Preamble:

The United Nations Volunteers is the UN organization that supports sustainable human development globally through the promotion of volunteerism, including the mobilization of volunteers. It serves the causes of peace and development through enhancing opportunities for participation by all peoples. It is universal, inclusive and embraces volunteer action in all its diversity.

This post is a UNV volunteer assignment based on the values of free will, commitment, engagement and solidarity, which are the foundations of volunteerism. Volunteering brings benefit to the individual volunteer as well as the society at large. It enhances social cohesion and enriches communities.

In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UNV volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.

In all assignments, UNV volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich your understanding of local and social realities, as well as create a bridge between yourself and the people in your host community. This will make the time you spend as UNV volunteer even more rewarding and productive.

Devoirs et responsabilités

The UNV Coordinator based in Jayapura will be assigned to help define and coordinate a programme of UNV assistance in Papua where a large number of national Volunteers are located and more recruitment is planned.  S/he shall report to the UNDP Coordinator in Jayapura and will supervise a team of national UNV Volunteers working as ‘district support officers’. The  UNV Coordinator will also report to the UNV Programme Officer in Jakarta.
S/he will be responsible for:


Programme

  • Identifying, through consultation with local stakeholder’s organizations, suitable candidates for UNV “district support officer” positions. There will be an emphasis on building capacities of local Papuans to fulfill these roles, such that identifying Papuan candidates will be a priority. Jointly with the national Programme Analysist and in consultation with the UNV Programme Officer in Jakarta, identify, interview, and brief national and international UN volunteers, to the extent possible from Papua Province.   Develop, jointly with the above-mentioned partners, suitable training and support systems for the UNV ‘district support officers’. In consultation with relevant UNDP and other UN Agency staff, ensure appropriate security, housing and logistical arrangements are in place for national UN Volunteers serving in  Papua.
  • Create a network among serving UN Volunteers for information exchange and sharing of experiences, organizing regular joint meetings where issues and concerns can be discussed.
  •  In collaboration with UNV Programme Officer, monitor and assess the effectiveness and quality of UNV inputs assigned to various agencies working within the objectives of the Papua Development Programme.  Based on the monitoring, recommend adjustments to training and mentoring systems to support the UN volunteers and document best practices/experiences of volunteer contributions. Including follow-up on UNV progress reports.
  • Prepare monthly summary reports of all ongoing UNV activities in  Papua, to be provided to the UNDP Coordinator in Papua and the UNV Programme Officer in Jakarta.
  • Perform other duties as may be required.
Administration

NOTE:


All administrative and programme matters and paperwork must be sent to the UNV Programme Office in Jakarta.
  • Process administration with the local government authorities for UN Volunteers assigned in West Papua, as needed, with support of the other programme staff in Papua.
  • Screen all national UNV applications for identified profiles and build a roster of qualified candidates.  
  • Interview local UN Volunteer specialists and field workers under consideration for recruitment and drafting interview reports    (English). 
  • Maintain individual files of all UN Volunteers assigned in Papua, copying to UNV Jakarta, ensuring that all correspondence and periodic reports are properly kept and that matters requiring action are brought to the attention of UNDP Papua and UNV Programme Office as well.
  • Assist national UN Volunteers in preparing reports on their work and ensure, to the extent possible, compliance with the UNV online reporting system requirement. 
  • Liaise with UNV Country Office Assistant to ensure timely payments of volunteer allowances.
  • Keep records of the contractual status of all serving UN Volunteers in Papua and flags to UNV Programme Officer and UNDP follow-up actions on post extensions, renewals and replacements.
  • Maintain up-to-date leave records and ensure that all UN volunteers in  Papua submit their leave requests well in advance to the UNDP office (particular attention is given to final leave entitlements), copying UNV Jakarta.
  • Undertake tasks assigned by UNDP Coordinator in briefing and debriefing UN volunteers in Papua.  This will include briefing UN Volunteers and host agencies in administrative, financial and security procedures.
  • Provide necessary policies and forms to enable volunteers and host agencies to understand and comply with the above.
  • Ensure the UNV volunteers in Papua are provided with communication and security equipments as required in consultation with UNDP and UNDSS
  • Perform other duties as may be required.

Compétences

Results /Expected Output:

The People-centred Development Programme is expected to result in positive human development changes in Papua / West Papua, thus the work of the UNV ‘district support officers’ is critical for local people.  Effective demonstrations of appropriate livelihood, health and education services will have an impact on the effectiveness of the programme and will impact on the image and reputation of UNDP and UNV amongst partners and other stakeholders in Papua.

Promotion of Volunteerism

As a UNV volunteer, you are expected to promoting volunteerism and/or engaging in volunteering activities. As such you are encouraged to:
  • Strengthen your knowledge and understanding of the concept of volunteerism by reading relevant UNV and other publications and taking active part in UNV activities;
  • Get acquainted with traditional and/or local forms of volunteerism in the host community;
  • Network and build relationships with local organizations, groups or individuals and support and/or participate in local volunteering initiatives;
  • Encourage and mobilize co-workers, fellow UNV volunteers and members of the local community to play an active part in the development of their community;
  • Contribute articles/write-ups on field experiences and submit for UNV publications/websites, newsletters, press releases, etc.;
  • Initiate and/or participate in local volunteer groups. Assist them in submitting stories, experiences to the World Volunteer Web site;
  • Promote or advise local groups in the use of OV (online volunteering), or encourage relevant local individuals and groups to use OV whenever technically possible.


Qualifications et expériences requises

Qualifications/Requirements:

Education

  • Graduate level university degree or higher in a relevant field
  • Minimum of 5 years relevant job experience
  • Strong administrative skills
  • Strong interpersonal and communication skills
  • Proven experience in coordination and mobilization of human resources (volunteer management experience an asset)
  • Awareness of own strengths and weaknesses and evidence of commitment to self-managed personal development
  • Commitment to UNV’s mission, aims and values, particularly to the promotion of volunteering for development and volunteering for MDG
  • Excellent English and willigness to learn Bahasa Indonesian Language
Desirable:
  1. Previous experience as programme/project assistant or coordinator
  2. Work experience in remote and difficult settings.
  3. Previous working experience in Indonesia and preferably Papua.
