UNDP Indonesia’s mission is to be an agent for change in the human and social development of Indonesia.  We, the UNDP Country Office (CO), aim to be a bridge between Indonesia an all donors as well as maintaining our status as a trusted partner to all stakeholders.  We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia.  Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

I. Organizational Context

The Government of Indonesia established the Indonesia Climate Change Trust Fund (ICCTF) decree in September 2009. The ICCTF shall be nationally managed, and is part of Government’s commitment to implement the Jakarta Commitments to enhance national ownership and improve aid coordination in response to climate change.

In this framework, the Government and the UNDP shall jointly establish and implement the project titled “Preparatory Arrangements for the Indonesia Climate Change Trust Fund (PREP-ICCTF)”. Under terms of the signed Letter of Agreement (September 2009), the objects of the project shall be to (1) Provide support to priority climate change initiatives as prioritized by the Government, during an interim period, while the ICCTF is being established; (2) Provide support and development for establishment of the ICCTF; and (3) Support capacity development needs of the Government of Indonesia for the efficient and effective implementation of the ICCTF. The project shall enable the Government and national trustee to gradually assume full operational responsibility within the PREP-ICCTF period.

To implement the PREP-ICCTF, various staff will be hired and activities undertaken under the ICCTF Secretariat, which will also cover the functions of a standard UNDP Project Management Unit (PMU).

ICCTF operates in three windows, namely: energy, forestry and peatland, and resilience and adaptation. On June 2010, the ICCTF Steering Committee has approved three pilot projects to be funded in the first batch funding of ICCTF. The pilot projects covers the area of energy conservation (energy window, implemented by the Ministry of Industry), sustainable peatland management (forestry and peatland window, implemented by the Ministry of Agriculture), and public awareness raising (resilience and adaptation window, implemented by the Agency for Meteorology, Climatology, and Geophysics/BMKG). The Letter of Agreement (LoA) of the pilot projects was signed in September 2010, and the projects are expected to finish in 2011, before the PREP-ICCTF period ends.

Under the guidance and supervision of the National Project Manager (NPM) of PREP-ICCTF and Head of ICCTF Secretariat, the Land Based Mitigation Window Officer  will be responsible in implement the coordination of activities of land based mitigation window of the PREP-ICCTF as well as PREP-ICCTF funded project activities. He/she will be responsible for ensuring the technical quality of forestry and peatland pilot project, as well as to coordinate the project selection process in the forestry and peatland window.

The Land Based Mitigation Window Officer will be responsible for coordinating the activities under forestry and peatland window, as well as for reviewing and providing recommendation of the forestry and peatland pilot project implementation on technical substance aspect. Under the guidance and direct supervision of the Head of ICCTF Secretariat and National Project Manager (NPM) of PREP-ICCTF he/she will also be responsible in coordinating the new batch project selection process in forestry and peatland window and also in liaising with related ICCTF stakeholders in forestry and peatland window.

The Land Based Mitigation Window Officer  promotes a collaborative, client-oriented approach consistent with Government of Indonesia and UNDP rules and regulations.

1. Ensures the implementation of activities coordination of land based mitigation window , focusing on achievement of the following results:

  • Coordinate overall activities of land based mitigation window, including development and improvement of land based mitigation window investment strategy and project pipeline identification.
  • Coordination of stakeholders of the forestry thematic window including involvement of independent experts, academics/researchers, CSOs, and relevant professionals.
  •  In coordination with NPM of PREP-ICCTF and Head of ICCTF Secretariat, support PR and communication of ICCTF activities in the land based mitigation window to the related stakehodlers from line ministries/agencies (such as REDD+ Task Force, Ministry of Forestry, National Council on Climate Change, Ministry of Environment, etc.), development partners, local government, academia, CSOs, and the general public.
  • In coordination with the NPM of PREP-ICCTF, support efforts to outreach to and involve ICCTF beneficiaries which include: line ministries/agencies, local government, academics, non-government organizations, and private sector association.
  • Contribution to various meetings, workshops, trainings, and other functions related to ICCTF, particularly those related to technical substance of land based mitigation.
  • Provide support required for the operation of ICCTF Secretariat.

2. Ensures an effective implementation of pilot project in land based mitigation window, focusing on achievement of the following results:

  • Review the progress and achievements of on-going land based mitigation pilot project(s) particularly on technical substance.
  • Provide recommendation to ICCTF Secretariat and Technical Committee on the substance of on-going land based mitigation pilot project for improved delivery.
  • Identify, assess, and summarize the lessons learned from on-going land based mitigation pilot project.

3. Supports facilitation of project selection process in land based mitigation window, focusing on achievement of the following results:

  • Development and preparation an application package which contain guideline assesment criteria, and other required information for ICCTF beneficiaries to submit the project proposal to the forestry and peatland window.
  • Identify potential independent experts to ICCTF Secretariat for their recruitment. Also manage the recruitment process including drafting of ToRs and evaluation.
  • Coordinate the whole process selection for the new batch ICCTF funding in forest and peatland window. The process include:

  • - Registering submitted project proposals to ICCTF project database
    - Review of submitted proposals by sectoral directorates of Bappenas and Bluebook registration;
    - Arrangement of project selection kick-off meeting of Technical Committee;
    - Arrangement of short listing assessment by forestry and peatland expert; arrangement of Forestry and peatland Working Group meeting and recommendation;
    - Arrangement of Technical Committee consolidation meeting for project recommendation;
    - Arrangement of Steering Committee meeting for project approval. 
    ? Identify, asses, and summarize the lessons learned from the process of project selection

4. Facilitation of project proposal development and improvement :

  • Under coordination of ICCTF Secretariat, provide  of technical input and required assistance to the shortlisted project proponents in improving the substance of project proposals in land based mitigation window
  • Under coordination of ICCTF Secretariat, conducts required trainings/workshops, discussions on technical substance of project document development with the potential or shortlisted project proponents in land based mitigation window.

III. Impact of Results 

The key results have an impact on the overall PREP-ICCTF and PREP-ICCTF funded project efficiency in the land based mitigation window’s implementation of operational strategies.

Qualifications et expériences requises

V. Recruitment Qualifications


Education: 

  • At least minimum Bachelor's degree or  Master’s Degree in forestry, agriculture, environment, earth observation, spatial planning, policy development, economy, or any closely related field. Doctorate degree is strongly preferred.

Experience: 

  • Minimum 6 years relevant experiences for Bachelor's degree and at least 2 years  relevant working experience for Masters's degree in the field of forestry, biodiversity, forest conservation, environment and climate change at national or international level, with at least 1 year working experience at the regional or international organization in the development field.
  • Experience in liaising and working with government institution, non-government organization (NGO), international organization, academia, CSO, and private sector in developing the project proposal and managing the project.
  • Experience in policy advocacy and public campaign, project selection and project management.
  • Work experience with Bappenas and trust fund management insititution will be a significant advantage.
  • Experience in the usage of computers and office software packages (MS Word, Powerpoint, Excel, etc.).

Language Requirements:

  • Fluency in English and national language of the duty station, written and spoken
