Historique
- To enable harmonization of biodiversity conservation legislation with the EU Directives and best practices in biodiversity conservation;
- To assist in convincing state environmental authorities, NGOs and other stakeholders in necessary changes of biodiversity law;
- To assist in identifying weak points in Belarusian legislation in light of implications connected with the Bern convention;
- To make all necessary arrangements for one study tour of Belarusian delegation in EU country/ies;
- To participate in the biodiversity conservation round table in Minsk with a presentation on EU Wild Birds Directive and Habitats Directives.
Devoirs et responsabilités
- The report approved by UNDP and the Ministry of Environment of Republic of Belarus which includes:
- List of gaps in the Belarusian biodiversity conservation legislation and in the legislation on use of wild animals and plants compare with EU Directives and in case of Belarus joining the Bern convention;
- Comprehensive description of process of streamlining national law with the EU conservation law during the accession period with examples from Eastern Europe and especially from Baltic countries;
- Sufficient comments and explanations of the directives’ implications in Belarus if adopted.
- The programme of the study tour developed and approved by the UNDP and the Ministry of Environment of Republic of Belarus;
- The study tour handouts (about 5 pages) provided to the Project Task Coordinator in advance for translation;
- Visa support to the Belarusian delegation arranged;
- The activities of the study tour arranged at a high quality and organizational level according to the approved programme;
- Necessary assistance in arrangement of accommodation and meals within the study tour provided;
- Local transportation of the Belarusian delegation within the study tour arranged;
- Report on study tour;
- Report on participation in the biodiversity conservation round table in Minsk with a presentation, copy of presentation.
Compétences
- Expert knowledge of relevant EU legislation on biodiversity conservation in particular Wild Birds Directive and Habitats Directive;
- Expert knowledge of Conservation Conventions including Bern Convention;
- Publications in biodiversity conservation (articles, thesis, monographs) – minimum 3 publications;
- Excellent computer literacy;
- Proficient level of written and spoken English, knowledge of Russian or Belarusian is an asset.
Qualifications et expériences requises
- Advanced university degree in natural science, environmental management, environmental law or related fields.
Experience:
- Proven working experience in biodiversity conservation in the EU – minimum 5 years;
- Participation as an expert in projects related to biodiversity conservation – minimum 3 projects;
- Experience in work with civil society is an asset;
- Experience in organizing events like a study tour or a workshop – minimum 3 events.
- Explaining why they are the most suitable for the work;
- Providing a brief methodology on how they will approach and conduct the work. The methodology must address all aspects of the TOR, implementation schedule, quality assurance measures if applicable.
