Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women will work for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
 
The UN Women Institutional Development Team headed by the Institutional Development Advisor within the Programme Support Division is responsible for supporting strategic planning and for monitoring and corporate reporting for the Strategic Plan (SP). The tracking of the Strategic Plan requires careful support including an internal/ electronic system for systematically capturing data that will allow UN Women to monitor cumulative progress and achievement of results and targets as stipulated under the accountability frameworks of the SP.  The system of corporate reporting needs careful and sustained support including in terms data analysis, statistical analysis, support to the optimum use of the on-line tracking system and Result Based Management (RBM).

The new system rolled out in January 2012 allows offices/sections to enter annual results in line with UN Women’s new Strategic Plan. The system also enables all parts of UN Women to generate better reports, conduct analysis of progress and results and aggregate data from the different sub-regions/regions and different thematic areas to corporate level.

Under the overall supervision of the Institutional Development Adviser, the Monitoring Specialist supports and guides operations staff and fosters collaboration within the team and with programme staff as well as other Sections in UN Women, including support to strategic financial, budgetary and human resources management, efficient procurement and logistical services, consistent with UN/UN Women rules and regulations.
 

Devoirs et responsabilités

  1. Management and maintenance of SP results tracking system;
  2. Analysis of key results and technical support to strategic planning processes;
  3. Capacity Building to ensure RBM in key institutional Processes.
Management and maintenance of SP results tracking system:
  • Manage tracking system’s development and roll out activities that include identifying business requirements, hiring of consultants and overseeing development phases of the system;  
  • Co-ordinate and manage activities related to monitoring and reporting of SP results in the tracking system;
  • Provide technical support and guidance to reporting focal points in sub-regional offices and the HQ sections on the use of tracking system;  
  • Ensure regular maintenance of the system by coordinating with the developers and the IT unit.
Analysis of key results and technical support to strategic planning processes:
  • Carry out quantitative analysis of the results from the annual progress data in the online system using different variables to show trends in implementation of UN Women's Strategic Plan. From such analysis draft brief trend reports that could be used as inputs to corporate reporting, including to highlight key findings in UN Women reports, e.g., reports to the Consultative Committee and to the Executive Board;
  • Based on information reported in the annual reports submitted by UN Women country and sub-regional offices (SROs), policy sections and other UN Women units and statistical analysis, provide feedback to the UN Women offices on key trends and patterns that will highlight achievements as well as improve performance; 
  • Support the management of corporate monitoring activities: organizing corporate monitoring activities that may be required to look at specific initiatives in support of SP implementation including looking at the programme work through UN Women support and presence on the ground and tracking of financial information linked to results etc.
Capacity Building to ensure RBM in key institutional Processes:
  • The review and enhancement of reporting processes to achieve greater harmonization, efficiency and results orientation of various reports, e.g., corporate reporting (e.g., annual reporting by all UN Women offices, donor reporting, programme/project reporting, etc.);
  • Technical support to UN Women offices at HQ and the field in fulfilling monitoring and reporting requirements, including the provision of necessary training;
  • Strengthening the monitoring function, e.g., in developing and establishing clear corporate policies and tools and identifying the systems to put in place for effective monitoring;
  • Technical support to corporate annual reporting and review processes including the dissemination of feedback and lessons drawn from said processes to inform better programming.
Impact of Results:
 
The oversight provided to the implementation of programmes and projects by the Directorate enhances overall efficiency, timeliness and effectiveness. Coordination with multi stakeholders ensures stronger and smoother coordination with SRO. UN Women´s work as a leading agency on women's rights thereby becomes further recognized.

Qualifications et expériences requises

Education:
  • Master’s Degree (or equivalent) in Development related field such as International studies, Gender studies, Public Administration, etc.
Experience:
  • A minimum of 5 years of relevant experience in international development with strong analytical and monitoring skills;
  • Strong experience working with web based results tracking systems;
  • Knowledge and experience in results based management;
  • Three years of work experience in gender equality and women empowerment;
  • Some field experience especially in gender issues is desirable.
Language Requirements:
  • Fluency in written and spoken English;
  • Additional UN language is an asset.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
