UNDP Bangladesh and its many partners are supporting the Government to find innovative solutions to its development challenges. Poverty reduction and pro-poor economics are major areas of intervention and one of the Country Office’s most critical areas of cooperation with the Government of Bangladesh (GoB), donors including DFID and the EC, civil society and the private sector. This includes a significant pro-poor policy advocacy agenda as well as a programming envelope of over 150 million USD over the next several years, consisting of strategic, multi-donor funded urban and rural poverty reductions initiatives.
 
UNDP in partnership with the Local Government Engineering Department (LGED) of the Local Government Division, Ministry of Local Government, Rural Development & Cooperatives and UN-Habitat is implementing the Urban Partnerships for Poverty Reduction Project (UPPRP) in Bangladesh with funding from the UK’s Department for International Development (DFID) and UNDP. The project is being implemented over the next 7 years and will be supported by a grant of GBP 60 million (approximately US$120 million).
 
The project aims to improve the livelihoods and living conditions of three million urban poor and extremely poor people, especially women and girls, living in 30 towns and cities in Bangladesh. It will achieve this aim through providing support for participatory community upgrading through community contracting, supporting viable and sustainable livelihoods and social and economic development activities, addressing issues of security of tenure and the needs of the extreme poor, and working with others to create a more pro-poor urban policy environment. The project will support the development of town-wide poverty reduction and economic development strategies through partnerships with urban poor communities, civil society and local government.
 
The project outputs:

Urban poor communities mobilized and supported to form representative, inclusive and well-managed groups.
Poor urban communities supported to create healthy and secure living environments.
Urban poor and extremely poor people supported to acquire the resources, knowledge and skills needed to increase their incomes and assets.
Development and implementation of pro-poor policies and practices supported in partnership with others.
Effective project management systems established and operational.
Under the direct supervision of the Project Manager in close consultation with the National Project Director, the Operations Manager leads and guides the UPPR Operations Team and fosters collaboration within the team consistent with rules and a client-oriented approach.
 
The incumbent works in close collaboration with programme staff of the project, and operational staff of the Country Office (CO) and, where relevant, other UN Agencies, UNDP HQs staff and Government officials to successfully deliver operations services.
 
This position reports directly to the International Project Manager, but with a matrix relationship for technical matters to the Deputy Country Director (Operations).

1. Ensures administration and implementation of the procurement strategies focusing on achievement of the following results:

• Full compliance of UPPR procurement activities with UNDP rules, regulations, policies and strategies; implementation of the effective internal control, proper functioning of a client-oriented procurement management system.
•    Apply UPPR Procurement business processes by mapping and application of the content of internal Standard Operating Procedures (SOPs) in Procurement and Logistics, control of the workflows in the Procurement Unit.
• Preparation of proposals and implementation of cost saving and reduction strategies in consultation with office management.
• Provision of researched information for formulation and implementation of contract strategy and strategic procurement in the UPPR including tendering processes and evaluation, managing the contract and contractor, legal considerations and payment conditions, sourcing strategy, supplier selection and evaluation, quality management, e-procurement introduction.

2. Organizes procurement processes for UPPR project focusing on achievement of the following results:

• Preparation of procurement plans for the office and projects and their implementation monitoring.
• Organization of procurement processes including preparation and conduct of RFQs, ITBs or RFPs, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulations.
• Review of procurement processes conducted by UPPR project; submissions to the Contract, Asset and Procurement Committee (CAP).
• Liaison with UNDP Procurement Unit to ensure that Purchase orders are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems.
• Presentation of researched information on procurement in the UPPR.

3. Ensures proper control of UPPR Assets focusing on achievement of the following results:

• Preparation of inventory reports.
• Implementation of Inventory and physical verification control in the UPPR project.

4. Ensures support to logistical services focusing on achievement of the following results:

• Support for organization of travel including purchase of tickets, DSA calculation, PO preparation; arrangement of shipments; vehicle maintenance; conference facilities arrangements.
• Timely input to DSA preparations and payments, Travel Agencies, vehicle maintenance, hotel and conference facilities surveys.

5. Ensures facilitation of knowledge building and knowledge sharing in the UPPR Project focusing on achievement of the following results:

• Organization of trainings for UPPR operations staff on Procurement.
• Synthesis of lessons learnt and best practices in Procurement.
• Sound contributions to knowledge networks and communities of practice.

Impact of Results:

The key results have an impact on the overall UPPR efficiency in procurement management and success in establishment and implementation of operational strategies. Strategic approach to procurement, establishment and implementation of the monitoring and control system, timely and appropriate delivery of services, introduction of e-procurement ensure client satisfaction and overall timely delivery of UPPR projects.

Qualifications et expériences requises

Education: 

Minimum Bachelors Degree (preferably a Master’s Degree) or equivalent in Business Administration, Public Administration, Finance or Economics. B.Sc Engineers with strong Procurement career background may also apply.

Experience: 

At least 5 years of relevant experience at the national or international level in procurement management. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of web based management systems

Language Requirements: 

Fluency in written and spoken Bangla and English.
