In response to challenges highlighted in recent UNDP diagnostics, and in line with the UNDP Gender Equality Strategy, the UNDP Democratic Governance Group and the Gender Team, in consultation with all regions, have recently developed a new cross-practice global initiative to examine and analyze how public administrations have or have not incorporated Gender Equality considerations within the public service, specifically in terms of ensuring equal opportunities to both women and men for entering and being promoted to higher level decision-making positions within the public service. UNDP has undertaken a comprehensive comparative review of the existing legal and policy frameworks and practices for promoting gender equality in public administrations at national and sub-national levels. The findings include analysis of the approaches undertaken by a wide range of governments in promoting gender equality in public administrations in different levels of government, geographic and governance contexts and public administration traditions, capturing strengths, constraints, specificities, and implementation challenges. Thirteen in-depth country case studies (Bangladesh, Botswana, Burundi, Cambodia, Colombia, Jordan, Kyrgyz Republic, Mali, Mexico, Morocco, Romania, Somalia, Uganda) are being finalized. The series of case studies, as well as a comprehensive global mapping of trends and a final report with recommendations to support strengthened policies and programming will be published in 2012.

To support the finalization of the Global initiative on Gender Equality in the Public Administration (GEPA) phase 1 and the development and implementation of phase 2, managed by UNDP’s Democratic Governance Group and Gender Team,  UNDP is seeking at least one (1) Technical Expert on women’s empowerment and gender equality in the public administration.

Devoirs et responsabilités

Under the supervision of the Senior Policy Advisor & Cluster Leader, Responsive Institutions, Democratic Governance Group/ BDP and the Policy Advisor & Cluster Leader, Democratic Governance & CPR, Gender Team/BDP, the scope of tasks to be undertaken will be agreed with the Technical Expert(s) as the need arises, and may cover, but is not limited to:

  • Support the finalization and dissemination of the knowledge products prepared during the first phase of the Gender Equality in the Public administration initiative (GEPA Phase 1);
  • Provide substantive advice and strategic inputs through the drafting of policy briefs, concept notes, project concept notes, issues briefs, and other substantive technical inputs on issues related to Gender Equality and Women’s empowerment in the Public Administration, specifically those in the area of capacity-building, advocacy, support to PAR and Gender mainstreaming;
  • Develop additional knowledge products, Project Briefs on cross-cutting PAR and gender issues such as but not limited to: legal and policy frameworks to address GE in the PA; gender responsive legislative drafting, women’s empowerment, support to women’s networking in the civil service, PAR and GE, gender quotas and targets in the PA etc.
  • Provide expert review, comments and suggested revisions of UNDP documents to ensure that Gender equality is suitably integrated, reflect cutting edge knowledge, and are consistent with UNDP’s gender equality strategy and current development thinking. This includes, but is not limited to: Human Development Reports, Regional Human Development Reports, MDG Reports, Guidance notes, Strategy papers, Briefs for donors, or any other relevant substantive documentation produced by UNDP;
  • Provide substantive assistance in the development and facilitation of critical discussions on Gender equality in the Public administration, Women in leadership, Women in decision-making, including UN inter-agency discussions, international and regional events, lecture series and online discussions as required by the Democratic Governance Group and the Gender Team;
  • Support specific requests by country offices or regional centers on integrating gender equality in the public administration UNDP’s mandated areas of work;
  • Support capacity building and training for UNDP staff and partners on matters related to women’s participation and gender equality in the public administration;
  • The preparation of manuals and other capacity development materials on gender equality in the public administration;
  • Provide advice to the Democratic Governance Group and the Gender Team on the strategic direction for the GEPA work;
  • Support the development of a methodology for a global tracking mechanism to monitor the presence of women in the public administration;
  • Develop and populate a roster of national and international experts on gender equality in the public administration;
  • Develop and populate a database of partnering institutions to monitor the presence of women in the public administration;
  • Support the development of and follow up on GEPA piloting projects;
  • As and when required, provide direct support to selected country offices to assist in the design of projects to address gender equality in the public service.

Deliverables :
The following deliverables would be expected:

  • Briefs, guidance/policy notes/issue briefs, concept notes, project concept notes and other substantive technical inputs on issues related to gender equality in the public administration including on trends, emerging issues and challenges;
  • Substantive inputs on UNDP project proposals, progress reports on gender equality in the public administration, and other related initiatives;
  • Recommendations on how to integrate gender equality in the public administration into UNDP strategic and policy documents, programme and projects, such the Human Development Reports, Regional Human Development Reports, MDG Reports or any other relevant substantive documentation produced by UNDP;
  • Capacity development and advocacy activities on gender equality in the public administration;  
  • Facilitation of critical discussions on gender equality in the public administration, including UN inter-agency discussions, national/regional events, lecture series and online discussions as required;
  • Database of potential partner institutions for GEPA phase 2;
  • Database of potential donors/bilateral-multilateral partners to support the GEPA initiative;
  • Roster of experts on GE in the PA .

Compétences

  • Demonstrated analytical skills on issues related to women’s empowerment and gender equality in the public administration/civil service;
  • Ability to work from home, under pressure, and with a multi-disciplinary and multi-cultural team;
  • Excellent networking, communication, and presentation skills in English;
  • Excellent writing skills as well as strong analytical aptitude is required;
  • Computer and internet expertise is mandatory.

Qualifications et expériences requises

Education:
  • Master’s Degree, preferably in law, women’s studies, human rights, political science, international relations, post-conflict studies, development policy or other relevant social science or development studies.
Experience:
  • At least 8 years of experience in international cooperation, providing programme management/support, technical assistance, research, advocacy, and publications particularly in the areas of: public administration, human resources management, women’s rights, CEDAW, gender equality laws, legal and policy frameworks for addressing gender equality and the empowerment of women, or related fields;
  • Professional experience providing technical and policy advisory support and capacity building to advance gender equality and the empowerment of women;
  • Global expertise as well as specific experience and expertise working in at least one region;  
  • Experience working with UN agencies, preferably UNDP;
  • Experience working with public institutions, donors, and civil society.
Language:
  • Proficient in English language, spoken and written;
  • Knowledge of another UN language an asset.

Travel:
  • Contracted experts will be required to travel to New York twice to meet with the core team and relevant stakeholders. They may also be required to travel for other specific tasks and UNDP will arrange the travel in accordance to UNDP rules and procedures.
Remuneration:
  • The financial proposal will specify the daily fee, travel expenses and per diem quoted in separate line items, and payments are made to the Individual Consultant based on the number of days worked.

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
