In April 2010, widespread rallies and demonstrations in protest at the government’s economic policy resulted in the dissolution of Government and Parliament and the resignation of the President of the Kyrgyz Republic. A group of leading opposition figures united to create a provisional government, which assumed executive and legislative power, but limited its mandate to six months. On 27 June, 2010 Kyrgyzstan held a referendum on a new Constitution that resulted in its adoption. On 3 July, 2010 a new president was inaugurated in Kyrgyz Republic.
 
The country situation deteriorated in June. An outbreak of violence in the multiethnic cities of Osh and Jalalabad in southern Kyrgyzstan, as well as in a number of districts of both provinces, resulted in 300,000 internally displaced persons (IDPs) and up to 765,300 direct and indirect victims who are still in their homes, such as ethnic minority communities, people wounded in the conflict, SGBV survivors and children.
The conflict has had acute and pressing humanitarian consequences for 1,140,200 people. An estimated 375,000 people have fled the conflict in Osh and Jalalabad and of these, an estimated 300,000 internally displaced persons were in need of urgent assistance with shelter, food, water and security needs. More than 75,000 people, predominantly women, girls and wounded people, have sought refuge in neighboring Uzbekistan within the first weeks in the aftermath of the conflict, majority of which have returned back to the country by end of June.
 
In this regard, UNIFEM (part of UN-Women), participated in an inter-agency rapid needs assessment that provided accurate information on the main protection concerns, including GBV related issues. UNIFEM (part of UN-Women) provides support to advocacy initiatives as well as implementing specific projects promoting women’s leadership in peace building processes.
In July 2010 UNIFEM (part of UN-Women) started implementation of a joint UNIFEM (part of UN-Women)-UNFPA programme “Rapid Response to the Needs of Women and girls – survivors of Sexual Violence during the Conflict on South of Kyrgyzstan”. The programme aims at ensuring a rapid response in provision of services to survivors of sexual violence, including qualified psychological and rehabilitation assistance to women, girls and boys raped during the conflict.  Additionally, UNIFEM (part of UN-Women) received funding from Central Emergency Response Fund (OCHA) to implement a project “Identification of and response to the needs of women, girls and boys – victims of violence” with an objective to ensure the qualified psychological and rehabilitation assistance to the women, girls and boys – victims of violence during the conflict.
 
As part of Flash Appeal UNIFEM (part of UN-Women) developed a proposal “Women’s security and Access to Justice in Early Recovery and Post-Conflict” aims to enhance access to justice for the vulnerable groups of women, such as ethnic minorities, widows, heads of households, IDPs, SGVB survivors and elderly women.
 
Considering this emergency situation and a need for an urgent response UNIFEM Sub-regional office for the Commonwealth of Independent States is looking for qualified International Expert on Peace, Reconciliation and Security Issues to work in Kyrgyzstan on a short-term basis to enhance and support UNIFEM (part of UN-Women) work on peace-building and reconciliation in southern Kyrgyzstan.

Devoirs et responsabilités

International Peace and Gender Expert will work under the direct supervision and guidance of the UNIFEM (part of UN-Women) Regional Programme Director and in day to day coordination with UNIFEM Gender Adviser to Kyrgyzstan. The selected expert will be responsible for the following tasks:

  • Provide technical support on gender related issues to Protection Cluster/ GBV Area; Early Recovery Cluster
  • Provide inputs and mainstreaming gender issues into the development and peace building strategies, including the UNDAF;
  • Contribute to the development of UNIFEM strategy in the areas of peace building and reconciliation; Identify and cooperate with new partners and donors to develop UNIFEM (part of UN-Women) work in peace-building and reconciliation areas;
  • Provide support to women's movement participation in peace building processes;
  • Provide technical assistance to ensure effective implementation of UNIFEM (part of UN-Women) led programme activities in the area of peace building/post-conflict/ recovery;
  • Provide feedback and inputs to Analytical report undertaken by UNIFEM (part of UN-Women) in conflict affected areas of Kyrgyzstan;
  • Based on the findings of the Analytical report develop Concept note and project document on UNIFEM long-term assistance to peace building and reconciliation in Kyrgyzstan;
  • Use findings of the Analytical report for producing high quality advocacy materials to be disseminated in high-level events at national and global levels (10th Anniversary of 1325; Peace Building conferences etc).

Deliverables:

Regular advisory support and technical inputs provided to Protection Cluster/ GBV area; Early Recovery Cluster;
Inputs on gender and peace building issues provided for the development of the UNDAF;
Recommendations made to the development of UNIFEM (part of UN-Women) strategy on peace building and reconciliation;
Set of proposals  developed based on the results of consultation and findings of the Analytical report;
Technical support provided for advocacy campaigns and initiatives on women’s role in peacebuilding processes, conducted by women civil society organizations and women peace activists;
Inputs provided and incorporated in the Analytical report;
Advocacy materials on women’s role in peace building processes developed, based on the findings of the Analytical report.

Timeframe:

 This assignment is to be completed within 3 months timeframe.

Qualifications et expériences requises

Education:

  • Advanced degree in Social Sciences, preferably in Peace and Security Studies

Experience:

  • Minimum 5 years of relevant experience in developing and implementing projects on women, peace and security issues, preferably in the Commonwealth of Independent States; 
  • Experience working within UN system, preferably during crisis/emergency situations
  • Knowledge and experience in conducting needs and sector-specific analysis in conflict and crisis situations;
  • Experience in writing concept notes and proposals for fund-raising on peace & reconciliation issues for countries in conflict or post-conflict settings;
  • Understanding of gender equality normative frameworks and situation of women’s rights in Central Asia;
  • Knowledge of social and political dynamics in Central Asian countries.

Language Requirements:

  • Fluency in English and Russian required

Other Skills:

  • Computer literacy – Word, Excel, PowerPoint, Internet Explorer, etc.
