Historique

In response to the devastating floods that hit Pakistan in 2010 and 2011, UNDP launched a comprehensive Early Recovery programme in support of early recovery and restoration of flood affected communities. In close partnership with disaster management authorities at national, provincial and district levels, local government institutions, affected communities, and, where possible, the private sector, the programme sought to restore safe and enabling environments for flood-affected communities in 39 severely and moderately affected districts to recover from the impact of the floods by focusing on achieving three strategic and interlinked outputs:

  1. Capacities of local institutions and flood-affected communities for recovery and protection of rights restored;
  2. Livelihoods of vulnerable flood-affected people stabilized and restored;
  3. Basic and critical community infrastructure and services restored.

UNDP applied an area-based, multi-sector and integrated approach in the affected districts in order to restore capacities of local authorities, civil society and the private sector to lead the recovery process of communities by building on the relief efforts currently underway, thereby laying the foundations for longer-term reconstruction and recovery.

The programme provided an umbrella for the five UNDP project outlines included under various Clusters (Community Restoration, Health, WASH, Protection and Agriculture) in the Revised Pakistan Floods Emergency Response Plan.

The incumbent will provide oversight of the ongoing  contractual obligations; ensure completion of the Early Recovery Audit, operations of the three hub offices where the ER activities are still ongoing apart from other functional responsibilities relating to the post and those that would be assigned by the senior management from time to time.

Organizational Context:

UNDP applied an area-based, multi-sector and integrated approach in the affected districts in order to restore capacities of local authorities, civil society and the private sector to lead the recovery process of communities by building on the relief efforts currently underway, thereby laying the foundations for longer-term reconstruction and recovery.

The programme provided an umbrella for the five UNDP project outlines included under various Clusters (Community Restoration, Health, WASH, Protection and Agriculture) in the Revised Pakistan Floods Emergency Response Plan, launched on 17 September 2010.

Under the guidance of the Deputy Country Director and in close cooperation with the Programme Manager, the Operations Manager acts as an advisor to Senior Management on operational matters and leads and guides the Operations Team on all aspects of management and operations. This includes strategic financial and human resources management, efficient procurement and logistical services, ICT and common services consistent with UNDP rules and regulations. The incumbent sets policies and methods to maximize the performance in operations demonstrating capacity for innovation and creativity and providing advice to senior management on readjustment of the operations to take into account changes in the operating environment as and when needed. The main role is to lead the operations, ensuring smooth programme implementation and effective and efficient service delivery. S/he is primarily responsible for monitoring financial resources and accounting of the Early Recovery programme of 120 million dollars to ensure accuracy and reliability of financial reports, as well as responsible for preparing financial reports as required.

The Operations Manager works in close collaboration with programme team, programme and operations team in the CO, operations staff in other UN Agencies and Government officials to successfully deliver operations services. The Operations Manager ensures a client-oriented approach and consistency with UNDP rules and regulations and good management practice.

1. Ensures provision of policy support focusing on achievement of the following results:

  • Reviews and advises the Programme Coordinator and all UNDP contract holders on the UN/UNDP rules, regulations and policies.
  • Implementation of corporate operational strategies, introducing best practices, lessons learnt and knowledge management initiative.
  • As a member of management team, participates in decision making on plans and policies affecting programme operational systems including Human Resources, Finance, ICT, General Administration including Procurement and Logistic Support.
  • Elaboration and introduction of internal administrative/operational rules and procedures for programme implementation.
  • Introduction and reinforcement of internal control procedures in line with UNDP Internal Control Framework and accountabilities and responsibilities.
  • Analysis of need and cost evaluation effectiveness of operational alternatives; recommendation on contracting modalities for administrative services and outsourcing interventions, monitoring of service delivery of outsourced areas. Ensures that all contract are in accordance with corporate legal requirements and ensures provision of adequate legal services if required.

2. Ensures effective and accurate financial resources management and supervision of the Finance team focusing on achievement of the following results:

  • Oversight of financial management system. Provision of advice to ensure adequate capacity and competencies for integrated financial management.
  • Preparation of administrative budget and provision of advice to the Programme Coordinator on the planning of the financial resources; constant analysis of Operations and common services budget, expenditures and commitments; and preparation of the necessary re-allocations.
  • Development of administrative budget, cost-saving and reduction strategies as needed, in consultation with other units.
  • Supervision and controls of the Finance Unit, including, all the payments made on behalf of programme, reconciliation of expenditures, payments and bank statements. Acts as a Committing Officer and a member of the bank signatory panel.
  • Advance payments and direct payments for NEX/NIM projects are properly reviewed and made on a timely basis, as well as ensuring that payment information is properly recorded into the Atlas system on a timely basis.
  • Elaboration of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas,travel claims and other entitlements are duly processed.
  • Facilitation of training/capacity building on NEX/NIM and HACT, accountability and internal control systems in order to minimize the financial risk.
  • Acting as resource person for Atlas Finance Module and is responsible for organization of training for the UNDP staff.
  • Sound contributions to knowledge networks and communities of practice.
  • Oversight and supervision on handling of the local bank accounts; liaises with the bank authorities related to banking procedures and provision of services; ensures timely replenishments and funds availability.

 

3. Ensures strategic human resources management and supervision of the HR team focusing on achievement of the following results:

  • Promotion, implementation and monitoring of UNDP Programme compliance with UNDP HR Rules, Regulations, Policies and Procedures.
  • Management, supervision and promotion of operations team performance, implementation of performance management system, including staff development; adjustment, realignment of office systems including posts and staffing profiles with new directions and strategies.
  • Oversight and supervision of recruitment processes to ensure implementation of HR policies; ensuring timely renewal of contracts and appropriate sue of different contractual modalities; review and certification of HR reporting data.

4. Ensures provision of efficient procurement and logistical services and supervision of the Procurement team? focusing on achievement of the following results:

  • Coordination and certification of procurement of goods and services for projects, proper procurement processes and certification of admin/procurement reports.
  • Oversight of procurement processes and logistical services in accordance with UNDP rules and regulations, OM acting as Manager Level 2 in Atlas for Purchase orders approvals.
  • Proper management of UNDP assets, facilities and logistical services.

5. Ensures forward-looking information and communication management and supervision of ICT team focusing on achievement of the following results:

  • Maintenance of a secure, reliable infrastructure environment for ICT and adequate planning for disasters and recoveries.
  • Identification and promotion of different systems and applications for optimal content management, knowledge sharing, information provision and learning including e-registry, web-based office management system, etc.

6. Ensures proper common services organization and management, establishment of partnerships with other UN Agencies focusing on achievement of the following results:

  • Establishment of common services, maintenance of coordinating machinery to ensure integrated activities on common services and coordination of the inter-agency work group on common issues related issues related to the operational of UN/International Agencies operating in the area.
  • Management of cost recovery scheme for the UNDP premises
  • Proper planning and tracking of common services budget and of Agencies contributions to the common services account
  • In co-operation with Security Advisor/Assistant, supports the implementation of UNDP MOSS compliance and ensure updates of security related documents.

Qualifications et expériences requises

Education:

  • Masters Degree or equivalent in Business Administration, Public Administration, Finance, Economics or related field.

Experience:

  • 7 years of relevant experience at the national or international level in providing management advisory services and/or managing staff and operational systems and establishing inter-relationships among international organization and national governments.
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems.

Language Requirements:

  • Fluency in both written and spoken English.
