Historique

The UNDP Partnership for the Future Programme, funded by the European Union, aims at contributing to the peace building process in Cyprus through different levels of intervention ranging from Urban Infrastructure and Rehabilitation to assistance to small and medium sized enterprises.

The purpose of programme is to upgrade the living environment through infrastructure/urban revitalisation projects. More specifically, this will be addressed through improving infrastructure and to support the urban upgrading and revitalisation of major towns and minor town/villages in the northern part of . The UNDP Partnership for the Future Programme is executing various projects in the field of restoration / reuse / urban upgrading.

The incumbent will support in the implementation, supervision and monitoring of activities for the Upgrading of local and urban infrastructure – Phase 1 & 2 as well as any other related project in Cyprus. The Project Officer (Architect) will formulate projects in Project Note formats to enable the Project Steering Committee to make decisions on projects. He/she will assess project proposals in technical, administrative, financial aspects and prepare assessment notes on each project.

He/She will provide analysis required for the preparation of technical documents for the projects, such as the drawings/details, technical specifications.

For all technical matters he/she reports to the Senior Technical Officer.

For some of the projects/contracts the incumbent will independently act as ‘engineer’ as per the General Conditions of Contract for Works with all the duties and responsibilities stipulated in the contract conditions.

He/She will be the PFF Health & Safety focal person for the projects and will supervise and advise on site health & safety issues.

The incumbent reports to the Programme Manager for all the matters.

Devoirs et responsabilités

Summary of Key Functions:

Under the overall guidance of the Programme Manager and direct supervision of the Senior Technical Officer he/she will carry out the following functions:

  • Administering some of the projects to ensure that the projects are implemented as planned within the allocated budget and in accordance with rules and regulations.
  • Preparing presentation materials for the projects and for the programme.
  • Acting as focal point for project outreach materials and carrying out outreach related procurement and contract administration.
  • Acting as in-house health &safety expert for the UNDP- PFF implemented projects.

Administrative support  and project Implementation

Key Result:  Contribute to the effective and efficient delivery of project services meeting client needs and ensuring that performance of the contractors are in accordance with contractual terms and conditions.

The Project Officer will perform the following tasks:

  • Prepare the feedback to Programme Manager /Senior Technical Officer on submissions of contractors for works and services.
  • Preparing the Invitations to Bid, Requests for Quotations, Request for Proposals, and all the relevant contents as required by the project activity.
  • Coordinating with beneficiary technical teams during the design and implementation of the projects.
  • Carrying out reviews of Technical Specifications, BoQ  and Drawings Monitoring the site supervisors assigned for the construction works, including technical reports, measurement of works, variations, snag list etc.
  • Supervision the assigned  design and works contracts, according  to contract documents
  • Carrying out the necessary project site visits.
  • Recommend payment requests based on contract terms.
  • Reviewing and confirming that all necessary documents/ certificates/testing/ photos etc of each contract are filed according to requirements.
  • Managing the appropriate filing of projects and supporting documentation as per UNDP/EU requirement and maintain library of project information for future analysis and dissemination.
  • Informing the Programme Manager of any problem which may arise on project implementation.
  • Any other duties that may be assigned by the Programme Manager.

Project Health & Safety

Key Result:  Reviewing health & safety documents submitted by bidder at tender stage  and overall supervision of H&S matters

  • Carry out duties as the focal person of Health & safety for the PFF implemented projects.
  • Technical Advise on HS issues.
  • Review all HS related documentation and provide feedback.

Impact of Results

The key results have an impact on the efficiency of the unit. Accurate analysis and presentation of information, thoroughly researched and fully documented work strengthens the capacity of the office and facilitates subsequent action by the supervisor. Incumbent’s own initiative is decisive in results of work and timely finalization.

Qualifications et expériences requises

Education

  • University Degree in Architecture from accredited university.
  • Registration with the relevant professional chambers or associations.

Experience:

  • At least 5 years working experience in assisting/the preparation/ monitoring the implementation of architectural projects or closely related field experience in similar projects with focus on urban upgrading.
  • At least 3 projects/contracts managed as ‘engineer’.
  • High proficiency with computers in particular Autocad / MS Word/ MS Excel/MS Outlook.
  • UNDP experience would be an advantage.
  • Familiarity with the GC/ TC working environment.
  • Familiarity and knowledge of various civil works modalities and conditions.

Language Requirements: 

  • Fluency in written and spoken of English as well as of Turkish and/or Greek.

Other requirements:
