The United Nations Development Programme (UNDP) has a longstanding commitment to mainstreaming gender equality and promoting women’s empowerment in its work. UNDP’s work on gender is guided by the Beijing Platform for Action (BPFA), Convention of the Elimination of All Forms of Discrimination Against Women (CEDAW) and the frameworks provided by the Millennium Declaration and the Millennium Development Goals (MDGs).  As the UN’s lead development agency, with extensive field presence, UNDP has facilitated the integration of gender equality in the work of Country Offices through core and non-core fund investments and has initiated and implemented numerous innovative initiatives, some in partnership with UNIFEM, a part of UN Women, that support both government and civil society work on gender issues.
 
The OHR/Learning Resources Centre (LRC) of UNDP is mandated to build a best in class learning organization recognized for providing excellence through a cadre of learning products and services designed to support the four (4) functional work streams of UNDP: development services, advisory services, UN coordination and management services.  UNDP also recognizes that it must make further investments in the empowerment of women as senior managers and leaders. The promotion of gender equality and empowerment of women has been at the heart of the UNDP advocacy and programme interventions.   Therefore, it must continue to undertake a focused effort to develop and retain talented women so that the organization develops a strong pool of women for higher-level leadership positions over time. Studies and feedback indicate that women excel, if appropriate supportive steps are taken to inspire and enable them during their careers; especially in complex, male dominant organizations. 
The Gender Team is at the forefront of UNDP's commitment to gender equality and women's empowerment.  The Gender Team is part of the Bureau for Development Policy (BDP) which provides policy advice and technical support to all of UNDP’s operations.
 
The Gender Team works to implement gender equality as a core objective of UNDP through a two-pronged approach:
  • Mainstreaming gender in all core practices
  • Dedicated interventions that empower women and promote gender equality.  

In order to advance UNDP’s mandate in this area, the Gender Team has finalized the UNDP Corporate Gender Equality Strategy 2008-13 which outlines in detail how UNDP will work towards gender equality in each of the goals and key results set out in the UNDP Strategic Plan 2008-2013. In addition to addressing the gender dimensions of each focus area, the Strategy sets out institutional arrangements which are aimed at ensuring that there is -among others- effective senior management oversight to achieve the expected gender equality results.

 The UNDP Strategic Plan for 2008-2013 places leadership development high on its agenda for human resources management, and sees it as one of the key corporate strategic priorities within the People-Centered Strategy. At LRC, we strive to ensure that all learning is directed towards enhancing the capacity of UNDP’s global development network, as it advocates for change and connects countries, partners, and clients to knowledge, experience, and resources available in the global marketplace. One of our product offerings designed to focus on strengthening our leadership and managerial capacities is the Leadership Development and Management Skills Programme (LDMSP).
 
The overarching goal of LDMSP is to foster a cadre of individuals who are able to understand their role, as managers and leaders, in creating enabling environments where all team members can contribute to UNDP’s development work towards the achievement of the MDGs and beyond. The Gender Team and the Learning Resource Center plan to develop a Module focused on Gender in Management to enhance sensitivity and accountability of all Managers and Leaders on Gender in management, including ensuring equality (beyond parity) and empowerment of women in the organization. The on line module will be included in UNDP Leadership and Management programme (LDMSP) for Mid-level Managers. The role of Managers to pay special attention towards nurturing and providing required guidance and support for development of emerging Women Leaders will also be highlighted.
 
The Gender Team and the Learning Resource Center is looking for an expert to develop this  on line module focused on Gender in Management. The expert will review key resources on gender and leadership and management systems for gender equality and organize and facilitate a small meeting consultation with experts to identify contents. Also, she/he will develop content and materials of the on line course, facilitate on line discussions, provide feedback on required online assignments, and facilitation a 60 minute discussion within the face to face LDMSP workshop session.

Devoirs et responsabilités

Under the overall supervision of the UNDP Gender Team Director or her designated, and the Chief of the Learning Resource Center or his designated the Consultant will:
  • Review existing literature and courses in Gender in Management(in particular well known Business Schools such as Harvard or the London Business School).
  • Prepare previous arrangements for an internal Workshop (agenda, materials, presentations, etc.).
  • Facilitate and carry out a small workshop with Resident Coordinators and experts to a) identify contents for inclusion and b) discuss and propose policy options to accelerate a cultural change, and refresh the organization approach to gender in management, in particular to gender parity.
  • Facilitate an e-discussion with COs on the topic (Gender in Management).
  • Develop draft content and materials of the on line course and of the face to face session(s).
  • Facilitate the first On line course (feedback on required online assignments provided and a 60 minute discussion within the face to face LDMSP workshop session facilitated
  • Include comments and suggestions and develop a final proposal.
 Outputs:
  • A workshop meeting on Gender in Management facilitated (August 2012).
  • A positioning paper on UNDP options to accelerate a cultural change, and refresh the organization approach to gender in management; in particular to gender parity prepared (August 2012).
  • A Course on Gender in Management developed (October 2012).
  • First On line course facilitated (feedback on required online assignments provided and a 60 minute discussion within the face to face LDMSP workshop session).
 
Duration and contractual modality:
The consultant will work full time under an Individual contract for 50 days and will be paid on a deliverable basis up to the duration of the contract.
 
Duty Station and Expected places of travel
The assignment will be primarily home-based with the possibility of one mission to New York.
 
Reporting:
 
The consultant shall report to the Gender Team and Learning Resource Center.

The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Qualifications et expériences requises

Education:

  • Master degree in social science with strong knowledge of gender issues, or related discipline. Or a Bachelor degree with more than 10 years of similar experience.
Experience:
  • Minimum 5 years of relevant experience in the field of promoting gender equality and women’s empowerment.
  • Experience in developing on line course content
  • Experience in designing and developing  face to face workshops on gender
  • Excellent understanding of gender in management: gender parity issues; organizational change processes; leadership; etc.
