The UNFPA Liaison Officer in Santiago will proactively engage with the Chilean Government and national non-governmental organizations, UN partners, including the Economic Commission for Latin America and the Caribbean (ECLAC), to advance collaboration with UNFPA on issues of common interest. S/he will ensure constant interface with national partners at technical level and organize high level missions from and to Santiago, Chile, in order to ensure proper implementation of all programme activities funded by UNFPA and its partners in the country, and proper advocacy for ICPD programme of action objectives.

Devoirs et responsabilités

Under the supervision of the UNFPA Country Director for Chile and the guidance of the UNFPA/UNDP Resident Representative, the UNFPA Liaison Officer in Santiago will closely work with all members of the UNCT in the implementation of the UNDAF and the promotion of south-south collaboration and is responsible for:

Technical Representation:

  • Provides technical and institutional representation of UNFPA in the events and activities of ECLAC, and its constituent organs, as appropriate and in coordination with the UNFPA/UNDP representative and the country director.
  • Interacts with UN partners in Santiago to position UNFPA positively and proactively, especially regarding ICPD and related issues.
  • Facilitate visits by UNFPA’s senior management to Chile, the country director and regional advisors, and the expert missions of UN and government officials residing in Chile to other countries, at the request of UNFPA.
  • Enhances UNFPA HQ and Latin America and the Caribbean Regional Office LACRO advocacy efforts by tailoring information and reaching out to the Chilean government, the UN community and civil society organizations, parliamentarians and youth serving organizations.
  • Interface regularly with the UNFPA Field Office in Lima and LACRO and when directed, represents UNFPA at expert group meetings with the view to promoting the integration of population related issues into Chile´s development policy dialogues;.
  • Participate in panel discussions, and high-level consultative meetings.
  • Prepare draft speeches and talking points for the Country Director, Regional Director or the Executive Director and eliver statements/messages in their absence when directed to do so.

Partnership strengthening and Policy Dialogue:

  • Maintain and enhance partnership with Chilean Agency for International Cooperation with the purpose of strengthening the capacity of UNFPA to support south-south cooperation initiatives between Chile and other programme countries.
  • Interface with and actively engage the Ministry of Health, the Ministry for Social Development, the National Service for Women, Older Adults and Youth, as well as the National Institute for Statistics and other key governmental agencies in policy dialogue, and advocate for mainstreaming key tenets of the ICPD Programme of Action with special emphasis on issues related to adolescent and youth, ageing, migration, gender equality and reproductive rights.
  • Organize and facilitate UNFPA´s technical assistance so as to develop substantive indicators, tools and guidance for substantive evaluations, and, provide evidence-based advice on issues in the area of sexual and reproductive health, adolescent/youth and development, demographic transitions, migration, gender equality and reproductive rights.

Programme management and Coordination:

  • Identify and select viable project and programme activities that could strengthen the capacity of national partners and allies to surmount development challenges in the area of sexual and reproductive health, adolescent/youth and development, demographic transitions, migration, gender equality and reproductive rights, including emergency preparedness and humanitarian response.
  • Participate in the UN Group meetings and ensure the multi-dimensional aspect of population is taken into account in cluster discussions, actions and recommendations.
  • Closely collaborate with Regional Office Technical Advisors and Country Offices in coordinating the provision of technical assistance to the national partners . Provide substantive inputs into documentation prepared by consultants.
  • Develops and implements a resource mobilization plan that is relevant for the Chilean context.

Office Management:

  • Knowledgeable of local UNFPA and UNDP policies and procedures and ensures proper application of financial and administrative measures.

Qualifications et expériences requises

Education:

  • Advanced university degree in one or more of the following disciplines: Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management or other related field. 

Experience:

  • 5 years of increasingly responsible professional experience in international development of which at least 3 years in the field of population and development. 
  • Job knowledge and technical expertise –up-to-date knowledge of issues of population and development, sexual and reproductive health, and gender, and their place in the development agenda; 
  • Excellent communication skills in speaking and writing in Spanish and capacity to work in English; 
  • Strong interest in development work, especially in the mission of the United Nations Population Fund and dedication to the principles of the United Nations.
