| Please read to the end and apply according to the requirements mentioned under section Qualifications/Application Procedures. In 2010 the Government of the Hashemite Kingdom of Jordan (GoJ) initiated a process to develop a new poverty reduction strategy (PRS) for the country. The Ministry of Social Development (MoSD) and Ministry of Planning and International Cooperation (MoPIC) are leading this process. In 2011 a formal request was made for technical support to the process. Presently three international entities are offering support to the PRS process. The World Bank has prepared three background notes and is in the process of developing a fourth and final note [1]. Columbia University’s Earth Institute has undertaken analysis of poverty data and is preparing inputs for action planning. Finally, the United Nations Development Programme (UNDP) is: coordinating the integration of the aforementioned inputs to the strategy; undertaking policy analysis; and supporting the preparation of the strategy. To structure UNDP’s technical support to PRS formulation three inter-related processes are being utilised. The former two processes will be integrated to inform the latter. These processes are: - Mapping of poverty-reduction policies/programmes and associated gaps;
- Preparation of policy options papers—presenting policy options and constituent policy measures, actions, and indicators—for a range of key issues linked to poverty reduction in Jordan; and
- Identification of preferred policy options, policy measures, actions and indicators by GoJ.
Process 1 (mapping) is ongoing and will be completed by end-April 2012. Process 2 (policy options papers) will be carried out from mid-March to end-May 2012. The production of policy options papers will be phased throughout this two and a half month period. The products of the mapping exercise will be used to both compliment the development of policy options papers and to describe current poverty reduction efforts. As policy options papers are completed consultations will be conducted jointly between MoSD and MoPIC to determine the identification of preferred policy options, measures, actions and indicators. The chosen policy measures, actions, and indicators—with supporting introductory and background information—will form the first draft of the PRS. This first draft of the PRS will be completed by end-June 2012. The preparation of policy options papers is a key component in the formulation of the PRS. This not only because the resulting PRS will be evidence-based and informed through broad-based consultations, but also because they will provide an important re-assessment of policy direction at a time of rapid economic, social and political change in Jordan. [1] These notes comprise the following: (i) A technical note on poverty measurement in Jordan; (ii) a background note on consumption subsidies; (iii) a background note on electricity subsidies; and the outstanding note investigates National Aid Fund scope and targeting.

| Objective: The objective is for the consultant to provide technical support to the ILO Regional Office for Arab States and to the UNDP Office in Jordan for the preparation of a policy paper on the poverty outreach of the technical and vocational education and training in Jordan Activities: - The consultant will (a) establish a geographical map of the centres for vocational education and training in Jordan (VTC, other ETVET Council funded centres, Army run vocational centres, Community Colleges, and main private training providers), (b) compare it to a poverty map (source Department of Statistics), and (c) identify gaps (urban / rural etc.);
- The consultant will discuss with key stakeholders (ETVET fund Director, Director for community colleges, and key training providers etc.) the financing structure of each training / education provider:
% training cost covered by: Government, Employer, Trainee Others for VTC, Army run programmes and Community colleges The financing structure may be different from one training programme to the next, and in this case, greater details should be given, and major features of the financing structure should be analysed. - The consultant will also identify the share of some population groups that are more likely to be poor within the TVET system: Persons with Disabilities, Persons from Rural Areas, etc. S/he will also identify specific barriers that prevent such populations to access technical and vocational education;
- From available data and from discussions with stakeholders, the consultant will also asses the quality of the jobs graduates usually access, and whether it keeps them in a working poor category; based on this analysis, the consultant will conclude whether the “culture of shame” around TVET that prevent young people to join technical and vocational education / training, is based on a realistic analysis of the labour outcomes of the training, or on a wrongful perception;
- The consultant will present these findings in a 10 page report in edited English (+ annex), with conclusions and draft recommendations. This background note will be used by ILO and UNDP to present policy options for the PRS process.
Deliverables: A 10 page report in edited English on (a) geographical distribution of poor groups in Jordan and of technical and vocational training and education providers, (b) financing structure of training providers: what % do the poor have to pay?, (c) additional barriers that prevent vulnerable categories to access TVET, (d) Conclusions and recommendations, (e) annexes. Time and Duration of Assignment: The assignment will require 10 days of work over a 4 week period. As policy options paper must be submitted to the GoJ by end-May, the assignment will commence as soon as possible. Management Arrangements: UNDP will be responsible for the recruitment of the consultant and management of the assignment. Once these Terms of Reference are signed, they are considering binding and will be annexed to the Special Service Agreement signed by the consultant. UNDP and the consultant may agree to amend the Terms of Reference, in which case the amended version will be signed accordingly.

Compétences |
- Good analytical abilities are essential and will be reflected in an ability to move from analysis to the formation of detailed policy options. Working knowledge of the policy issues to be addressed in the policy options paper is also essential. A working knowledge of the Jordanian context is preferable;
- Pro-activity, persistence and drive will also be required, with the consultant able to take initiatives as the unfolding requirements of the analysis demand;
- Solid knowledge of the Jordanian government structure and national priorities;
- Proven research and analytical skills;
- Working knowledge of the policy issues to be addressed in the report is essential;

- Extensive experience in preparing strategic planning documents;
- Excellent interpersonal communication skills;
- Experience in Social Development related domain is a plus;
- Proven ability to work with time constraints in the preparation of high quality documents;
- Fluency in Arabic and English.

- Bachelor degree in economics or education/social fields, and good demonstrated research skills.
Application Procedure: Interested individual consultants must submit the following documents/information to demonstrate their qualifications: - Proposal: 2 to 3 pages, (i) Explaining why they are the most suitable for the work; (ii) Provide a brief methodology on how they will approach and conduct the work (if applicable);
- Financial proposal clearly specifying breakdown of consultancy fees;
- Personal CV including past experience in similar projects and at least 3 references.
Evaluation Methodology: - Cumulative analysis - When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
