The Programme Analyst - will work in the Governance and Rule of Law Unit under the overall guidance of the Deputy Country Director (Programme) and under the direct supervision of the Head of unit and in close cooperation with the Programme Specialist Democratization and Citizen Participation and other unit members. other unit members.
 
The main roles of the Programme Analyst are to: effectively oversee the Elections and Referenda Assistance project implementation; provide quality assurance, assist in mobilizing resources and strengthen partnerships with donors and government; and ensure effective monitoring and evaluation of programme interventions. The Programme Analyst is the link between Governance Unit and the Elections and Referenda Assistance projects and should keep him/herself informed of projects issues on a daily basis. The programme portfolio of the Programme Analyst is core intervention within the democratization and citizen participation component of the deepening democracy programmes of UNDP in North Sudan.
 
To successfully implement the programmes, the Programme Analyst will be expected to provide sound and dynamic support to the Project Managers of the programmes in his/her portfolio. The Programme Analyst work in close collaboration with the other UNDP Sudan Programme Units, the Operations Section and relevant departments in UNDP Headquarters to support the smooth implemention of the programmes in his/her portfolio.

Summay of Key Functions:     
  • Ensure regular oversight and quality assurance of the Elections and Referenda Assistance projects, focusing on quality control of the full cycle of the project from formulation to implementation
  • Provide policy advice and facilitate the building and sharing of knowledge
  • Providing support in thematic coordination and supporting inter-thematic linkages with other programmes implemented by UNDP;
  • Support advocacy and information, education and communication (IEC) of Governance and Rule of Law related initiatives Advocating for, and promoting awareness and understanding of, UNDP’s mandate, mission and purpose with special emphasis on Democratization and Citizen Participation; ;
  • Facilitation on all operational actions of the Elections and Referenda Assistance project related with the CO,
  • Follow up on disbursement of fundings from donor pledges and facilitation with UNDP NY, MSU and UNDP CO finance for allocation of funds into UNDP Elections and Referenda project accounts.
1.  Ensure regular oversight and quality assurance of the assigned portfolio, focusing on quality control of the full cycle of programming from formulation to implementation. This includes:
  • Providing quality support to the relevant Programme and Project Managers
  • Further developing the Governance and Rule of Law Programmes into a strategic and well resourced UNDP flagship programmes;
  • Provide strong oversight for the Democracy and Citizen Participation -  Elections and Referenda Support portfolio
  • Nurturing close liaison with UNDP’s Southern Sudan office and UNDP NY office;
  • Providing guidance and technical advice on the formulation of innovative programme strategies and project proposals;
  • Ensuring oversight of planning, budgeting, implementing, monitoring, preparation of reports and evaluation of the project to the project board/steering committee;
  • Performing the function of Manager Level 1 in Atlas for development projects transactions approval.
  • Supervise and build the capacity of relevant staff (both national and international) within the unit; and
  • Effectively following up on audit recommendations pertaining to the programme
2. Provide policy advice and facilitate the building and sharing of knowledge through:
  • Support the development of policies to address Governance and Rule of Law related challenges in Sudan in collaboration with the Government and other strategic partners;
  • Managing the dissemination and application of knowledge, best practices and programme results for advocacy, resource mobilization, learning and practice development;
  • Substantive contributions to knowledge networks and communities of practice.

3. Support advocacy and information, education and communication (IEC) of Governance and Rule of Law related initiatives.

4. Facilitation on all operational actions of the Referenda’s Assistance projects related with the CO:

  • In coordination with the Elections and Referenda Assistance Project Managers facilitate the processing in the UNDP CO of all elections and referenda support projects operations related issues, namely HR, finance, procurement in order to prevent bottlenecks
  • Maintain oversight of the Elections and Referenda Assistance Projects and flag the Project  Manager and project team on any issues in terms of operations management with the UNDP CO that would delay implementation
5. Support the Referenda Support project teams in generating contribution from donors and agreements with implementing partners
  • In coordination with the Referenda Advisors facilitate donor interest in pledging support
  • In coordination with the Referenda Project Manager and MSU, advise on modalities of contracts and MOU with donors and implementing partners
  • In coordination with the Referenda Project Manager and MSU, draft contracts and agreements for the Referenda projects for review.
  • Follow up with donors and IP, the agreements signatures and transmission of pledges into funds
6. Follow up on disbursement of funding from donor pledges and facilitation with UNDP NY, MSU and UNDP CO finance for allocation of funds into UNDP Referenda project account:
  • In coordination with the Referenda Project Managers and Finance Specialist follow up on the transmission of funds from donors into the UNDP bank account
  • Follow up with UNDP NY, MSU and UNDP CO office finance and in coordination with the Referenda assistance Management Support Unit the transfer of donor funds into the Referenda Assistance budget for north and south

Qualifications et expériences requises

Education:

  • Master’s Degree in Public Policy and Administration, Political Sciences, Social Sciences or related field.

Experience:

  • 2 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects. Experience in the usage of computers and office software packages, experience in handling of web based management systems.

Language Requirements:

  • Fluency in English, knowledge of Arabic is an asset.
