011) and South Sudan’s Three Year Strategic Plan for recovery and development, which emphasize the effective and sustainable reintegration of ex-combatants, while recognizing the need to support Millennium Development Goals in all recovery and developmental spheres.
 
The SDDRP aims at contributing to the implementation of the CPA by creating an enabling environment to enhance security through the provision of technical and material support to the national authorities charged with the design and implantation of a comprehensive DDR programme. Specifically, the objective of the DDR Programme is to provide direct support to the eligible participants of 180,000 to facilitate their reintegration into civilian communities. Due consideration is given to promoting community security and social cohesion through capacity development at local and national levels to ensure the sustainability of the reintegration effort by close monitoring of individual projects and the promotion of close linkages with other governmental and internationally-supported programmes.
 
The organizational structure of UNDP/DDR reflects the needs of UNDP’s biggest DDR Programme with a single headquarters in Khartoum, a North and a South Coordination Office in Juba and Khartoum respectively, as well as 20 State Offices. Based in Khartoum and reporting to the Chief of DDR Operations, the Security Specialist(s) in Khartoum and Juba will take the overall responsibility for the management of security for all national and international staff in UNDP/DDR. Therefore, the level of responsibility of this post is, by and large, supporting the DDR process being undertaken by the organization throughout the country. In addition, the incumbent of this position is expected to provide coordination, monitoring and evaluation, reporting, facilitating overall security assessment, mainstreaming, oversight and control for all security related matters of the Programme and ensure that the DDR Programme is advised on all security issues that would affect the DDR Programme as a whole.

The primary responsibility of the Security Specialist is to support the DDR Programme in the protection of, and mitigation of risk to all DDR staff, resources, assets, facilities and offices in all locations where DDR may be represented and to enable uninterrupted DDR implementation throughout Sudan:
  • Ensuring that DDR security support and security risk management are mainstreamed into all levels of project planning, budgeting, implementation, monitoring and evaluation. Ensuring adequate security and safety measures are implemented at all DDR facilities in accordance with current risk assessments and United Nations Policies and Procedures.
  • Ensuring the best possible protection of DDR staff, resources, assets and facilities in accordance with United Nations Policies and Procedures.
  • Ensuring close co-operation and coordination with the UNDP Country Office Security Unit and with UNDSS.

Conduct threat and risk assessments, as/when required and in conjunction with the programme and project manager/s, of security conditions in the districts and regions of Sudan where DDR Programmes and projects are being implemented, focusing on achievement of the following results:

    Assess and analyze the evolving security situation in the country that can have a direct impact on DDR operations or poses direct threat to DDR personnel and properties.
  • Identify security risks, make appropriate recommendations and implements appropriate risk mitigation measures to mitigate the risk and threat facing DDR staff members and premises;
  • Plan and implement requisite risk mitigation measures in order to enable DDR staff to perform their duties and implement the project mandate.

Ensures implementation of Security Plan and Minimum Operating Security Standards, focusing on achievement of the following results:

  • Mainstreaming of security into DDR Programme and its activities.
  • Provide UNDP DDR specific inputs and assist UNDSS in developing and updating the country specific security plan, and contingency plans, in accordance with the UN Field Security Handbook.
  • Formulates a security plan for UNDP DDR Programme in line with country security plan and ensures that all UNDP DDR personnel are included in the overall security plan of the respective duty stations, prepared and maintained by the UNDSS.
  • Assists Chief of DDR Operations in development of a functional business continuity plan (BCP) for UNDP DDR Programme.
  • Ensure that the DDR Warden System functions effectively and the staff tracking system is operational and updated at all times;
  • Ensure that security clearance requests are processed in accordance with UNDSS procedures.
  • Provide advice on the identification and selection of appropriate security equipment.
  • Ensure that all DDR personnel, equipment and facilities are MOSS compliant.
  • Ensure that all DDR staff is provided with, and proficient in the use of, security equipment, including communications equipment, vehicle emergency equipment and personal security safeguards required for work in the field.
  • Provide orientation and training to all DDR staff on security guidelines, communication procedures, travel precautions, emergency procedures and existing restrictions in movement, such as curfews, restricted and high-risk areas.
  • Establish internal communication systems ensuring proper integration into UN Communication systems.

Ensures Sharing Information and Reporting, focusing on achievement of the following results:

  • Provide timely and accurate security advice and information to DDR management as well as Reintegration Field Officers in charge of State Offices. Immediately report all security related incidents involving DDR staff, resources, assets, facilities to the Chief of DDR Operations and UNDSS.
  • Provide the DDR staff with situation reports and other appropriate security related information as and when required.
  • In coordination with the UNDP Security Advisor, ensure appropriate professional liaison with local authorities responsible for security, law and order.
  • Liaise and coordinate with partner organizations and counterparts in the planning, preparation and execution of activities in order to ensure the safety and security of DDR staff as the highest priority.
  • Conduct incident and accident investigations in conjunction with UNDSS as and when requested by the DDR management.
  • Participate in inter-agency security coordination meetings/participate as member of the security cell established by the DSS Chief Security Advisor.

Ensures MOSS/MORSS compliance of the DDR sites and international staff residences, focusing on achievement of the following results:

  • Conduct periodic security assessments of DDR premises; provide advice on shortfalls in security preparedness and recommend improvements and assist Chief of DDR Operations in implementation of suggested security measures.
  • Maintain accurate and thorough records related to the Emergency Response Plans for the existing facilities and personnel;
  • Conduct periodic evaluations of the DDR offices as well as international staff residences MORSS compliant, and provide appropriate advice and recommendations to the staff concerned to achieve MORSS compliance.

Ensures effective and efficient provision of administrative support services, focusing on achievement of the following results:

  • Coordinate field missions and guide support staff (travel assistant and drivers) in security services, incl. convoy and radio communication etc.
  • Technical and tactical supervision of the armed escort team as/when required
  • Presentation of thoroughly researched information for planning of security resources for security services.
  • Advise DDR Management on Local Security Staff requirements and supervise, if such staff is recruited.
  • Support in coordination with local authorities.

General:

  • In terms of functional matters related to DDR programme security, the Security Specialist will report to the Chief of DDR Operations through the UNDP Security Advisor.
  • The DDR Security Specialist will, in consultation with the Chief of DDR Operations, respond to requests from the DO/CSA to perform UN related security tasks
  • Any other security related tasks assigned by the UNDP Country Director through the Chief of DDR Operations

Qualifications et expériences requises

Education:

  • Advanced University Degree (Master Degree or equivalent) preferably in social science, management, or related security field
Experience:
  • Minimum 5 years of relevant experience in security matters and information management in a police or military environment;
  • In-depth knowledge of security management and risk management;
  • Experience with international organizations, preferably within Sudan, will be a distinct advantage
  • Knowledge of UNDP business operations is preferred
  • Knowledge of UNDP Country Office structure; roles and responsibilities of the Resident Coordinator, Resident Representative, Designated Official, DSS and UN Security Management System is preferred.
  • Ability to work and act under pressure, and with discretion, in a politically sensitive environment, with a minimum of effort; Experience working in post-conflict setting – ideally, in a situation of demobilization, return and reintegration of ex-combatants would be an advantageExperience working in remote areas. Preference will be given to candidates with experience in UN field Security operations.
Language:
  • Fluency in English is required. Working knowledge of Arabic is desirable.
Other skills and requirements:
  •  Knowledge of the political and economic situation in Sudan is highly desirable.
    Excellent command of MS Office applications (including Word, Excel, PowerPoint.)
