Under the guidance and direct supervision of Assistant Country Director (ACD)/ Head of the Sustainable Development Cluster, the Project Development Officer (PO) is responsible for identification and formulation and management of environment projects in order to achieve the following objectives:
1. Effective formulation of new environmental projects for mobilization of funding from GEF and international windows of funds.
2. Enhancement of partnership with relevant government counterparts, national focal points of international conventions such as Stockholm Convention and, Strategic Approach to International Chemicals Management (SAICM) aiming at identification of new interventions/project ideas in line with national priories and UNDP’s strategic focuses.
3. Effective and quality management and implementation of an environment-projects portfolio on chemical and persistent organic pollutants (POPs) subjects.
The PO works in close collaboration with the operations team, programme staff within UNDP, in other UN Agencies, technical advisors  at HQ and regional center, government officials, technical experts, multi-lateral and bi-lateral donors and civil society. The PO contributes to the UN reform agenda in Viet Nam, including participation in the UN Programme Coordination Group on Climate Change and Environment (PCG-CC&E).
The PO works closely with Viet Nam GEF Operational Focal Point, UNDP-GEF Headquarter and Technical Advisors in the Asia Pacific Regional Center in Bangkok (APRC), Government counterparts and UN/DP staff in Viet Nam
The PO will work in Sustainable Development Cluster (SDC) in UNDP Viet Nam. S/he will report to and work under the direct supervision of the Assistant Country Director (ACD)/ Head of the Sustainable Development Cluster.

Devoirs et responsabilités


Performance of the PO will be evaluated according to the following indicators:
 


1. Ensures effective formulation of new environmental projects for mobilization of funding  focusing on achievement of the following results (50% of time)

  • Thorough analysis and research of the country political, social and economic environment and preparation of substantive inputs to key strategic and policy documents, which direct and guide UN/DP support interventions to Viet Nam.
  • Close collaboration with the national counterparts to identify new project ideas in line with the UNDP’s priorities, initiate project concepts such as Project Identification Form (PIF), prepare Project Preparation Grant document for GEF consideration; lead the project formulation, present project to the Local Project Appraisal Committee (LPAC), enter project into Atlas, finalize contribution agreement; determine of required revisions;
  • Coordinate closely with the technical advisors at Headquarter GEF teams and Asia Pacific Regional Center (APRC) in Bangkok, governmental and other institutions to ensure effective formulation process leading to approval of the projects;
  • Effective application of Result Based Management (RBM) tools in project formulation, establishment of management targets and monitoring achievement of results;
  • Introduction of performance indicators/ success criteria, targets and milestones.
2. Ensures enhancement of partnership with relevant government counterparts aiming at identification of new interventions and potential funding opportunities: (10% of time)
 
  • Analysis and research of information on funding windows and any other potential sources, preparation of substantive briefs on possible opportunities for project finance and co-finance;
  • Coordination of activities and communications with all relevant stakeholders to strengthen relationships, including preparation of reports for donors and the government counterparts as required.
  • Maintaining strategic relationship with the Stockholm Convention Focal Point and SAICM focal point for the development of the chemical and POPs portfolio
  • Identification of capacity building and institutional development needs and implementation of appropriate interventions to enhance capacity and skills in the country for programme/project development and resources mobilization;
  • Contribution to UN reform in Viet Nam, specifically actively participate in the Programme Coordination Group on Climate Change and Environment.


3. Ensures effective management and implementation of a project portfolio in the area of chemical and persistent organic pollutants (POPs), aiming to achieve the  following results (40% of time):

  • Effective application of Result Based Management (RBM) tools in project management; establishment of management targets and monitoring achievement of results;
  • Introduction of performance indicators/ success criteria, targets and milestones;
  • Performance of the functions of project manager in Atlas as defined and participation in recruitment processes for projects;
  • Coordination of the mandatory and budget re-phasing exercises, closure of projects through review.
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions, in full compliance with HACT guidelines.
  • Following up on audit recommendations. All exceptions are timely reported.
  • Preparation and contribution to the regular reports on outputs and outcomes as required.
  • Identification of sources of information related to policy-driven issues; identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals; and quality contribution to knowledge networks and communities of practice to support the provision of quality advisory services and facilitation of knowledge building and management

Qualifications et expériences requises

Education:

Master’s Degree in Natural Resources Management, Environmental Science, Climate Change or equivalent in Business Administration, Economics, Social Sciences or related field.

Experience:

  • At least 5 years of relevant experience at the national or international level in providing management advisory services and hands-on experience in management, implementation, monitoring and evaluation of development projects.
  • Knowledge of UNDP and GEF is advantageous.

Language Requirements:

Excellent command of written and spoken English and Vietnamese

Others:

  • Vietnamese national.
  • Ability to work as a team member and also coordinate and negotiate with others
  • Experience in the use of computers and office software packages and handling of web based management  systems
