The main objective of the assignment is to Capacity enhancement of the planners of UDD through the training on Geographic Information System (GIS) for capturing and modeling spatial information through the integration of risk information into urban planning for developing risk resilient physical plan and action area plan.

CDMP II (2010-2014) is a vertical and horizontal expansion of its Phase I activities designed based on the achievements, lessons learned and the strong foundation laid during CDMP I by continuing the processes initiated, deriving actions from the lessons learned, utilizing knowledge resources generated and knowledge products published. The approach of CDMP II is to channel support through government and development partners, civil society and NGOs into a people-oriented disaster management and risk reduction partnership. That partnership will promote cooperation, provide coordination, rank priority programmes and projects, and allocate resources to disaster management activities, risk reduction activities and climate change adaptation activities in Bangladesh.

Within six outcomes of CDMP-II, urban risk reduction is a potential thematic area (Outcome 3) that comprise of reducing risk for city populations through structural and non-structural interventions, improved awareness of natural hazard events and the piloting of urban community risk reduction methodologies that targeted the extreme poor. This area covers the assessment and management of earthquake, landslide, hydrometorological and anthropological hazards in urban context. The objective of urban risk reduction initiatives of CDMP-II is to institutionalize the integration of risk information with all development projects for ensuring a risk resilient built environment.

Urban Development Directorate (UDD) is the mandated organization of the Government of Bangladesh to conduct land use and physical planning of the municipal area of the country. CDMP already signed MoU to support UDD for enhancing its capacity in various manners to develop risk resilient physical planning of the municipalities. One of the important tools to extract the physical information and producing the land use and physical plan based on suitability analysis of the landform (geology, geomorphology, engineering geology) using the Geographic Information System (GIS). UDD has recently less capable on handling the GIS for capturing the information and conducting the spatial analysis for map-out the suitable land for the extension of the township area. Hence, CDMP planned to recruit a short term consultant to provide GIS training to the planners initially for three men months which can be further extended based-on need and work plan of the UDD. The consult shall sit in the UDD office of Dhaka.

SCOPE OF WORK:
Through the consultation with the Urban Risk Reduction Specialist (URRS), the incumbent is expected to perform the following tasks:

SUPERVISION AND PERFORMANCE EVALUATION:
Urban Risk Reduction Specialist of CDMP will review the work and evaluate the performance and receive the deliverables/outputs.
The Consultant will be paid on a monthly basis upon certification of satisfactory work by CDMP’s Urban Risk Reduction Specialist, and submission and endorsement of a timesheet by CDMP’s Operations Manager.

TIMEFRAME AND DEADLINES:
A short term National Consultant is required for a period of 3 man months starting from February 2012 to April 2012. The Consultant will be based in Dhaka at UDD office.

REPORTS:
The Consultant will deliver his output to Urban Risk Reduction Specialist of CDMP in monthly basis as per the instruction. The consultant shall provide basic GIS training to 20 planners of UDD as mentioned in scope of work. The consult shall provide progress report of the training programme weekly basis to urban risk reduction specialist of CDMP-II, while the report should be recommended by the concern professional of UDD.
The consultant is also liable to handover the documents which is needed to accomplish the activities. He will keep all information confidential within CDMP/UNDP. The consultant will finally submit a report on his works and outputs at the end of his assignment.

INPUTS:
CDMP will provide necessary logistic supports which will be needed for the working time. 

Compétences

  • Advance knowledge in Mapping using Arc GIS, remote sensing, image analysis, relational database management and Geo-database modeling is essential
  • Experiences on providing GIS training relevant to hazard mapping and physical planning
  • Experiences on GPS system
  • Good command on developing training manual and report writing with proven document
  • Experience on field survey using handheld GPS receiver for new data acquisition & Geo referencing purposes.
  • Good communication and interpersonal skills and experience in working effectively in a multicultural environment.
  • Proactive and able to work with minimal supervision and high degree of initiative, reliability, flexibility, motivation, and resourcefulness.
  • Professionalism: flexibility to make ad-hoc changes as and when the need arises; ability to perform under stress; willingness to keep flexible working hours.
  • Teamwork: ability to establish and maintain effective working relations as a team member, in a multi-cultural, multi-ethnic environment with sensitivity and respect.
  • Need creativity for graphics design and writing skills.

Qualifications et expériences requises

ACADEMIC QUALIFICATIONS:

  •  Bachelor degree in Urban and Regional planning / Geography / Civil Engineering/ Geology having very strong background in Arc GIS and their application in hazard mapping as well as physical planning.

YEARS OF EXPERIENCE:

  •  At least 5 year professional experiences with certification on GIS 
     

EVALUATUION OF CANDIDATES:

Individual consultants will be evaluated based on the following methodologies:

Cumulative analysis
When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) Responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
