UNDP launches a new environmental project “Support to the development of a comprehensive framework for international environmental cooperation in the Republic of Belarus”. The overall objective is to introduce effective sustainable development patterns in Belarus, full account being taken of environmental issues and public participation in environmental decision-making processes at national and local levels.
  • Developing a new set of activities for the Yelnya Reserve Management Plan;
  • Assisting in supply tender process for equipment acquisition for Yelnya Reserve Management Plan implementation;
  • Assisting equipment acquisition for Yelnya Reserve Management Plan implementation;
  • Implementing the pilot project activities according to the new Yelnya Reserve Management Plan: monitoring of surface and groundwater level;
  • Development of ecotourism routes;
  • Development of a visit center;
  • Capacity building of management staff: trainings;
  • Guidelines on the best eco-tourism practices;
  • Development of Yelnya pilot project report;
  • Capacity building of management staff: workshops.

Devoirs et responsabilités

The Thematic Consultant will be based in Minsk and will provide assistance to the Task Coordinator in implementation of day-to-day project activities related to pilot project of biodiversity protection at Yelnya Reserve. Under this assignment Thematic Consultant supports a number of project activities aimed at sustainable biodiversity conservation in Yelnya protected area. Thematic Consultant reports directly to the Task Coordinator in Biodiversity.
 
He/she works under direct supervision of the Task Coorniator in Biodiversity and supervises works of consultants and staff hired under relevant project activities.
 
The Thematic Consultant is expected to:
 
1/ Overall project implementation:
  • Develop a new set of activities for the Yelnya Reserve Management Plan in line with EU requirements where applicable;
  • Implement the pilot project activities according to new Yelnya Reserve Management Plan;
  • Prepare TOR and competitive bidding dossier for engineering works to optimize the hydrological regime and other priority activities;
  • Prepare TOR and competitive bidding dossier for the essential equipment;
  • Organize and supervise workshops and trainings, prepare materials for trainings and workshops;
  • Assist in establishing of eco-center, eco-touristic routes and office premises arrangements;
  • Prepare a guidance on the best eco-tourism practices;
  • Report on management of hydrological regime in Yelnia bog, based on operational monitoring data;
  • Coordinate the above activities with international experts;
  • Draft and agree with the Task Coordinator, Project Manager, Ministry of Environment and UNDP terms of reference for national consultants and subcontractors.

2/ Reporting:

  • Draft progress reports as required by the relevant UNDP, EC and national procedures;
3/ Staff supervision:
  • Supervise respective local experts;
  • Guide and coordinate work of local and international project consultants within Yelnia Pilot Project and ensure its compliance with relevant activities of the work plan;

Qualifications et expériences requises

  • University degree in biology or environmental policy, advanced degree is desirable;
  • Solid knowledge of biodiversity protection and conservation principals, relevant international conventions and agreements, national and international regulations;
  • Practical experience in environmental protection (at least 5 years);
  • Working knowledge of English, native in Russian and Belarusian;
  • Excellent computer literacy.
