The United Nations Development Programme (UNDP) and United Nations Capital Development Fund (UNCDF) are extending financial support to the Government of Uganda towards the District Development Programme III. The programme wishes to recruit a short term consultant to support the 5 pilot local governments in developing the Local Economic Development strategies as part of the District Development plan. The DDP III is launching an intensive effort to generate the first set of Integrated LED Strategies for the 5 pilot districts to function as the primary platform for intervention by local governments, other LED promoters and the private sector towards a sustainable and equitable process of economic development. This effort represents the initial attempt at generating these strategies and will thus be approached with flexibility to ensure that the process remains malleable and receptive to modifications and fine-tuning. The strategy development process at each pilot district will be led by a multi stakeholder team made up of core LG personnel relevant to this effort (derived from the Production and Marketing Department and others as relevant), representatives of other public, quasigovernmental, non-governmental and private sector entities engaged in LED promotion functions (members of an expanded LED Propagation Committee), representatives of LED focused donor initiatives and a representative sample of the members of the LED Forum representing the various components of a locality’s formal and informal private sector. This multidisciplinary team will be supported by a DDP III support team which will include the LED Specialist, the LED Support Officer, the Mobile Team members and an externally recruited LED Strategy Development Specialist. These teams will receive support and facilitation from the Project Support Team of the Ministry of Local Government as well as the UNCDF/UNDP personnel associated with the DDP III.

Devoirs et responsabilités

The Strategy Development Specialist shall provide coordination and technical guidance to the process of development of the LED Strategy for the DDP III 5 pilot Districts. The Strategy Specialist shall work closely with the LED Specialist, the LED Support Officer, Mobile Team members and the designated LG counterparts at each of the 5 Districts to undertake this effort. The process will entail the following actions;

  1. Convene the core members of the LED Forum at each of the 5 pilot districts to include an effective representative sample of the local (formal and informal) economy’s sectors, clusters and value chains. It is desirable that core membership of the Forum for this purpose should not exceed 30 individuals in total;
  2. Convene the core members of the Propagation Team which has been designated for each District to participate in the sessions to be held with the core members of the Forum;
  3. Work in a participatory manner with each Forum and the District Propagation Team on reviewing and verifying available data on the district economy, assessing its level of accuracy/quality and extent of coverage/comprehensiveness and supplementing it with verifiable qualitative and quantitative information to be provided by Forum members;
  4. Generate a comprehensive picture (to the extent possible for this round of strategy formulation to be refined annually) of the District’s economy, its overall characteristics and structure, its position within its surrounding region and beyond, its primary sectors, clusters, value chains, their scale, patterns of growth/decline and explore its overall potentials and challenges. Reach preliminary consensus regarding the generated picture of the economy and use as a foundation for activities that follow;
  5. Identify the economy’s specific potentials in terms of sectors, clusters or value chains and articulate the actions required to realize them;
  6. Identify the bottlenecks (infrastructure, regulations/policies, weaknesses in its support sectors, gaps or weaknesses in the supply chains of its sectors, clusters and value chains, in the skill of its workforce, in the capacities and qualities of its enterprises…..) that undermine the realization of the economy’s potentials and define the interventions needed to address each;
  7. Combine related interventions/actions to be carried out to realize potential or to address bottlenecks to form a series of integrated programmes and determine the logical sequence of implementation of each programme’s set of interventions or actions;
  8. Provide an estimation of cost of each programme and the breakdown of cost of the projects and interventions it encompasses;
  9. Identify potential implementers (LG, central ministry or programme, donor partner, private sector, NGO, community organization or other) of programmes and projects and seek initial interest or commitment.
  10. Elaborate the District medium-term LED Strategy (3-5 years) to include identified programmes and their projects and derive an annualized implementation plan and budget.
  11. Develop a monitoring plan to track the progress made in the implementation of the annual plans. Outputs/Deliverables/Reporting Requirements

The Strategy Development Specialist shall work closely with the DDP III team and the counterpart teams of participating districts to jointly produce a draft Integrated LED Strategy for each of the participating districts which should contain the following; 1.A summary description of the District’s economy, its overall characteristics and structure, its position within its surrounding region and beyond, its primary sectors, clusters, value chains, their scale, patterns of growth/decline and explore its overall potentials and challenges. Reach preliminary consensus regarding the generated picture of the economy and use as a foundation for activities that follow; 2.A summary of the specific potentials of the local economy’s sectors, clusters or value chains and the actions required to realize them; 3.The bottlenecks (infrastructure, regulations/policies, weaknesses in its support sectors, gaps or weaknesses in the supply chains of its sectors, clusters and value chains, in the skill of its workforce, in the capacities and qualities of its enterprises…..) that undermine the realization of the economy’s potentials and define the interventions needed to address each; 4.The series of integrated intervention programmes to be implemented to address bottlenecks and to support the realization of potentials and the logical sequence of their implementation; 5.An estimation of cost of each programme and the breakdown of cost of the projects and interventions it encompasses; 6.The potential implementing partners (LG, central ministry or programme, donor partner, private sector, NGO, community organization or other) of programmes and projects and an indication of their initial interest or commitment. 7.A draft District medium-term LED Strategy (3-5 years) to include identified programmes and their projects and an annualized implementation plan and budget. 8.A monitoring plan to track the progress made in the implementation of the annual plans.

Qualifications et expériences requises

  • Masters degree in development or related fields (business, economics, public policy, sociology, international development and engineering).
  • At least 5 years of relevant documented experience in issues related to local development, integrated planning and capacity development at the sub-national level.
  • Experience and demonstrated capacity to work in rural and remote localities.
  • Fluent in both written and spoken English.
