The Bratislava Regional Centre (BRC) supports UNDP’s analytical, programmatic, and policy advisory services in the countries of Central and Southeastern Europe and the Commonwealth of Independent States (CIS). The centre is part of UNDP’s Regional Bureau for Europe and the Commonwealth of Independent States (RBEC) and the Bureau for Development Policy (BDP), combining both programmatic and advisory support. Currently, the BRC covers 28 countries with 25 UNDP country offices in the Europe and CIS region. The region is roughly divided into three sub-regions, namely, Central Asia, Western CIS and Caucasus, and EU Member States/Accession countries. The Capacity Development Practice in BRC offers substantial knowledge and experience in growing and retaining national capacity for better human development. As an approach to development cooperation, capacity development represents a more rigorous, comprehensive and nationally owned and driven process. That process stresses the use of existing capacity assets within a country, and developing national institutions rather than bypassing them or substituting them with external expertise. Globally over the past decade, development agencies, including UNDP, have supported countries, particularly in transitional and post-conflict settings, to implement their immediate reform agendas (e.g., public administration and civil service) through mechanisms that may be called broadly as “Capacity Development (CD) Facilities”, i.e., mechanisms through which capacity development support services are provided or funded, activities coordinated and funds mobilized to support the implementation of a capacity development programme or one or more of its components. These mechanisms are designed to provide the expertise and financial resources required by governments to tackle their own reform agendas in a comprehensive yet flexible scheme. Given increasing interests in such CD Facilities, and emerging post-conflict recovery and transition needs in many countries, it is crucial at this point that the impact and results of the past and ongoing development assistance through CD Facilities are objectively reviewed and evaluated, and the lessons learnt codified, towards responding effectively to governments’ calls for designing, implementing and monitoring their own development directions and strategies in a sustainable manner. It is in this context that the UNDP Capacity Development team launched a global review of CD Facilities in summer 2011. This review is led by the Capacity Development Practice in UNDP Bratislava Regional Centre, with extensive inputs and support from the “Global Review Team” composed of representatives from the UNDP Capacity Development Practice teams in New York and in UNDP Regional Centres. This global exercise aims at producing the following products: - A set of guidance materials which helps countries design and implement multi-partner CDFs; and
- A review report with key lessons learnt from various past and existing CDF cases across regions.
While the general document “Establishment and Management of the Capacity Development Facilities” gives general guidance on designing and implementing a CD Facility, a set of technical papers is developed to give practitioners more practical guidance in details. A Technical Paper on Risk Management will be developed as one of its first attempts, aiming to guide practitioners on how to predict and manage risks related to a CD Facility type of projects.

Under the overall supervision of Capacity Development Practice Leader, and regular contacts with other members of the team, the consultant will: - Review the existing documents and literature on theories and practices on the risk management globally;
- Analyze the trends and generate lessons learnt and the best practices; and
- Write a technical paper to propose best practices in a) designing, b) managing and c) monitoring and evaluating the risk management component in a CD Facility type of intervention.
The paper should be in line with the existing draft CD Facility Guidance Note “Establishment and Management of the Capacity Development Facilities”, as well as with the technical paper on High Level Advisory Services which is being drafted in parallel to this paper. While the consultant is expected to carry out his/her own research on the relevant documents/literature, he/she will be given an access to the draft guidance note and other documents on the UNDP knowledge management platform, “Teamworks” upon signature on the contract. Deliverables and Payment Schedule: The deliverable for this assignment is a Technical Paper on Risk Management for the Capacity Development Facilities. The paper should not to exceed 20 pages in length (not including annexes). Due to the short nature of this assignment, only one payment will be made upon receipt of the final technical paper as per detailed in this TOR. The consultant is expected to submit a) the outline of the paper within 5 days after the start of the assignment, and b) a draft Technical Paper 20 days after the start of the assignment. She/he is required to incorporate the comments prior to submitting a finalized version.

Education: - Masters Degree in international relations, public administration, development studies, economics, or other related field.
Experience: - At least 15 years of work experience, which includes institutional, strategic and project risk management preferably with public institutions in Europe and CIS region;
- Sound project management experience with international organizations;
- Knowledge of the UNDP’s capacity development approach;
- Proven skills and experience in drafting technical papers for international organizations.
Language Requirements: - Proficiency in written and spoken English.
Evaluation of Applicants: The Individual consultant will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal. The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as: a) Responsive/compliant/acceptable; and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. Only the highest ranked candidates who are found qualified for the job will be considered for the Financial Evaluation.
