| UNDP Afghanistan Mission Statement: UNDP supports stabilization, state building, governance and development priorities in Afghanistan. UNDP support, in partnership with the Government, the United Nations system, the donor community and other development stakeholders, has contributed to institutional development efforts leading to positive impact on the lives of Afghan citizens. Over the years UNDP support has spanned such milestone efforts as the adoption of the Constitution; Presidential, Parliamentary and Provincial Council elections; institutional development through capacity-building to the legislative, the judicial and executive arms of the state, and key ministries, Government agencies and commissions at the national and subnational levels. UNDP has played a key role in the management of the Law and Order Trust Fund, which supports the Government in developing and maintaining the national police force and in efforts to stabilize the internal security environment. Major demobilization, disarmament and rehabilitation and area-based livelihoods and reconstruction programmes have taken place nationwide. UNDP Programmes in Afghanistan have benefited from the very active support of donors. UNDP Afghanistan is committed to the highest standards of transparency and accountability and works in close coordination with the United Nations Mission in Afghanistan and the UN system as a whole to maximize the impact of its development efforts on the ground. The Law and Order Trust Fund for Afghanistan (LOTFA) was set up as a mechanism for the international community to mobilize resources for the establishment, payment, equipment and training of the Afghan police force, under the Ministry of Interior, Government of Afghanistan, while also focusing on gender mainstreaming in police force. During the first five phases of the project, implemented during 2002- 2010, the project remained a fund channeling mechanism with components of financial management capacity development and female police recruitment besides payment of police salaries through Electronic Payroll System and Electronic Fund Transfer with construction of police facilities and procurement of equipment. Following completion of phase five of the project, UNDP has developed a new document for phase 6 distributing the project in to three distinct pillars i.e. (i) police remuneration (ii) capacity development (iii) democratic policing. The new document aims at enhanced capacity development initiatives in MoI and public-police relation building through Democratic Policing besides continuing police remuneration through first pillar. The enhanced capacity development will be undertaken based on a comprehensive capacity needs assessment of MoI resulting in development of an overall capacity development strategy. The democratic policing will build on the pilot initiative of UNDP implemented during 2010 in Kabul province to expand the programme to a larger number of districts. The Monitoring and evaluation Officer will be responsible for implementation of LOTFA strategy for LOTFA phase VI and provide effective M&E support to project in consultation with UNDP CO relevant units. The position will be based in LOTFA project office at MoI compound. She/he will work under the direct supervision of chief technical advisor / overall project manager, while also guided by the LOTFA Deputy Project Manager. | The Monitoring and Evaluation Officer will be based at Ministry of Interior in Kabul. He/she will work under overall supervision of Project Manager and take over the responsibilities of LOTFA M&E. - Development of Planning, M&E tools and systems
- Coordination of the M&E process
- Capacity building in M&E
Planning and Development: - Assist the Project Manager in the planning, prioritizing and sequencing of LOTFA activities for strategic and optimal result oriented programming;
- Assist the Project Manager in the preparation of yearly and quarterly work plans, reports, project presentations and other project related documents and correspondence as may be required;
- Prepare high quality project documentation for dissemination to the stakeholders;
- Develop and implement simplified Monitoring and Evaluation tools;
- Ensure that LOTFA monitoring approaches are consistently integrated, aligned, and mainstreamed into LOTFA activities and coordinated with stakeholders.
2. Function / Expected Results Coordination: - Coordinate monitoring of LOTFA activities as well as in providing up-to-date information on the status of project implementation;
- Undertake contract management of LOTFA Monitoring Agent (MA), with the follow up of milestones set and analyze MA monthly and quarterly report;
- Undertake regular monitoring visits to provincial police headquarters in order to collect relevant data related to project activities;
- Prepare high-quality monthly, quarterly and final progress reports for donors, UNDP and other stakeholders;
- Represent LOTFA in key expert groups related to monitoring, auditing and evaluation, including serving as LOTFA co-focal point for UNDP, donors and other stakeholders;
- Support Project Manager in extracting critical lessons learned and good practices from final evaluation, audit and monitoring reports;
- Manage other monitoring and evaluation-related events, products, and technical assistance needs, as requested by the Project Manager
3. Function / Expected Results Capacity Development: - Serve as facilitator and trainer on evidence-based programming, monitoring and evaluation for national staff of LOTFA;
- Help build capacity of the national staff in all areas related to the management, reporting and monitoring through on-the-job training and regular briefings;
- Lead in the development of selected monitoring knowledge products, including the development of a monitoring guide and of a training package on evidence-based programming, monitoring and evaluation for LOTFA national staff
4. Function / Expected Results Management: - Liaise with staff of UNDP country office to ensure proper information flows and the nurturing of good working relationships between project and UNDP;
- Perform other duties that may be required by the LOTFA Project Manager.

Qualifications et expériences requises |
|
Education: - Master’s degree or bachelor’s degree in International Development or in the field of Social Science or other relevant field;
Experience: - Relevant experience in Monitoring and Evaluation;
- With master’s degree 3 years of experience and with bachelor’s degree 5 years of experience is required;
- Experience of working in the field of reporting and monitoring to include experience in developing plans, tracking results, reporting to different constituencies;
- Experience as a trainer and facilitator on reporting and monitoring issues, and in developing user-friendly practical guidance and tools conducive to learning;
- Experience in results-based management (RBM) is desirable;
- Experience in the United Nations, a governmental, other multilateral or civil society organization in a developed or developing country highly desirable;
- Prior training and experience as a facilitator highly desirable;
- Ability to work with government counterparts and commitments to building national capacities during the period of assignment;
- Personal interest, commitment, efficiency, flexibility, and willingness to work with a highly motivated team of professionals;
- Sound knowledge of computer in MS Office (Word, Excel, PowerPoint);
Language Requirements: - Excellent knowledge of Pashto, Dari and English languages.
