The Constitution of the FDRE envisions a democratic community that respects the rule of law and ensures respect for human and democratic rights. The Ethiopian Institution of the Ombudsman (EIO), along with other democratic institutions is a critical element for the implementation of this vision. The establishment of the EIO is set out in Article 55(15) of the FDRE Constitution. In line with this provision of the Constitution, the enabling legislation of the Ethiopian Institution of the Ombudsman (EIO), Proclamation 211/2000 was passed. Consequently, in 2004, the Chief Ombudsman was appointed and in 2005, the Deputy Chief Ombudsman and the Ombudsman for Children and Women were appointed. Since then the Institution has been engaged in organizing and employing key personnel so as to hire staff and conduct its functions to the full scale.
The EIO is one of the six major democratic governance institutions supported under the Democratic Institutions Program (DIP), a four year multi-donor in support of the Plan for Accelerated and Sustainable Development to End Poverty (PASDEP) theme goal to develop “…. A fully operational democratic, accountable, and responsive constitutional federalism, ensuring citizens’ empowerment and participation”.
The purpose of the DIP is to support the development of key organizations that together play a role in strengthening institutional frameworks of democratic governance in Ethiopia, viz.  1). Promoting human rights and good governance; 2). Enhancing the capacity of democratic institutions to be effective, sufficient and responsive in promoting and protecting the rights of citizens; 3). Empowering citizens to be active and effective participants in the democratic process as well as respect for the rights of others.
To achieve these objectives, the DIP has identified, but is not limited to, the following key institutions as enabling partners: The National Electoral Board of Ethiopia (NEBE), The Ethiopian Human Rights Commission (EHRC), The Ethiopian Institute of the Ombudsman, The Federal Ethics and Anti-Corruption Commission, House of Peoples’ Representatives, Regional State Councils, the House of Federation and Regional Council of Nationalities.
The position of the Program Officer is created to assist the EIO in the implementation of activities under the DIP Sub Programme in a timely and effective manner. The programme officer will hence be responsible to oversee the implementation of all activities under the DIP Sub programme in a timely and effective manner in accordance with the sub programme and annual work plans. Moreover, as an extension of building the capacity of the institution, the Program Officer will provide technical expertise to the Chief Ombudsman in areas that may be required.

Devoirs et responsabilités

Under the overall supervision of the Chief Ombudsman, the Programme officer will:
 
·         Provide effective management support to ensure smooth operations of the sub programme
·         Work closely with finance and procurement officers of the sub-programme 
·         Coordinate and provide the necessary support to the rest of the full and part time staff of the sub-programme as well as National UNVs hired to assist EIO in implementation of activities
·         Assist finance officers in preparation of FACE advance request and financial reports
·         Regularly follow up, monitor and report on implementation of programme activities in accordance with the approved programme document, work plan and budget , assuring quality of the data presented
·         Ensure that performance reports are results oriented.
·         Analyze, consolidate, edit and/or draft progress and financial reports on a quarterly basis, as well as biannual and annual reports, through liaison and close consultation with DIP Coordination Unit
·         Under the supervision of the sub programme coordinator ensure that reports, including financial statements are prepared and where appropriate prepare budget revisions as well as ensure strict compliance with contribution agreements and sub programme documentation
·         Ensure that annual work plans and annual reports are prepared accurately
·         Support preparation for NEX audits and corporate reporting requirements
 
In addition to managing the DIP sub-programme, the Program Officer will:
 
·         Provide technical and professional assistance to the Chief and Deputy Ombudsman in various capacities and as may be required
·         Provide professional support to the Chief and Deputy Ombudsman in promoting the institution internationally
·         Assist the Chief and Deputy Ombudsman in networking and international relations with foreign Ombudsman Offices
·         Undertake research, draft conference papers, speeches and working papers for the Chief and Deputy Chief Ombudsman as may be required
·         Assist the Chief and Deputy Ombudsman in preparing for donor and other international meetings
·         Undertake additional tasks assigned by the Chief Ombudsman

Qualifications et expériences requises

Minimum Qualification/Experience Requirements:
 
·         Education: Master’s degree in Law, Social Science, or related fields.  
 
·         Experience: 4  years of experience for Master’s degree holders or  2 years of experience for LLM holders in human rights and governance related field; Previous experience in project management and capacity building; Knowledge and understanding of project management, and financial and narrative reporting; Knowledge and understanding of issues related with human rights, governance, public administration and democracy; Excellent written and verbal communication in English; Previous experience with national human rights institutions and international experience or exposure is a plus.
 
·         Language Requirements: Fluency in Amharic and English is required.
